This meter uses a linear dependence of the energy stored in the capacitor on the value of its capacitance. The key on the transistor VT1 charges the measured capacitor to a stable voltage of 2 Volts, and through the key VT2, the energy stored in it is measured when discharged through shunts R33-R55. The measurement process takes place 50 times per second.

The measurement of the leakage current is carried out at the operating voltage on the capacitor, which is set using a 25 watt potentiometer. Capacitance scale 1, 2, 5, 10, 20, 50, 100, 200, 500, 1000, 2000, 5000 uF.

Voltage scale 10, 25, 100, 250, 1000 Volts. Current scale 0,1, 1, 10, 100 mA. Current measurement is made by the same device after setting the operating voltage. To indicate overcurrent, when setting the operating voltage, the VD18 LED lights up when the current scale is exceeded by 20%. In this device, the measuring head is protected from overload, but this indicator saves both the current measurement shunts and the transformer. When measuring leakage, the supply voltage of the current measurement circuit also changes, therefore it is stabilized using VD1, VD2, which made it possible to use only one transformer Tr1 in the meter.
