Phraseologism: The king reigns but does not govern.

Meaning: About an inactive, weak-willed leader.

Origin: From Latin: Rex regnat sed non gubernat. That is how, in Latin, the great hetman Jan Zamoyski (1541-1605) first used this expression in the Polish Sejm. But it became popular after it was repeated by the French historian and statesman Adolphe Thiers (1797-1877), who led the government forces that suppressed the Paris Commune. This expression - Le roi regne et ne gouverne pas - he used in an article that was published on February 19, 1830 in the newspaper "Le National". This is how Thiers saw the role of the king in contemporary France.
