II. Official duties

Purchasing Manager:

Develops an enterprise policy on logistics issues.
Supervises the development of projects for long-term, current plans and balance sheets for the logistics of the production program.
Takes part in the calculation of inventory standards based on the determination of the needs for material resources (raw materials, materials, semi-finished products, equipment, components, etc.).
Manages the development and implementation of programs for the continuous supply of the enterprise with the material and technical resources necessary for production.
Carries out a search for suppliers, focusing on the quality of the proposed material and technical resources, price, delivery time, favorable delivery conditions.
Develops relationships with suppliers, analyzes their production and financial capabilities, studies the possibility and expediency of establishing direct long-term economic ties for the supply of material and technical resources.
Prepares and corrects pre-contractual documentation.
Negotiates with suppliers in order to place orders and agree on the terms and conditions of delivery.
Concludes contracts with suppliers.
Organizes the study of operational marketing information and promotional materials on the offers of small wholesalers and wholesale fairs in order to identify the possibility of acquiring material and technical resources in the wholesale trade, as well as the purchase of material and technical resources sold in the order of free sale.
Ensures the delivery of material resources from suppliers and sellers in accordance with the terms and conditions stipulated in the contracts.
Organizes the processing of supplies of material and technical resources (acceptance by quantity and completeness, identification of quality, preparation of the necessary acceptance documentation, internal movement to storage places or production units of the enterprise).
Prepares claims against suppliers in case of violation of their contractual obligations, controls the preparation of settlements for these claims, coordinates with suppliers changes in the terms of concluded contracts.
Periodically assesses the terms of existing contracts for the quality of fulfillment of obligations by suppliers in order to make decisions on finding new suppliers, changing the schemes of working with suppliers.
Organizes control over the state of stocks of material and technical resources, operational regulation of production stocks at the enterprise, compliance with the limits on the release of material resources and their expenditure in the divisions of the enterprise for its intended purpose.
Leads the development and implementation of measures for:

improving the efficiency of the use of material and technical resources;
reduction of costs associated with the transportation and storage of material and technical resources;
improvement of the system of control over the expenditure of material and technical resources;
identification and sale of surplus material and technical resources.

Develops proposals for replacing expensive material and technical resources with more affordable and affordable, but at the same time precisely meeting quality requirements.
Develops and implements programs for:

reducing investment in inventories through improved planning and sourcing;
improving the quality of purchased material and technical resources;
reduction of the raw material component of the cost of production produced by the enterprise.

Coordinates the development and maintenance of procurement databases containing operational information necessary to determine the needs for material and technical resources, sources of their procurement, procurement costs, etc.
Organizes compilation:

applications for material and technical resources (summary annual, annual, quarterly, monthly);
acts, conclusions on the quality of incoming material and technical resources;

Develops tasks for subordinate employees and monitors their implementation.

III. Rights

The supply manager has the right to:

Independently determine the forms of relationships with suppliers of material and technical resources.
Sign and endorse documents within their competence.
Request personally or on behalf of the immediate supervisor from the heads of enterprise departments and specialists information and documents necessary for the performance of their duties.
Get acquainted with the documents that define his rights and obligations in his position, the criteria for assessing the quality of performance of official duties.
Submit proposals for improvement of the work related to the responsibilities provided for in this instruction for consideration by the management.
Require the management of the enterprise to ensure the organizational and technical conditions and execution of the established documents necessary for the performance of official duties.

IV. A responsibility

The supply manager is responsible for:

For improper performance or non-performance of their official duties provided for by this Job Description - within the limits established by the current labor legislation of Ukraine.
For offenses committed in the course of their activities - within the limits established by the current administrative, criminal and civil legislation of Ukraine.
For causing material damage to the organization - within the limits established by the current labor and civil legislation of Ukraine.

The Arctic is waiting for new records of melting 10.03.2012

A new NASA study has found that the oldest, thickest Arctic sea ice is melting faster than younger, thinner sea ice (at the edges of the floating ice in the Arctic Ocean).

Usually, thick multi-year ice (older than two years) is less prone to seasonal melting, while young ice, formed in a short time during the winter, melts just as quickly in the summer. The rapid disappearance of the old ice sheet makes Arctic sea ice more vulnerable to further melting.

In a new study, scientists observed multi-year ice that covers at least 15% of the surface of the Arctic Ocean. Scientists have found that the amount of ice is decreasing by 15,1% per decade. Thus, the average thickness of the ice cover of the Arctic seas is decreasing due to the melting of the thick multi-year ice shell. At the same time, surface temperatures in the Arctic are rising, shortening the time period for new young ice to form and preventing rapid recovery of multi-year ice volume.

Multi-year sea ice volume reached its all-time low in the winter of 2008 - down 55% since the late 1970s, when satellite measurements of the ice sheet began. Multi-year sea ice then recovered over the next three years, up 34% from 2008. But in the winter of 2012, the ice began to actively melt again.

Scientists do not exclude the existence of a nine-year cycle of sea ice melting. At least, satellite observations have established just such a period. It appears that the slight recovery of sea ice cover in the three years after it reached its historic low in 2008 is only part of a nine-year cycle, and new records of melt are on the way, with the amount of ice shrinking with each cycle.
