I. General Provisions

This Job Description defines the functional duties, rights and responsibilities of the Database Administrator.
The database administrator is appointed to the position and dismissed from the position in accordance with the procedure established by the current labor legislation by order of the director of the enterprise.
During the period of temporary absence of the Database Administrator, his duties are assigned to ________.
In his work, the database administrator is guided by the decrees of the President of Ukraine, the laws of Ukraine, other regulations, orders and instructions, orders and instructions.
The database administrator is appointed and dismissed by the head of the relevant tax inspectorate.
The database administrator is administratively subordinate to the head of the tax inspectorate, and functionally - to the head of the informatization department.
A specialist with a higher mathematical, economic or technical education and experience in working on personal computers for at least 3 years (in rural areas - at least 1 year) is appointed to the position of a database administrator.

II. Functional responsibilities

DBA:

analyzes the information needs of the structural divisions of the state tax inspection of the district (city);
masters software AIS "Nalog", offered by the Department of Informatization;
coordinates with the department of informatization of the regional state tax inspectorate, as well as divisions of the state tax inspectorate of the district (city) issues on improving the process of storing and processing information in order to ensure the required reliability of the results and minimize the time of calculations;
ensures the exchange of information with the department of informatization in accordance with the established procedure (including using electronic telecommunications networks);
at the request of interested departments of the state tax inspectorate of the district (city), together with the informatization department, draws up technical specifications for the development of software for new tasks;
carries out a set of works on the implementation of software tools (tasks) of the AIS "Tax" taxation at the district level;
carries out systematic training of employees of the state inspection in the methods and skills of working on computers, as well as working with the implemented software;
monitors the operation of computers and promptly reports failures and malfunctions to the informatization department;
carries out accounting and storage of documents related to automated processing of information on computers;
summarizes and analyzes the comments of users on the results of the operation of tasks and transmits information about the noted shortcomings to the informatization department;
monitors the integrity, reliability and safety of data circulating in the automated information system;
maintains an archive of used software and reference information on magnetic media;
issues recommendations to the management of the state tax inspectorate on the distribution of computer equipment received by the inspectorate between departments, taking into account the availability of software, trained specialists and analysis of the load of PCs in operation.

III. Rights

The database administrator has the right:

receive from the units of its inspection information and information materials necessary for the performance of the tasks assigned to it;
demand from the employees of the divisions of their inspection to comply with the "Rules for the operation of a PC", and in case of violations, draw up acts and transfer a copy to the department of informatization and the management of the inspection;
require from the information department:
timely notification of the readiness of software tools for pilot or industrial operation, supply of software tools with a set of instructional materials, briefing (training) of the database administrator when transferring software tools for implementation, adjustment of software tools developed by employees of the informatization department, according to the comments of the structural divisions of their inspection;
send suggestions and comments about the operation of the AIS "Tax" software to the informatization department for generalization and bringing to the attention of developers;
involve specialists of the structural divisions of the State Tax Inspectorate as consultants;
make proposals in the prescribed manner to the management of the state tax inspectorate on improving the organizational structure of the state tax inspectorate in the conditions of the functioning of the AIS "Nalog";
make proposals to the management of the inspectorate on the application of disciplinary measures to the employees of the inspectorate guilty of failing to implement and operate the tasks of the AIS "Nalog", in gross violations of the rules for operating a PC;
participate in the preparation of plans and schedules for the automation of the tax inspection.

IV. A responsibility

The database administrator is responsible for:

keeping programs and databases up to date;
implementation of organizational and technical measures that ensure the safety of information in case of failures and failures of the PC;
organization of information protection from unauthorized access;
exchange of information (including through telecommunications networks) in accordance with the established procedure;
implementation of measures to prevent PC infection with computer viruses;
compliance with safety regulations for the operation of a PC;
non-disclosure of information constituting state, official and commercial secrets.
