Phraseologism: Unsleeping eye.

Meaning: 1. On state structures for political supervision of dissidents, the opposition, etc. (disapproved). 2. About the prosecutor's office, the state-judicial machine as a whole, in conditions where the selective application of laws is widely practiced (iron.).

Origin: The expression is often found in Russian church literature already in the XII-XIII centuries. and is usually applied to the saints - "having a watchful eye." The icon depicting the baby Christ, who rests on a couch with open eyes, is called the "Watchful Eye". In both cases, the word means one thing - not sleeping, but always awake, always seeing everything, no matter what happens on earth. M. E. Saltykov-Shchedrin gave this phrase a satirical orientation, having beaten its consonance with the eye of the sovereign. After the publication of the story "The Sleepless Eye" (1885), which allegorically criticizes the selective application of laws in Russia (according to the social status of the criminal), these words began to be used only in Shchedrin's sense. In the story, the writer tells that in "a certain state" there was a custom: when a boy was born, whose one eye was "drowsy" and the other - "non-drowsy", he was given the name Prosecutor. And so there lived such a Prosecutor and "with a dormant eye he saw absolutely nothing, but with a non-drowsy eye he saw trifles." Therefore, all bribe-takers, murderers, thieves began to live from the dormant side, and "The prosecutor decided that they all disappeared, and did not believe when they complained about crimes to him." Therefore, the criminals lived in this "certain state" freely, and the complainants and other fighters for the rule of law were arrested.
