Modern civilization needs the creation and development disaster medicine.

First, there is a rapid development of productive forces (gross world product doubles every 2-10 years). This development also includes an increase in the capacity of existing plants, factories, transport routes, etc., and the construction of new ones; the creation of modern technologies and - as a result - the emergence of the latest artificial substances, often fatal; the capture of more and more new territories by technogenic civilization.

Secondly, the means of production themselves are becoming more and more complicated and intertwined with each other - in terms of both the technological processes themselves and management. As a matter of fact, a person, by his physical parameters, is sometimes not able to manage technological processes, and management is the collection of information, analysis, decision-making and its implementation. To this end, a person is forced to involve new technical means and technologies in the management process.

Thirdly, there is a rapid growth of the population: in the 33th century, it doubled every XNUMX years.

Fourth, there is currently a trend towards urbanization of the population.

The result of these trends was the rapid depletion of natural irreplaceable resources and the same rapid accumulation of waste incompatible with wildlife. But the main result and problem of modern civilization is the increase in the number and increase in the negative significance and severity of disasters - both man-made and natural.

Large systems theory says that the more complex the system, the more stable it is. This means that an increase in the complexity of technological processes leads to an increase in the likelihood of disasters and aggravation of the consequences. Two ways are possible and necessary here:

  • firstly, the implementation of special anti-catastrophic technological and technical policies;
  • secondly, the creation and development of state disaster medicine (MC), coordinated with technical progress.

It should be noted that disaster medicine is necessarily a single state, and even better, a global policy.

In addition, the probability of extremely dangerous consequences of natural disasters has sharply increased due to the fact that a natural disaster can “hook” on any of the technological processes, and we will already be dealing with a symbiosis of artificial and natural disasters.

And, finally, if we keep in mind the rapid accumulation of waste from technological processes, then a slow "crawling" into a new type of catastrophe is possible. Its distinguishing feature is a long-term (possibly permanent) change in environmental parameters that are incompatible with human life.
