In accordance with the Order of the Minister of Defense of the Russian Federation dated May 20, 2002 No. 205 "On approval of the Instructions on the conditions and procedure for admission to military educational institutions of higher professional education of the Ministry of Defense of the Russian Federation" as candidates for enrollment in military schools as cadets the following categories of citizens of the Russian Federation who graduated from educational institutions of secondary (complete) general or secondary vocational education can be considered:

  • those who did not perform military service between the ages of 16 and 22;
  • those who have completed military service and conscripted military personnel until they reach the age of 24;
  • servicemen undergoing military service under a contract (except officers), after the expiration of half of the term of military service specified in the first contract, until they reach the age of 24 years.

Candidates entering the Military Institute of Physical Culture must have sports titles or sports categories not lower than the second in one of the sports; and those entering the Military Conducting Faculty at the Moscow State Conservatory. P. I. Tchaikovsky, must have the skills to play one of the instruments of the brass band.

Citizens of the Russian Federation are admitted to military medical institutes to continue their education from among students who have completed four courses of state educational institutions of higher professional education in the specialties "General Medicine", "Pediatrics" and "Medical and Preventive Care", and in the specialties of pharmacists and dentists - three courses of pharmaceutical and dental universities, institutes (faculties), not older than 27 years old.

Citizens of the Russian Federation are accepted to the Military Veterinary Faculty at the Moscow State Academy of Veterinary Medicine and Biotechnology to continue their education from among students who have completed four courses of veterinary universities, institutes (faculties), aged no older than 27 years.

Citizens who have or have not completed military service and who have expressed a desire to enter military educational institutions, submit applications to the military commissariat at the place of residence before April 20 of the year of admission. In the application, they indicate the last name, first name and patronymic, year, day and month of birth, address of the place of residence, name of the military educational institution and the specialty in which they wish to study. The application is accompanied by a copy of the birth certificate, an autobiography, a reference from the place of work or study, a copy of the document on secondary education (students provide a certificate of current performance, and persons who have completed the first and subsequent courses of educational institutions of higher professional education provide an academic certificate), three photographs 4,5 x 6 cm without headgear. A passport, a military ID or a certificate of a citizen subject to conscription for military service, and an original document on secondary education are provided by the candidate to the selection committee of a military educational institution upon arrival.

The preliminary selection of candidates from among citizens who have or have not completed military service is carried out by the draft commissions of the military commissariats of the districts until May 15 of the year of admission to study and consists in determining their compliance with the above requirements and suitability for training in military educational institutions based on the results of a medical examination and professional psychological selection. The decision to send candidates from among these citizens to military educational institutions for professional selection is made by the draft commissions of the military commissariats, drawn up in a protocol and announced to the candidates within ten days.

Citizens who have or have not completed military service, family members of military personnel or persons from among the civilian personnel of the Armed Forces of the Russian Federation who are serving (working) in groups of troops (military units) stationed outside Russia, submit applications with the necessary documents attached directly to the name of the head of the relevant university before May 20 of the year of admission to study.

The selection committees of military educational institutions, having considered the received documents of candidates, make a decision on their admission to professional selection. The decision is drawn up in a protocol and communicated to candidates through the relevant military commissariats or headquarters of groups of troops before June 20 of the year of admission to study, indicating the time and place of entrance examinations or the reasons for refusal.

Professional selection of candidates for enrollment in military educational institutions

The professional selection of candidates for enrollment in universities by cadets is carried out by admissions committees (field admissions committees) of military educational institutions and includes determining the suitability of candidates for admission to a university for health reasons and entrance examinations.

Entrance examinations consist of three stages:

  • determination of the professional suitability of candidates for training on the basis of their socio-psychological study, psychological and psycho-physiological examination;
  • assessment of the level of general education of candidates;
  • assessing the level of physical fitness of candidates.

Candidates who have successfully passed professional selection are enrolled on a competitive basis to study at military educational institutions of vocational education.

Out of competition, the following candidates who successfully passed the professional selection are enrolled:

  • orphans and children left without parental care;
  • citizens under the age of 20 who have only one parent - a disabled person of group I, if the average per capita income of the family is below the subsistence level established in the corresponding subject of the Russian Federation;
  • citizens dismissed from military service and entering universities on the recommendations of commanders of military units;
  • combatants;
  • other citizens who, in accordance with the legislation of the Russian Federation, have been granted the right to non-competitive admission to institutions of higher professional education.

Preferential right when enrolling in universities by cadets The following candidates who showed equal results during the entrance examinations are used:

  • citizens discharged from military service;
  • children of servicemen undergoing military service under a contract and having a total duration of military service of 20 years or more;
  • children of citizens dismissed from military service upon reaching the age limit for military service, for health reasons or in connection with organizational and staff measures, the total duration of military service of which is 20 years or more;
  • children of military personnel who died in the performance of military service duties or died as a result of injury (wounds, injuries, contusions) or diseases received by them in the performance of military service duties;
  • graduates of general education boarding schools with initial flight training;
  • other citizens who, in accordance with the legislation of the Russian Federation, have been granted a pre-emptive right when entering universities.

The following candidates are exempted from testing knowledge in general education subjects:

  • servicemen who were conscripted for military service and at the same time performed tasks in the conditions of an armed conflict of a non-international nature in the Chechen Republic and in the territories of the North Caucasus immediately adjacent to it, classified as an armed conflict zone;
  • graduates of the Suvorov military schools, who were awarded a gold or silver medal "For Special Achievements in Teaching" upon admission to all universities;
  • other graduates of the Suvorov military schools - when they are sent to universities that are not included in the list of military educational institutions, upon admission to which they must pass exams in general subjects;
  • graduates of the Moscow Military Music School when applying to study at the Military Conducting Faculty at the Moscow State Conservatory;
  • graduates with a gold or silver medal "For Special Achievement in Teaching" state-accredited educational institutions of secondary (complete) general or primary vocational education, as well as those who graduated with honors from state-accredited educational institutions of secondary vocational education, with positive results of the interview;
  • other citizens who, in accordance with the legislation of the Russian Federation, are exempted from testing knowledge in general subjects when entering universities.

The admission committee of the university, having considered the competitive list, makes a decision on enrolling the established number of candidates for study. Materials for passing the entrance exams of candidates who did not pass the competition to the university (written examination papers and oral answer sheets) are drawn up accordingly and sent within two days at the request of the educational institution to which they passed through the competition.
