Phraseologism: Moscow does not believe in tears.
Meaning: There is no faith in anyone's complaints and crying.
Origin: The expression arose during the rise of the Moscow principality, when a large tribute was levied from other cities and principalities. Cities sent petitioners to Moscow with complaints of injustice. Such petitioners were often punished extremely severely in order to intimidate the dissatisfied. Often cruel punishments were also carried out by the Muscovite tsar himself, who saw in the complaints of the petitioners an act of popular dissatisfaction with the policy of centralization. This gave rise to a whole series of proverbs about the cruelty, bribery and injustice of the Moscow rulers, their officials and about the poverty and lack of rights of the common people. The proverb "Moscow does not believe in tears" turned out to be the most popular of them.
