The instructions apply to all departments of the enterprise. 1.2. According to these instructions, the driver of the cement truck (hereinafter referred to as the driver) is instructed before starting work (initial briefing), and then every three months (re-instruction). The results of the briefing are recorded in the "Journal of registration of briefings on labor protection issues". In the magazine, after passing the briefing, there must be the signatures of the instructor and the driver. 1.3. The owner must insure the driver against accidents and occupational diseases. In case of damage to the health of the driver through the fault of the owner, he (the driver) has the right to compensation for the harm caused to him. 1.4. In addition to this manual, the cement truck driver must be instructed according to the instructions for the truck driver. 1.5. For non-compliance with this instruction, the driver bears disciplinary, financial, administrative and criminal liability. 1.6. Drivers who have studied their design, the rules for their safe operation and the rules for the operation of pressure vessels are allowed to service cement trucks. 1.7. The driver of a cement truck is additionally affected by a harmful factor - the effect of cement dust. 1.8. When systematically transporting dusty materials, overalls are issued: a cotton suit, combined mittens, a signal vest. When working on a car that runs on leaded gasoline for the duration of work on the line, the following is issued: a rubber apron with a bib, rubber gloves, vinyl chloride sleeves. 1.9. Without a tractor, a semi-trailer tanker with pneumatic loading and unloading can be used for temporary storage of cement at a construction site. 2. Safety requirements before starting work 2.1. Before coupling with a semi-trailer tank, you must: 2.1.1. Make sure that the seat-coupling device is in good condition, that the kingpin is present and that the fasteners are in good condition. 2.1.2. Check that the tanker is secured with the parking brake. 2.1.3. Make sure that the front of the tank is level so that the front edge of the base plate is on the skid or saddle when hitched. 2.1.4. Check the hose and wires, then hang them on the hook at the front of the tank. 2.2. After making sure that the tank-semi-trailer is in good condition and properly prepared, it is necessary to couple the tractor with the tank-semi-trailer: 2.2.1. Take out the side-swing limiters of the saddle and fix them with bolts. 2.2.2. Move the lever of the seat-hitch to the extreme forward position, which is fixed by the latch of the fist (if, after disengaging, the grips remain open and are held in this position by the fist, then it is not necessary to move the lever). 2.2.3. Reverse the tractor at low speed so that the tank pin enters between the bevelled ends of the saddle and clutch occurs. Make sure that the lever is in the correct position, the knuckle shaft does not protrude beyond the front end of the seat, and the self-release safety device is lowered. 2.2.4. Raise the supporting device of the tank-semi-trailer to the highest position. 2.2.5. Insert the electrical plug of the tank-semi-trailer into the sockets of the tractor. 2.2.6. Release the parking brake of the tank semi-trailer. 2.2.7. Connect the flexible hose from the compressor installed on the tractor with the semi-trailer tank. 2.3. It is not allowed to release an auto-cement truck onto the line without identifying signs of a road train. 2.4. The driver must inspect the cement truck, make sure that all mechanisms and accessories are in good condition, refuel the car, check the presence of oil in the compressor crankcase and the tightness of the hatch and valve connections, tighten all bolted connections and seals. 2.5. The technical condition of the tires must guarantee the safe movement of the road train. 2.6. Tires cannot be installed
3. Safety requirements during work 3.1. Requirements for loading a cement truck. 3.1.1. Place it in such a way that the tank hatch is under the loading device. 3.1.2. From the platform, open the manhole cover, after making sure that there is no pressure in the tank. 3.1.3. After filling the cement truck tank, tightly close the hatch cover of the cement truck tank. 3.1.4. After transferring the cement truck to the transport position, drive forward at low speed. 3.1.5. The loading process ends with the transfer of the road train to the transport position, for which it is necessary to disconnect the hose from the second stage filter, as well as the loading hose with a nozzle and install them in the transport position. 3.1.6. It is necessary to open and close the hatch of the cement truck tank only from the service platform located on one side of the cement truck tank. 3.1.7. The pressure in the tank of a cement truck with pneumatic loading and unloading of cement should not exceed 3 atm. 3.1.8. The operation of a cement truck is allowed at a temperature of the tank walls not lower than -30°C. 3.2. Safety requirements during transportation. 3.2.1. Before leaving the line, the driver must: 3.2.1.1. Make sure the truck is in good condition. 3.2.1.2. Check the condition of the springs. 3.2.1.3. Check the tightness of the connections between the exhaust pipe and the engine exhaust manifold. 3.2.1.4. Make sure that there are no leaks in the fuel line and oil from the crankcase. 3.2.1.5. Inspect the stuffing box seal of the power take-off. 3.2.1.6. Check the degree of resistance of the steering column to rotation. 3.2.1.7. Check brake reliability. 3.2.1.8. Check the condition of the tires and their pressure. 3.2.1.9. Make sure that the tank-semi-trailer and the devices on it are in good condition, as well as check the mounting of the compressor, the presence of oil in it, the tightness of the air duct connection, the stuffing box seals of the hatch and valves. 3.2.1.10. Check that the waybill is filled out correctly. 3.2.2. While driving, you must: 3.2.2.1. Pay close attention to road signs. 3.2.2.2. Do not exceed the set speed. 3.2.2.3. Do not allow passage on the steps, as well as passage in the cab of persons not related to the operation of the cement truck. When driving on slippery roads and when descending from mountains, do not turn off the gear. 3.2.3. The movement of a cement truck on the territory of the construction site and operating enterprises, as well as in places where people pass, is allowed at a speed of no more than 10 km / h. 3.2.4. To stop the cement truck, you must not brake sharply. It should be remembered that the cement truck has large dimensions and weight, therefore, the higher the speed, the longer the braking path, and skidding of the tank-semi-trailer may occur. If you need to brake hard on a slippery road, do not disengage the clutch. 3.2.5. At nightfall, the driver must: 3.2.5.1. When stopping the car on the road in unlit areas and roads, turn on the sidelights or dipped beam, and the rear red light. The cement truck must be parked on the side of the road. 3.2.5.2. When driving in conditions of limited visibility (less than 20 m, fog, rain, snowfall, dust, etc.), reduce speed, turn on the headlights and periodically give sound signals. 3.2.6. It is forbidden: 3.2.6.1. Drive a cement truck in a state of alcoholic or drug intoxication, in a painful condition, as well as in a degree of fatigue that may affect traffic safety. 3.2.6.2. Transfer control of the cement truck to other persons. 3.3. Requirements for unloading cement. 3.3.1. To prevent the formation of plugs in the process of self-unloading, the design of the nozzle provides for an additional suction of atmospheric air. It is necessary to monitor the emptying of the tank according to the manometer-vacuum gauge installed on the tank truck. 3.3.2. It is forbidden to work with a faulty pressure gauge-vacuum gauge, as well as to disconnect air hoses under pressure. A safety valve must be installed on the air intakes. 3.3.3. Before starting the compressor, the driver must make sure that all its parts and safety devices are in good condition. 3.3.4. The operation of the compressor is prohibited in cases of unacceptable runout of the flywheel, heating of the bearings above the permissible norm, lack of oil in the compressor crankcase, strong knocking, breakage of any part, malfunction of the compressor drive, absence of lubricants installed for this compressor. 3.3.5. Do not remove the guards from the compressor during operation, climb under the guards or leave them loose after inspection or repair. 3.3.6. To ensure the process of unloading cement from the cement truck, the compressor is switched to the injection mode. Air is supplied under the fabric of the air bottom and to the tip of the unloading device. The air duct system must be provided with safety and check valves. 3.3.7. It is not allowed to form a preliminary pressure in the tank of a cement truck during the unloading of cement. 3.3.8. When unloading cement from a cement truck, you must: 3.3.8.1. Open the cover on the pipe. 3.3.8.2. Use a compressed air hose to connect the compressor to the air duct of the semi-trailer tank. 3.3.8.3. Connect the discharge hose and direct it to the cement receiving warehouse. 3.3.8.4. Open the shut-off valve of the unloader. 3.3.8.5. Turn on the compressor and create pressure in the semi-trailer tank equal to the working one. 3.3.9. When unloading a cement truck tank, it is necessary to monitor the reading of the pressure gauge-vacuum gauge and, if the pressure rises above the permissible limit, stop the compressor and eliminate the malfunction. 3.3.10. The end of the unloading of the cement truck is characterized by a pressure drop in the tank of the cement truck to zero. 3.3.11. When cleaning or repairing inside a tank or tank, workers should be provided with overalls, respirators, a rescue belt with a rope, one of which is fixed along the worker's belt, and the second is brought out through the hatch (hole) to the outside. An assistant at the top should supervise the work and hold the rope, insuring the worker in the tank. A work permit is issued for the performance of these works. 3.3.12. Maintenance and repair of the tank truck with the engine running is prohibited. 4. Safety requirements after finishing work 4.1. Clean the cement truck from dirt, check the condition of the components, eliminate the identified malfunctions, put the cement truck in the place intended for parking and brake with the parking brake. 4.2. When uncoupling the tractor and tank-semi-trailer, the driver must: 4.2.1. Lower the supporting device of the tank-semi-trailer to the stop to the surface of the road (site) and move the tractor in reverse until the supporting devices are transferred to the forward position. At the same time, it is necessary to make sure that the latch pin has fixed the position of the supporting devices. 4.2.2. Brake the semi-trailer tanker with a parking brake. 4.2.3. Close the disconnecting valves on the tractor and tank-semi-trailer, place their levers across the valve body, disconnect the connecting heads and close the protective covers. 4.2.4. Pull out the electric wiring plugs of the semi-trailer tank from the sockets of the tractor; Disconnect the flexible hose from the compressor. 4.2.5. Make sure that the wires suspended from the hook at the front of the tank do not interfere with the release. 4.2.6. Move the self-release safety device to the side and move the lever of the coupling device to the extreme forward position. 4.2.7. With the first gear engaged, smoothly move the tractor forward until it is completely disengaged from the semi-trailer tank. 4.3. Take off overalls, personal protective equipment and put them in the place provided for them. 4.4. Wash hands, face with warm water and soap; shower if possible. 4.5. Report to the head of work on all the shortcomings that occurred during work. 5. Safety requirements in emergency situations 5.1. An emergency situation, in addition to those set out in the instructions for truck drivers, may additionally arise in the event of: failure of the compressor, coupling device; rupture of air ducts; failure of safety and check valves; depressurization of the tank; getting cement in the face and so on. 5.2. If this situation occurs, you must stop working. 5.3. Report what happened to the supervisor. 5.4. If an accident occurs, provide first aid to the victim; if necessary, call an ambulance. 5.5. Providing first aid. 5.5.1. First aid for electric shock. In case of electric shock, it is necessary to immediately release the victim from the action of electric current by disconnecting the electrical installation from the power source, and if it is impossible to disconnect it, pull it away from the conductive parts by clothing or using insulating material at hand. If the victim has no breathing and pulse, it is necessary to give him artificial respiration and indirect (external) heart massage, paying attention to the pupils. Dilated pupils indicate a sharp deterioration in the blood circulation of the brain. In this state of recovery, it is necessary to start immediately, and then call an ambulance. 5.5.2. First aid for injury. To provide first aid in case of injury, it is necessary to open an individual package, apply a sterile dressing material, which is placed in it, to the wound and tie it with a bandage. If somehow the individual package was not found, then a clean handkerchief, a clean linen rag, etc. must be used for dressing. On a rag that is applied directly to the wound, it is advisable to drip a few drops of tincture of iodine to get a stain larger than the wound, and then apply the rag to the wound. It is especially important to apply the tincture of iodine in this way to contaminated wounds. 5.5.3. First aid for fractures, dislocations, shocks. In case of fractures and dislocations of the limbs, it is necessary to strengthen the damaged limb with a splint, plywood plate, stick, cardboard or other similar object. The injured arm can also be hung with a bandage or handkerchief from the neck and bandaged to the torso. In case of a skull fracture (unconsciousness after a blow to the head, bleeding from the ears or mouth), it is necessary to apply a cold object to the head (a heating pad with ice, snow or cold water) or make a cold lotion. If a fracture of the spine is suspected, it is necessary to put the victim on the board, without lifting him, turn the victim on his stomach, face down, while observing that the body does not bend, in order to avoid damage to the spinal cord. In case of a fracture of the ribs, a sign of which is pain during breathing, coughing, sneezing, movements, it is necessary to tightly bandage the chest or pull it off with a towel during exhalation. 5.5.4. First aid for burns with acids and alkali. If acid or alkali gets on the skin, the damaged areas must be thoroughly rinsed with a stream of water for 15-20 minutes, after which the acid-damaged surface should be washed with a 5% solution of baking soda, and the burnt with alkali - with a 3% solution of boric acid or an acetic solution. acids. If acid or alkali gets on the mucous membrane of the eyes, it is necessary to thoroughly rinse the eyes with a stream of water for 15-20 minutes, then rinse with a 2% solution of baking soda, and if the eyes are damaged by alkali, with a 2% solution of boric acid. In case of burns of the oral cavity with alkali, it is necessary to rinse with a 3% solution of acetic acid or a 3% solution of boric acid, for acid burns - with a 5% solution of baking soda. If acid enters the respiratory tract, it is necessary to breathe a 10% solution of baking soda sprayed with a spray gun, if alkali enters, a sprayed 3% solution of acetic acid. 5.5.5. First aid for bleeding. 5.5.5.1. Raise the wounded ending up. 5.5.5.2. Close the wound with a dressing (from a bag) folded into a ball, press it from above, without touching the wound itself, hold for 4-5 minutes. If the bleeding stops without removing the applied material, put another pad from another bag or a piece of cotton on top of it and bandage the wounded area (with some pressure). 5.5.5.3. In case of severe bleeding that cannot be stopped with a bandage, squeezing of the blood vessels that feed the wounded area is applied by bending the ends in the joints, as well as with fingers, tourniquet or twist. In case of heavy bleeding, you should immediately call a doctor. 5.6. In the event of a fire, call the fire brigade and start extinguishing the fire with primary fire extinguishing equipment. 5.7.
