I. General Provisions

The editor belongs to the category of specialists.
A person with a higher professional education is appointed to the position of editor without presenting requirements for work experience.
Appointment to the post of editor and dismissal from it is carried out by order of the director of the enterprise on the proposal of the head of the editorial and publishing department.
The editor must know:

legislative and regulatory legal acts;
methods of editing scientific and methodological literature, information and regulatory materials, editorial processing of numbers, formulas, symbols, illustrations, compiling the reference apparatus of the publication;
domestic and foreign achievements of science and technology in the relevant field of knowledge;
the procedure for preparing manuscripts for submission to production, corrected prints for printing;
state standards for terms, designations and units of measurement;
current conditional abbreviations, conditional abbreviations used in bibliography in foreign languages;
grammar and style of the Russian language;
Copyright;
current editing regulations;
the procedure for concluding publishing agreements with authors, labor agreements (contracts) with reviewers;
economics of publishing;
fundamentals of printing production technology;
fundamentals of economics and organization of printing production;
labor legislation;
rules and regulations of labor protection.

The editor reports directly to the chief editor; head of the editorial and publishing department; to another official.
During the absence of the editor (illness, vacation, etc.), his duties are performed by a person appointed in the prescribed manner. This person acquires the appropriate rights and is responsible for the high-quality and timely performance of the duties assigned to him.

II. Official duties

Editor:

Carries out editing of the scientific and methodical literature, information and normative materials published by the editorial and publishing department, in order to ensure a high scientific and literary level of publications.
Participates in the preparation of publishing agreements with the authors of publications and labor agreements with external reviewers.
Reviews manuscripts and reviews.
Prepares conclusions on the possibility of publishing the manuscript in the submitted form or after revision, taking into account the proposed corrections, additions, abbreviations.
In cases of rejection of the publication of manuscripts, prepares justified written refusals within the terms established by the agreements.
Edits the manuscripts accepted for publication, while providing the authors with the necessary assistance (to improve the structure of the manuscripts, choosing terms, designing illustrations, etc.), coordinating recommended changes with them.
During the editing process, it checks whether the authors have fulfilled the reviewers' comments and the requirements for manuscripts during their revision, the completeness of the submitted material, the compliance of the titles of the sections of the manuscript with their content, and also how the latest achievements of science, technology and advanced production experience are reflected in the works.
Checks the primary sources for the correctness of the spelling of quotations and digital data, the use and spelling of names, scientific and technical terms, units of measurement, the design of the reference apparatus of the publication, the compliance of the cited symbols with the designations established by the standards or accepted in the scientific and regulatory literature.
Carries out the necessary literary editing of manuscripts.
Draws up an editorial passport of the manuscript, gives instructions and explanations to the technical editor, proofreader, typesetter.
Prepares footnotes, duplicates, working table of contents.
Together with the authors and the technical editor, he considers illustrative materials, determines their place in the publication and transfers them to the art editor for the timely production of graphics and clichés.
Participates in solving issues related to the artistic and technical design of edited publications.
Signs manuscripts for production, processes proofs, and checks signal copies before publication.
Compiles a list of detected typos.

III. Rights

The editor has the right:

Get acquainted with the draft decisions of the management of the editorial and publishing department related to its activities.
Make proposals for improving the work related to the responsibilities provided for in this instruction.
Within its competence, report to the immediate supervisor about all the shortcomings identified in the course of the performance of their duties, and make proposals for their elimination.
Involve all (individual) specialists of the editorial and publishing department in solving the tasks assigned to it.
Require the management of the editorial and publishing department to assist in the performance of their duties and rights.

IV. A responsibility

The editor is responsible for:

For improper performance or non-performance of their official duties provided for by this Job Description - within the limits determined by the current labor legislation of Ukraine.
For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of Ukraine.
For causing material damage - within the limits determined by the current labor and civil legislation of Ukraine.

The most distant object in the solar system 18.11.2015

Scientists from the Carnegie Institution in Washington (USA) managed to consider the most distant object in the solar system to date.

The discovered object is located at a distance of 103 astronomical units from Earth, which is a billion kilometers further than the dwarf planet Eris, which was the previous record holder. It was discovered using the 8,2-meter Subaru Optical Telescope located in the Hawaiian Islands.

The estimated diameter of the object, located almost 15,5 billion kilometers from our planet, is from 500 to 800 kilometers. The distance to it corresponds to the approximate border between the outer regions of the Kuiper belt and the solar system.

The data obtained is not yet enough to build an orbit of the object, so scientists are planning to use the Magellanic telescopes of the Chilean observatory Las Campanas in the near future.

If it turns out that the object is located at the point of its orbit closest to the Sun, then it will become a new resident of the so-called Oort cloud - a spherical region of the solar system. These are already the trans-Neptunian objects Sedna and 2012 VP113.

Sedna does not approach the Sun closer than 76 astronomical units, and 2012 VP113 does not come closer than 80 units. Eris, the second largest trans-Neptunian object after Pluto, has a highly elongated orbit and approaches the Sun at perihelion by 40 astronomical units.

Oort cloud objects are interesting in that they formed from material from the edges of a protoplanetary disk far from the Sun and are not influenced by the planets. Exploring such objects, you can learn about the conditions for the emergence of the solar system.
