General safety requirements

1.1. Workers not younger than 18 years of age, with at least one year of experience in steeplejack work and a tariff category of at least 3rd, before being admitted to independent work, must pass:

mandatory preliminary (when applying for a job) and periodic (during employment) medical examinations (examinations) for recognition as fit for work in the manner established by the Ministry of Health of Russia;

training in safe methods and techniques for performing work, briefing on labor protection, and testing knowledge of labor protection requirements.

1.2. Workers admitted to climbing for the first time must work for one year under the direct supervision of experienced workers appointed by order of the head of the organization.

1.3. The climbers must comply with the requirements of this manual, as well as the requirements of the manufacturers' instructions for the operation of the protective equipment, tools and equipment used to ensure protection from the effects of hazardous and harmful production factors associated with the nature of the work:

  • location of workplaces near a height difference of 1,3 m or more;
  • collapse of loose structural elements of buildings and structures;
  • falling of upstream materials and tools;
  • sharp edges, corners, protruding pins.

1.4. To protect against general industrial pollution and mechanical impacts, steeplejacks are required to use overalls provided by employers free of charge, special footwear, issued according to standards depending on the profession or type of work performed.

To protect against falls from a height, climbers should use a construction safety belt equipped with a dynamic shock absorber, complete with safety ropes or safety climbing devices.

Steeplers must wear protective helmets while on site.

1.5. Being on the territory of the construction (production) site, in industrial and amenity premises, work areas and workplaces, steeplejacks are obliged to comply with the internal labor regulations adopted in this organization.

Admission of unauthorized persons, as well as employees in a state of intoxication to these places is prohibited.

1.6. In the course of their daily activities, climbers should:

  • apply protective equipment, tools and equipment for their intended purpose, in accordance with the instructions of manufacturers;
  • maintain order in the workplace, do not violate the rules for performing work at height;
  • be careful during work and avoid violations of labor safety requirements.

1.7. The climbers are obliged to immediately notify their immediate or higher supervisor of any situation that threatens the life and health of people, about each accident that occurred at work, or about the deterioration of their health, including the appearance of an acute occupational disease (poisoning).

Safety requirements before starting work

1.8. Before starting work, climbers must:

a) put on overalls, special footwear and a helmet of the established sample;

b) present to the work manager a certificate of verification of knowledge of safe work methods and receive a task, taking into account labor safety, based on the specifics of the work performed.

1.9. After receiving the task from the foreman or work manager, the climbers must:

a) prepare a safety belt and a safety device and check them for compliance with safety requirements;

b) check the workplace and approaches to it for compliance with safety requirements;

c) select technological equipment, tools necessary for the performance of work, and check their compliance with safety requirements;

d) check the integrity of the structures and their fastening.

1.10. Top climbers should not start work in case of the following violations of safety requirements:

a) malfunctions of the safety belt, safety device or ladders, ladders or bridges in which, according to the instructions of the manufacturers, their operation is prohibited;

b) damage to the integrity or loss of stability of building structures at the work site;

c) malfunctions of technological equipment and tools specified in the instructions of manufacturers in which their use is not allowed;

d) the untimeliness of the next test or the expiration of the service life of protective equipment installed by manufacturers;

e) insufficient illumination of workplaces and approaches to them;

f) finding the workplace or approaches to it within the danger zone from the cargo moved by the crane or higher-lying workplaces of other steeplejacks;

g) presence of people in the places on which the work will be carried out.

Detected violations of labor safety requirements must be eliminated on their own, and if it is impossible to do this, climbers must immediately report them to the foreman or work manager.

Safety requirements during work

1.11. For access to workplaces, as well as transition in the process of work from one workplace to another, climbers must use equipped access systems (stairs, ladders, bridges).

1.12. In the process of work, climbers must be on established and fixed structures or scaffolding.

It is forbidden to stay on loose or unstable structures or scaffolding.

1.13. If it is necessary to cross trusses, beams, crossbars and other similar structures located at a height of more than 2 m, climbers must use safety belts attached to safety ropes. The places and method of fixing the rope are determined by the work manager.

1.14. When performing work that has a limited area of ​​work, the safety belt should be fixed to the elements of building structures in one of the following ways:

  • a sling in the girth of the structure with a carabiner fastened to the sling;
  • with a sling around the structure with a carabiner fastened to the side ring on the safety belt;
  • carabiner for the mounting loop or safety rope.

In all cases, the safety belt should be fastened in such a way that the height of the possible fall of the worker is minimal.

1.15. When performing work requiring movement during work, the safety belt should be used in conjunction with a safety device. The order of application and fastening of the safety device must be specified in the PPR.

1.16. Before starting work, it is necessary to make sure that there are no people below, in the zone of possible falling objects.

It is not allowed to combine work vertically in the absence of equipment of the lower places with protective flooring, nets, peaks.

1.17. In the process of work, materials and structures should be lifted to the place of work with a rope or crane.

Storage of materials and structures should be carried out in specially designated areas in accordance with the PPR with the use of measures against their fall, including from the effects of wind.

1.18. The tools and materials necessary for work should be carried in special bags weighing up to 10 kg.

During work breaks, materials and tools should be stowed away in the bag.

1.19. Work in the area of ​​action of a crane or a power line should be carried out according to a work permit that determines safe methods of performing work and drawn up in the prescribed manner.

1.20. Lean ladders without working platforms should only be used for climbing to the work site. In some cases, it is allowed to perform work from them that does not require emphasis. The mass of tools or materials used when performing work in a standing position on a ladder should not exceed 5 kg.

Safety requirements in emergency situations

1.21. When weather conditions change (snowfall, fog or rain) that impair visibility within the work front, as well as wind speeds up to 15 m/s or more, steeplejacks must stop climbing and move to a safe place.

1.22. In the event of a malfunction of the tool, equipment, as well as damage to the integrity or loss of stability of structures, the climbers are obliged to suspend work and inform the work manager about this.

1.23. If the climber falls and is in a hard-to-reach place, the workers working nearby must inform the work manager about this and call the rescue service.

Safety requirements at the end of work

1.24. After the completion of climbing work, employees are required to:

  • clean the workplace from waste building materials and debris generated during the performance of work;
  • collect hand tools, fixtures and unused materials used in the process of work, and place them in the place provided for storage;
  • inform the supervisor of all problems that occurred during work.

Sony Handycam FDR-AX4E 1K camcorder 07.09.2013

Sony showcased its first custom 4K camcorder, the Handycam FDR-AX1E.

The camcorder records 4K and HD movies in XAVC S format using MPEG-4 AVC/H.264 Long GOP for video recording and Linear PCM for audio. The files are saved in the MP4 application. The XAVC-S format is designed for longer recording times, storing nearly two hours of 4K video on an XQD (64GB) memory card. Switching to Full HD shooting mode allows you to save almost 3 hours of 1920 x 1080 / 50p video footage on a single card. The company plans to update the AVCHD format by mid-2014 to make the card compatible with even more current consumer devices.

The FDR-AX1E camcorder is equipped with a 4K image sensor, which allows you to get high quality pictures. The 1/2.3 type Exmor R CMOS sensor truly shoots in 4K resolution (3840 x 2160), four times sharper than Full HD, at 50 fps. A powerful video processor, similar to those used in professional 4K camcorders, quickly processes the signals from the CMOS sensor and displays real-time images at 50 frames per second.

In addition, high image quality is ensured by the Sony G Lens lens with aspherical lenses made of special low dispersion glass. In addition, the lens has a wide range of zoom options, from wide-angle to 20x optical zoom (31,5-630mm, 35mm equivalent). At the same time, Optical SteadyShot keeps the video image clearer and more stable even in telephoto mode.

The FDR-AX1E camcorder has several features that can enrich the user's creative experience, such as three ND filters that adjust the amount of light that enters the image sensor through the lens. Four filter modes are available: Off. (Clear), 1/4 filter, 1/16 filter and 1/64 filter, they allow the user to adjust the lighting conditions while maintaining the desired shooting angle and aperture even on the brightest sunny day. Five color modes (white balance, gamma, detail, skin detail (soft focus) and matrix) that can be combined and adjusted to create a dramatic cinematic effect.

The camcorder is equipped with a built-in stereo microphone and two external XLR connectors for connecting additional microphones.

For ease of use, the FDR-AX1E is equipped with two start/off buttons and a zoom lever on the handle, making it easy to use the zoom when shooting at low angles. In addition, there are separate controls for auto and manual focus, seven buttons can be reprogrammed for any of the functions at the discretion of the user.

The two slots on the FDR-AX1E accept XQD memory cards for high-speed playback and noise-free 4K video recording. As with Sony's professional camcorders, the camcorder seamlessly switches from card XNUMX to card XNUMX during shooting. It is also possible to "hot-swap" the card: removing a full card from the slot and replacing it with an empty one right during the shooting.
