3.3.1. This chapter applies to stationary and mobile sources of electrical energy (petrol, diesel, gas) with an installed capacity of up to 30000 kW with units with a unit capacity of up to 10000 kW (hereinafter, technological power plants of Consumers - TEP) used as main, peak, backup and emergency power sources of consumers' electrical receivers.

3.3.2. The design, design and insulation class of electrical machines, apparatus, instruments and other equipment at TEP, as well as wires and cables, must comply with the parameters of the network and power receiver, environmental conditions and external influencing factors, or protection against these influences must be provided. The equipment, devices and other devices used at the TEP must comply with the requirements of state standards or technical specifications approved in the prescribed manner.

3.3.3. TECs are allowed for operation, on which equipment, protection and automation devices, instrumentation and alarms, wires and cables, protective equipment are fully mounted, checked and tested to the required extent.

3.3.4. Upon acceptance into operation of the TEP, the operating mode of the neutral of the power plant and the protective measures of electrical safety must correspond to the operating mode of the neutral and protective measures taken in the network (electric receivers) of Consumers.

3.3.5. Connection of an emergency or backup TEP to the networks (electric receivers) of the Consumer manually is allowed only if there are interlocks between the switching devices, which exclude the possibility of simultaneously supplying voltage to the Consumer's network and to the network of the power supply organization.

3.3.6. Automatic switching on of an emergency or backup TEP in the event of a power outage from the power system should be carried out using automation devices that ensure the preliminary disconnection of the switching devices of the Consumer's electrical installations from the network of the power supply organization and the subsequent supply of voltage to electrical receivers from the power plant.

3.3.7. Prior to the commissioning of the TEP, the operation of which is possible in parallel with the network of the power supply organization, an instruction should be developed and agreed with the power supply organization that determines the operating mode of the TEP.

3.3.8. In the case of installation on the border of the balance belonging of the TEP of an automated system for the commercial accounting of electricity (hereinafter referred to as ASKUE), the switching on and off of the TEP in the main and peak mode is carried out with the notification of the operating personnel of the power supply organization (electricity networks).

3.3.9. To service the TEP, trained personnel with the appropriate qualification group for electrical safety should be allocated. The maintenance personnel in their actions must be guided by the requirements of the instructions for the maintenance and operation of the TEC in accordance with the regulatory documents.

3.3.10. For each type of maintenance and repair of TEC, the terms must be determined taking into account the documentation of the manufacturer. Inspection of the station, which is in reserve, should be carried out at least once every 1 months.

3.3.11. TEP readiness for start-up, the duration of its operation at idle or under load, as well as the results of inspections and checks of the station operation should be recorded in the operational documentation.

3.3.12. Information about the availability of standby stationary or mobile TEPs, their installed capacity and the value of the rated voltage are indicated in the power supply contract and reflected in the electrical diagrams.

3.3.13. Preventive testing and measurement of parameters of electrical equipment (except generators), grounding devices, devices, wires, cables, etc. must be carried out in accordance with the standards for testing electrical equipment (Appendix 3).

Processor Qualcomm Snapdragon 810 16.09.2014

Qualcomm at the Uplinq conference in San Francisco (California, USA) showed in action a sample of the powerful Snapdragon 810 processor designed for mobile devices.

The Snapdragon 810 chip was officially introduced in early April, but there are no commercial devices based on it yet. Recall the characteristics of the product: four powerful 64-bit ARM Cortex-A57 cores and four energy-efficient Cortex-A53 cores, an Adreno 430 graphics accelerator with support for 4K resolutions and a Qualcomm Cat 6 LTE Advanced modem that provides data transfer speeds up to 300 Mbps.

The demonstration of the Snapdragon 810 showed the chip's ability to process high-quality graphics in real time. As an example, a three-dimensional model of a sports car was chosen, on which various materials and colors were superimposed in a computer-aided design program. The chip coped with the processing of reflections and textures when the model was rotated without any problems. By the way, rendering was carried out on a tablet running the Android operating system.

It is noted that Qualcomm has already received samples of the Snapdragon 810. Commercial devices on this platform can be expected in the first half of 2015.
