I. General Provisions

This Job Description defines the functional duties, rights and responsibilities of the Head of the technical department.
The head of the technical department is appointed to the position and dismissed in accordance with the procedure established by the current labor legislation by order of the director of the enterprise.
The head of the technical department reports directly to _______.
A person with a higher professional (technical) education and work experience in the technical preparation of production in engineering and management positions is appointed to the position of the Head of the technical department.
The head of the technical department should know:

regulatory and methodological materials on the technical preparation of production;
directions and prospects for the development of the economy and enterprises;
production technology of the enterprise;
production capacities and mode of operation of equipment, rules for its operation;
methods for identifying and using production reserves;
technical requirements for raw materials, materials and finished products;
requirements for rational organization of labor in the design of technological processes and equipment;
organization of technical preparation of production;
procedure for acceptance of equipment into operation;
methods for determining the economic efficiency of introducing new equipment and technology, labor organization, rationalization proposals and inventions;
experience of advanced domestic and foreign enterprises in the field of technical preparation of production, organization of labor and management;
fundamentals of labor legislation; labor protection rules and regulations.

During the period of temporary absence of the Head of the technical department, his duties are assigned to _______.
The exclusive area of activity of the Head of the technical department is to ensure the planning and organization of the production activities of the department and subordinate services.

II. Official duties

Head of technical department:

Organizes the technical preparation of production or other types of the main activity of the enterprise, improves the quality of products, works (services) and increases its competitiveness, reduces material and labor costs for the manufacture of products, production of works (services).
Coordinates the work of the technical services of the enterprise for testing new technical means, creating and mastering new types of products, integrated automation and mechanization of production, planning the introduction of scientific and technological achievements, new equipment and advanced technology.
Manages the current and long-term planning of the technical development of the enterprise, its production base.
Supervises the preparation of technical specifications for the design of newly built industries, structures, technical facilities, expansion, development and reconstruction of existing ones, for the introduction of automation and mechanization.
Reviews and approves design documentation for the modernization of equipment and the rationalization of jobs.
Controls the conclusion and execution of contracts related to the introduction of new equipment, as well as the financing and correctness of calculations of the economic efficiency of measures for the development of new equipment and technology, new types of raw materials and finished products.
Participates in the development and implementation in production of resource-saving technologies, progressive consumption rates of the main types of raw materials and materials, in the study of the causes of defects and production of lower grades, in the development of measures to improve the quality of products (works, services) and more efficient use of production capacities. In the absence of independent design and technological departments, performs the functions of their leaders.
Directs the activities of departments dealing with issues of product standardization, scientific and technical information, as well as the organization of patent and inventive work.
Supervises the employees of the department, coordinates and directs the activities of the divisions of the enterprise that provide technical preparation for production.

III. Rights

The head of the technical department has the right to:

To give instructions to subordinate employees and services, tasks on a range of issues included in his functional duties.
Control the implementation of planned targets and work, the timely execution of individual orders and tasks of subordinate services.
Request and receive the necessary materials and documents related to the activities of the Head of the technical department, subordinate services.
Enter into relationships with departments of third-party institutions and organizations to resolve operational issues of production activities that are within the competence of the Head of the technical department.
Represent the interests of the enterprise in third-party organizations on issues related to the production activities of the enterprise, on issues within the competence of the Head of the technical department.

IV. A responsibility

The head of the technical department is responsible for:

Results and efficiency of production activities of the department.
Failure to ensure the fulfillment of his functional duties, as well as the work of his subordinate services on issues of production activities.
Inaccurate information about the status of the implementation of work plans of subordinate services and the department.
Failure to comply with orders, instructions and instructions of the director of the enterprise.
Failure to take measures to suppress the identified violations of safety regulations, fire safety and other rules that pose a threat to the activities of the enterprise, its employees.
Failure to ensure compliance with labor and performance discipline by employees of subordinate services and personnel subordinate to the Head of the technical department.
