Phraseologism: Piece of paper.

Meaning: About a document that someone considers legally null and void (jokingly ironic).

Origin: From German: Ein Fetzen Papier (Papierfetzen). The words of the German Reich Chancellor (1909-1917) Theobald Bethmap-Hollweg (1856-1921), who (August 4, 1914) in a conversation with the British Ambassador Eduard Goshen called the international treaty that guaranteed the neutrality of Belgium. The reason for the conversation was the events of the beginning of the First World War: on August 3, 1914, German troops invaded Belgium - in violation of their own obligations. The next day, Great Britain presented Germany with an ultimatum: if the German side did not withdraw troops from neutral Belgium, Great Britain would start a war against Germany. In the evening of the same day, the British Ambassador E. Goshen came to the German Chancellor Bethmann-Hollweg for an answer to the ultimatum and heard a firm "no". He recalled the treaty that Germany had signed and which she promised to abide by. Then the words that went down in history sounded. The Chancellor snapped in annoyance: "So, because of a piece of paper, you intend to go to war with your kindred nation?" To which the ambassador remarked: "Yes, but this scrap is signed by England ..." The war became inevitable. On the night of August 4-5, Great Britain declared war on Germany. On the 8th of the same month, Edward Goshen sent to London a report on his conversation with the Chancellor, mentioning in particular the "scrap of paper." Later, this expression was included in the "blue book", which was released by the British government to present its position in this war to the world and the public. The words were picked up by the press of the Entente countries and became widely known as a symbol of a cynical attitude towards international treaties and international law in general.
