Phraseologism: Gentlemen of Tashkent.

Meaning: About supporters of "Asian" forms of government, about those who are hostile to the European political tradition, the spirit of civil society.

Origin: The name of the satire (1869-1872) by Mikhail Evgrafovich Saltykov-Shchedrin (1826-1889). "Tashkent" ironically called the tsarist bureaucrats and entrepreneurs who built the railway to Tashkent. Remoteness from the controlling center and the Asian simplicity of morals contributed to the most shameless embezzlement and all sorts of abuses among these "Tashkent". (For example, the expression of the same author: "In all countries, railways serve for movement, and in our country, moreover, for theft").
