Phraseologism: The province has gone to write!

Meaning: It is used jokingly and ironically about paperwork, bureaucratic red tape or, conversely, about the stormy, dynamic beginning of an important business.

Origin: From the poem (vol. 1, ch. 8) "Dead Souls" (1842) by N. V. Gogol (1809-1852). The words that Chichikov, who appeared at the ball, utters at the sight of a dance in which the entire provincial secular society participates: "Galopad (the name of the dance) flew to the very bottom ... - Vaughn! The province went to write! - Chichikov said, stepping back..." The expression has a clearly bureaucratic origin: earlier in the provincial city ("province") there was a board and other offices, which, by virtue of their position, were naturally in charge of all the clerical work of the province and which had to conduct extensive correspondence with the "center".
