I. General Provisions

This Job Description defines the functional duties, rights and responsibilities of the Labor Protection Engineer.
The labor protection engineer is appointed to the position and dismissed in accordance with the procedure established by the current labor legislation by order of the director of the enterprise.
The Occupational Safety Engineer reports directly to _______.
A person who has:

Occupational safety engineer of category I: higher professional (technical) education and work experience in the position of Occupational safety engineer of category II for at least 3 years;
Category II labor protection engineer: higher professional (technical) education and work experience in the position of labor protection engineer or other engineering and technical positions filled by specialists with higher professional education, at least 3 years;
Labor protection engineer: higher vocational (technical) education without presenting requirements for work experience or secondary vocational (technical) education and at least 3 years of work experience as a technician of category I or other positions occupied by specialists with secondary vocational (technical) education, at least 5 years.

The safety engineer must know:

legislative and regulatory legal acts, methodological materials on labor protection issues;
the main technological processes for the production of the enterprise's products;
methods for studying working conditions in the workplace;
organization of work on labor protection;
system of labor safety standards;
psychophysiological requirements for employees based on the category of severity of work, restrictions on the use of labor by women, adolescents, workers transferred to light work;
features of operation of the equipment used at the enterprise;
rules and means of monitoring the compliance of the technical condition of equipment with the requirements for safe work;
advanced domestic and foreign experience in labor protection;
methods and forms of propaganda and information on labor protection;
the procedure and terms for compiling reports on the implementation of labor protection measures;
fundamentals of economics, organization of production, labor and management;
fundamentals of labor law.

II. Functional responsibilities

Labor protection engineer:

Carries out control over the observance in the subdivisions of the enterprise of legislative and other regulatory legal acts on labor protection, over the provision of established benefits and compensations to employees in accordance with working conditions.
He studies working conditions at workplaces, prepares and makes proposals for the development and implementation of more advanced designs of protective equipment, safety and blocking devices, and other means of protection against the effects of hazardous and harmful production factors.
Participates in inspections, surveys of the technical condition of buildings, structures, equipment, machines and mechanisms, the efficiency of ventilation systems, the state of sanitary devices, sanitary facilities, collective and individual protection equipment for workers, determining their compliance with the requirements of regulatory legal acts on protection labor and upon detection of violations that pose a threat to the life and health of workers or may lead to an accident, takes measures to stop the operation of machinery, equipment and work in workshops, at sites, at workplaces.
Together with other divisions of the enterprise, it carries out work on attestation and certification of workplaces and production equipment for compliance with labor protection requirements.
Participates in the development of measures to prevent occupational diseases and accidents at work, to improve working conditions and bring them to the requirements of regulatory legal acts on labor protection, and also provides organizational assistance in the implementation of the developed measures.
Controls the timeliness of the necessary tests and technical examinations of the condition of equipment, machines and mechanisms by the relevant services, compliance with the schedules for measuring the parameters of hazardous and harmful production factors, compliance with the instructions of state supervision bodies and control over compliance with current norms, rules and instructions on labor protection, labor safety standards in the production process, as well as in the projects of new and reconstructed production facilities, participates in their acceptance into operation.
Participates in the consideration of the issue of compensation by the employer for harm caused to employees by injury, occupational disease or other damage to health associated with the performance of their work duties.
Provides methodological assistance to the divisions of the enterprise in compiling lists of professions and positions, in accordance with which employees must undergo mandatory medical examinations, as well as lists of professions and positions, in accordance with which, on the basis of current legislation, employees are provided with compensation and benefits for severe, harmful or dangerous working conditions; in the development and revision of labor protection instructions, enterprise standards of the system of labor safety standards; on the organization of briefing, training and testing of knowledge of employees on labor protection.
Conducts introductory briefings on labor protection with all newly hired, seconded, pupils and students who have arrived for industrial training or practice.
Participates in the preparation of the section "Labor protection" of the collective agreement, in the investigation of cases of industrial injuries, occupational and production-related diseases, studies their causes, analyzes the effectiveness of measures taken to prevent them.
Carries out control over the organization of storage, issuance, washing, dry cleaning, drying, dedusting, degreasing and repair of special clothing, special footwear and other personal protective equipment, the state of safety devices and protective devices, as well as the correct use of funds allocated for the implementation of labor protection measures. Prepares reports on labor protection in accordance with established forms and within the appropriate time frame.

III. Rights

An occupational safety engineer has the right to:

Monitor compliance with labor protection requirements in the departments of the enterprise.
Conduct inspections and checks of the technical condition of buildings, structures, equipment, machines and mechanisms, ventilation systems, etc. to determine their compliance with established standards and safety requirements.
Carry out, together with other departments, certification of workplaces and production equipment for compliance with labor protection standards.
Participate in the development of proposals and activities aimed at improving labor protection.

IV. A responsibility

The Safety Engineer is responsible for:

Failure to fulfill their functional duties.
Inaccurate information about the status of the received tasks and instructions, violation of the deadlines for their execution.
Failure to comply with orders, orders of the director of the enterprise, instructions and tasks of the head of the department.
Violation of the Internal Labor Regulations, fire safety and safety regulations established at the enterprise.
