This expression appeared in the Russian language of the Soviet period after the so-called "Stockholm Appeal" was published in Pravda on April 1, 1950. The appeal was adopted (March 19, 1950) by the third session of the Standing Committee of the World Peace Congress. It contained a call for a ban on atomic weapons, a call for mass support for such a ban: "We call on all people of good will throughout the world to sign this appeal." In order to win over the maximum number of supporters of peace and disarmament, regardless of their ideological convictions and political views, the authors of the appeal deliberately used a de-ideologized expression, well known in the West. In the Latin text of the Bible accepted in the West, in the Gospel of Luke (2:13-14) it says: "Et in terra pax hominibus bonae voluntatis" - "And on earth peace to people of good will." And before the publication of the appeal, this expression - "people of good will" - was often used in the socio-political vocabulary of Western European countries. A popular Church Slavonic analogue of the expression: "Glory to God in the highest, and on earth peace, goodwill towards men!" (Gospel of Luke, 2:14).
