Meaning: About the majority in any assembly, institution or society, which, formally using democratic procedures, actually makes decisions pleasing to the authorities.

Origin: From a speech by a politician of the era of Soviet "perestroika", rector of the Historical and Archival Institute (since March 1991 - Russian State University for the Humanities), one of the leaders of the Interregional Deputy Group Yuri Nikolayevich Afanasyev (b. 1934) at the First Congress of People's Deputies of the USSR (27 May 1989): "We formed the Stalinist-Brezhnev Supreme Soviet [...] And I appeal [...] to this, I would say, aggressively obedient majority, which flunked yesterday all those decisions of the congress that were from us waiting for the people."
