Organization of the protection of the population in peacetime and wartime

In accordance with the Federal Law of February 12, 1998 No. 28-FZ "On Civil Defense", the organization of the protection of the population in peacetime is being carried out with the expectation of using it in wartime. Civil defense is a system of measures to prepare for the protection of the population, material and cultural values on the territory of Russia from the dangers arising from the conduct of hostilities or as a result of these actions.

The tasks of civil defense are, firstly, teaching the population how to protect themselves from the dangers that arise during the conduct of hostilities or as a result of these actions; secondly, warning the population about the dangers that arise in peacetime and wartime; thirdly, the evacuation of the population, material and cultural values to safe areas; fourthly, providing the population with means of collective and individual protection (shelters, gas masks, etc.); Fifthly, conducting emergency rescue operations.

State bodies in advance, in peacetime, prepare the economy and economic facilities (including educational institutions), taking into account the development of weapons and means of protecting the population necessary during hostilities.

The introduction of civil defense begins from the moment a state of war is declared or martial law is declared by the President of Russia on any territory of Russia.

The Government of Russia ensures the implementation of a unified state policy in the field of civil defense.

All executive authorities and organizations:

1) plan and organize civil defense activities;

2) carry out training of the population and their employees (including educational institutions);

3) carry out activities for sustainable functioning in peacetime and wartime.

The duty of every citizen of Russia:

1) take part in civil defense activities;

2) to be trained in methods of protection against dangers arising in peacetime and wartime, at the place of residence, work or study.

Civil defense in the country is managed by:

1) the federal executive body - the Ministry of Emergency Situations of Russia, specially authorized to solve problems in the field of civil defense, and its territorial bodies;

2) special structural subdivisions of federal executive bodies in the field of civil defense.

Researchers from the University of North Texas set up the following experiment: they asked several men and women, regularly, at least twice a week, "pumping muscles", perform 10 squats with heavy weight. Then they were given either water or vodka diluted with water (however, those who drank water believed that they were also given alcohol - a glass of water was specially smeared with alcohol for smell). All participants in the experiment took a muscle biopsy three times: once before strength exercises and twice after - after three hours and after five hours.

In both men and women, exercise activated signal chains associated with the mTOR protein, which controls cell growth. After exercise, mTOR molecules received a stimulating modification and accelerated overall protein synthesis, thereby pushing cells to divide. But if a person drank a portion of alcohol after a squat session, mTOR activated worse, and the signal for cell growth and division turned out to be weak.

The most curious thing was that alcohol attenuation of this molecular signal occurred only in men. Why it is in men and not in women is not yet completely clear, but, obviously, it's all about testosterone: in the male body, physical activity causes a surge of testosterone, which triggers muscle growth.

In women, testosterone is low, the signal for muscle growth is generally weaker, and therefore the effect of alcohol is almost absent. One way or another, alcohol, as it turned out, quite successfully suppresses the effect of strength exercises, so if a man wants to pump up quickly, he should be moderate with alcohol, otherwise he will have to spend more time and effort on it.
