Phraseologism: What is it - stupidity or treason?

Meaning: An accusation of incompetence or willful error.

Origin: From the speech (November 1, 1916) of the Chairman of the State Duma Pavel Nikolaevich Milyukov (1859-1943), who said that the government was in the power of "dark forces", was not able to govern the country, and demanded the resignation of the Chairman of the Council of Ministers B. V Stürmer (part-time Minister of Foreign Affairs) and Minister of the Interior AD Protopopov. Reporting on this or that stupid order of the government, Milyukov rhetorically asked: "What is this - stupidity or treason?" Soon the theme of "stupidity or betrayal" began to sound in almost every Duma speech. In the end (November 9, 1916), Stürmer was dismissed, and A.F. Trepov, who worked until his new appointment as Minister of Railways, was appointed in his place. Milyukov's phrase owes its birth to the very government of B.V. Stürmer, more precisely, to his Minister of War D.S. Shugaev. At that time, accusations of Germanophilism, treason, and secret negotiations with the Germans were brought against many tsarist officials. First, several people from the entourage of the former Minister of War V. A. Sukhomlinov were arrested, and then he himself ended up behind bars in the Peter and Paul Fortress. Soon someone spread a rumor that the new Minister of War D. S. Shugaev was a German spy. Conversations about this reached the minister himself. As eyewitnesses told, the old general was extremely indignant, went around the ministry and said: "I may be a fool, but I am not a traitor!" This reaction of the Minister became known to all. Thus, speaking from the rostrum of the Duma, Miliukov only paraphrased the well-known "self-justification" of General Shugaev. The words fell on prepared soil, and the Duma leader's expression became very popular.
