Firstly, I’ll say that it was made a long time ago (but it still works), because I can miss some details, don’t charge.
It runs on battery power, has a tachometer with 2 limits: 6000 and 1500 rpm, they must be adjusted with the appropriate trimmers (for example, by applying pulses from the generator to the input).
Some parts of the circuit are taken from the Radio (for input circuits - just an idea), you can also find tuning data there. In particular, a 400 V voltage converter is drawn below from the electronic ignition circuit, unfortunately there is no trance data at hand now, I just had such a self-made ignition and I plugged it in ready.

The sensor is made like this: a sawn ferrite ring with a diameter of about 30-40mm with a winding on one half of 70vit d0.1 on a home-made "clothespin" that is hung on a candle wire.
The strobe can be turned off.
The lamp itself with details (in a box) is in a remote box, which we shine on, the brightness will depend on the conder (4uF 400V). The ignition transformer is made on a ferrite rod 8mm length approx. 50mm (from the antenna), windings ... well, I looked at the primary - 30 vit d ~ 0.3, the secondary (for ignition) 1000-500 vit. I remember that I counted according to the IFC120 parameters, the ignition voltage is given there and you just need to make the ratio V ignition / 400 volts, it is better to do it with a margin. First I wound high-voltage, then electrical tape, on top of the primary. In general, rough and simple ;-) Foil is glued to the floor of the lamp for greater brightness.
The disadvantage is this: at high speeds (somewhere from 3000), the converter does not have time to charge the conder and the flashes are skipped, but such speeds are usually not needed for tuning. You can try to increase the power of the converter (AFAIR by reducing the 33 ohm resistor, it's better to look in acc., "Radio").
The advantage is that the flashes are bright and can be adjusted in fairly strong light, you can see it well. I freely tuned it on a sunny day in the shade, and in the garage you can generally put it in the corner of the hood, and it shines like a small lamp.
If someone remakes a different way to charge a capacitor for a flash, then it is necessary that the charging circuit allows a short circuit in the load, since the charge of the capacitor is periodically discharged into the lamp. Yes, and do not overdo it with power (you can even estimate just by heating the lamp), otherwise it will die quickly.
