I. General Provisions

  1. The head of the information technology department belongs to the category of managers.
  2. A person with a higher professional (technical, engineering and economic) education and work experience in the field of mechanized or automated information processing for at least 3 years is appointed to the position of head of the information technology department.
  3. Appointment to the position of the head of the information technology department and dismissal from it is carried out by order of the General Director.
  4. The head of the information technology department should know:
  • decrees, instructions, orders and other guidance and regulatory materials on the organization and operation of automated systems;
  • technology of information processing systems, alarm systems, features of the structure of the computing (information and computing) center;
  • prospects for development in the field of technical support, the use of mathematical and economic methods and computer software, as well as prospects for the development of production at automation facilities, their connections and possibilities for expanding automation functions;
  • technological capacities of computer facilities;
  • basics of organizing maintenance and repair of electronic computer equipment, development of system and application programs, data networks, information and subscriber points;
  • the procedure for the development and approval of economic and financial plans of the center;
  • methods of managing and managing an enterprise;
  • the procedure for maintaining records and reporting on the production and economic activities of enterprises and the center;
  • the procedure for developing labor standards, material consumption and determining costs and losses of computing resources;
  • the procedure for concluding and executing contracts;
  • fundamentals of economics, labor organization and production management;
  • fundamentals of labor legislation;
  • rules and norms of labor protection, safety measures, industrial sanitation and fire safety.
  1. The head of the information technology department reports directly to _______.
  2. During the absence of the Head of the Information Technology Department (illness, vacation, business trip, etc.), his duties are performed by a deputy (in the absence of such, a person appointed in the prescribed manner).

II. Official duties

Head of Information Technology Department:

  1. Supervises the industrial operation of data processing systems and the production department.
  2. Organizes the provision of information and computing services to users of automated systems in a timely manner.
  3. Supervises the preparation of projects for long-term and annual plans for the industrial operation of tasks, drawing up schedules for processing information on a computer, and developing standards for the use of computing resources.
  4. Organizes control over the progress of work, analysis of the functioning of automated systems, accounting for the volume and quality, the cost of computer time for processing information, the reasons for deviations from the schedule, claims and complaints from users, training and providing methodological assistance to the operational personnel of automated systems in preparing the initial data, decoding information obtained from a computer, for the full implementation of all the possibilities of computer technology.
  5. Provides interaction with enterprises and their divisions in the integrated production and joint processing, collection, preparation and transmission of information.
  6. Organizes control over the timeliness and completeness of data presentation, the correctness of their compilation, the safety and integrity of information, the effectiveness of the applied protection methods.
  7. Organizes the work of the archive of magnetic storage media.
  8. Controls the provision of production with technical documentation, instructions, materials, equipment, tools, etc.
  9. Conducts dispatch meetings, during which operational tasks are set to prevent possible failures and failures in the operation of electronic computers, terminal, stationary and linear cable devices, software, power, air conditioning equipment and supplies.
  10. Organizes work on development, trial operation, technological preparation of production and acceptance of tasks for operation.
  11. Develops measures to improve the quality and reliability of the functioning of systems, reduce the cost of their operation, expand the scope of their application, modernize the technical means used, as well as improve the mathematical, informational and technological support of systems and tasks.
  12. Manages department employees.

III. Rights

The head of the information technology department has the right to:

  1. Act on behalf of the department, represent the interests of the center in relations with other structural divisions and third-party organizations on the activities of the department.
  2. Get acquainted with the draft decisions of the Deputy General Director for IT, concerning the activities of the center and the production department in particular.
  3. Submit proposals to the Deputy General Director for IT on improving the activities of the center; improving the methods of work of the specialists of the center; options for eliminating shortcomings in production activities.
  4. Interact with employees of all (individual) structural units.
  5. Request personally or on behalf of the Deputy General Director for IT from the heads and specialists of other structural divisions the necessary materials.
  6. Sign and endorse documents within their competence.
  7. Require the Deputy General Director for IT to assist in the performance of their duties and rights.
  8. Submit proposals for the appointment, relocation and dismissal of employees of the production department for consideration by the Deputy General Director for IT; proposals for their promotion or for the imposition of penalties on them.

IV. A responsibility

The head of the information technology department is responsible for:

  1. For improper performance or non-performance of their official duties provided for by this Job Description - within the limits determined by the current labor legislation of Ukraine.
  2. For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of Ukraine.
  3. For causing material damage - within the limits determined by the current labor and civil legislation of Ukraine.
