1. General requirements for labor protection

1.1. Persons at least 18 years of age who have undergone a medical examination, training followed by internship in performing gas hazardous work, induction and initial training in the workplace, who are able to use personal protective equipment and provide pre-medical care to victims of an accident are allowed to carry out work on the operation and repair of underground gas pipelines. case in production.

1.2. The employee must comply with internal labor regulations. When moving around the territory and production premises of the organization, when performing work in street traffic conditions and using portable ladders and stepladders, it is necessary to comply with the labor protection requirements set out in this manual and in the instructions:

  • manufacturing plants for the operation of scaffolding, lifting mechanisms and other equipment;
  • on fire safety;
  • to provide first aid in the event of an accident.

1.3. In accordance with the Model Industry Standards for the free issue of special clothing, special footwear and other personal protective equipment, a locksmith is issued with:

  • cotton suit - 1 pc. for 12 months;
  • rubber boots - 1 pair for 12 months;
  • combined mittens - 1 pair for 2 months;
  • gas mask - to wear;
  • safety belt - on duty.

For outdoor work in winter additionally:

  • jacket with insulating lining - according to climatic zones;
  • trousers with insulating lining - according to climatic zones;
  • felt boots - according to climatic zones;
  • galoshes for felt boots - 1 pair for 24 months.

1.4. Maintenance of gas pipeline routes and gas equipment located in wells, collectors and basements of buildings and structures must be carried out on schedule by a team of at least two mechanics.

1.5. It is not allowed for one mechanic to inspect and service gas equipment located in wells, collectors and basements of buildings and structures.

1.6. The employee needs to know the route of the gas pipeline being serviced, the structures located on it, the location of the wells of underground structures of other organizations at a distance of 15 m from the route of the gas pipeline being serviced, as well as the design and rules for using the control and measuring instruments used.

1.7. When checking wells, collectors, and basements for gas contamination, the use of open flame is prohibited.

1.8. The mechanic should immediately report all violations, detected malfunctions, as well as accidents that occurred at work to his immediate supervisor.

1.9. An employee guilty of violating labor protection instructions is liable in accordance with the procedure established by current legislation.

2. Labor protection requirements before starting work

2.1. Before starting work, the mechanic must receive from his immediate supervisor an assignment, a route map and instructions on labor protection when performing work on the operation and repair of underground gas pipelines and structures on them, as well as on the Traffic Rules.

2.2. Check the presence and serviceability of the gas analyzer, tools, and devices for performing the task.

2.3. Wear an orange signal vest (recommended).

3. Labor protection requirements during work

3.1. When bypassing the gas pipeline route laid along transport highways (roads), it is necessary to comply with the Traffic Rules, moving towards the traffic flow.

3.2. Before opening the lid of a well located on the roadway (street), it is necessary to install a warning sign “Caution, people are working” at a distance of 5 m from the well, which can only be removed after completion of the work.

3.3. The well cover must be lifted using a special hook. Lifting the cover with your hands is not allowed.

3.4. When checking the air environment in the well for gas contamination, one side of its cover is raised to a height of 50 - 80 mm; a lining measuring 25 x 25 x 150 mm is inserted under it.

3.5. When performing work in a well located on the roadway (street), one of the team members must monitor the movement of traffic near the well and prevent unauthorized persons from approaching it.

3.6. When performing work in a well in the evening, one of the team members needs to give signals to vehicle drivers with a flashlight with red glass.

3.7. The air environment of the well is checked using a gas analyzer. The sampling hose is lowered into the upper part of the well, then the hose is removed and the sample taken is analyzed. It is not allowed to analyze the air in the well with a hose lowered into it.

3.8. It is not allowed to analyze gas in gas-polluted rooms, basements and sewers. In these cases, you should only take an air sample from the gas-filled space; the analysis must be carried out outside the gas-contaminated room.

3.9. When performing work in a well, basement and sewer, it is prohibited to smoke and use open fire, as well as electrical appliances, and do not allow unauthorized persons to be in the work area.

3.10. When bypassing the gas pipeline route, it is prohibited to go down into collectors and wells where gas valves are located, as well as into wells of other underground structures.

4. Labor protection requirements in emergency situations

4.1. If the smell of gas is detected in wells, basements, sewers and other engineering structures, the mechanic should stop work, report the incident to the immediate supervisor or the head of the underground gas pipeline service and call an emergency team.

4.2. All work must be stopped until the emergency crew arrives. It is necessary to organize ventilation of wells, basements and other engineering structures. In this case, it is also necessary to check for gas contamination the basements of buildings and other structures within a radius of 50 m from the place where the gas-contaminated space was detected.

4.3. To carry out these activities, it is allowed to involve housing and communal services workers and representatives of internal affairs bodies.

4.4. If an accident occurs, which a mechanic witnessed, he should stop work, immediately remove or carry the victim out of the danger zone, provide first aid to the victim, call a doctor, help organize the delivery of the victim to the nearest medical facility and report the incident to the management of the organization.

4.5. If the accident happened to the locksmith himself, he should stop work, if possible contact a medical institution, report the incident to the management of the organization or ask someone around to do it.

4.6. Each worker must be able to provide first aid to the victim.

In case of bruises, ensure complete rest, put cold on the bruised place; in case of a bruise of the abdomen, do not give the victim to drink.

In case of bleeding, raise the limb, apply a pressure bandage, tourniquet; in summer, the tourniquet is left for 1,5 hours, in winter - for 1 hour.

In case of a fracture, a splint should be applied.

In case of thermal and electrical burns, close the burned area with a sterile bandage; in order to avoid infection, do not touch the burned areas of the skin with your hands and lubricate them with ointments, fats, etc.

If acid or alkali comes into contact with exposed areas of the body, immediately wash them with a neutralizing solution, and then with cold water and soap; in case of contact with alkali - with a solution of boric acid.

If acid or alkali gets into the eyes, immediately rinse them with a neutralizing solution and contact a health center or a doctor.

In case of all poisoning, immediately remove or remove the victim from the poisoned area, unfasten clothing that restricts breathing, provide fresh air, lay him down, raise his legs, cover with a warm blanket, smell ammonia and immediately transport the victim to a medical facility.

In case of electric shock, release the victim from the action of the current, if necessary, perform artificial respiration or closed heart massage.

It is allowed to transport the victim only with satisfactory breathing and a steady pulse.

5. Labor protection requirements at the end of work

5.1. Put in order the tools, devices, devices, workwear, safety shoes and other personal protective equipment and put them in the places designated for their storage.

5.2. Based on the results of bypassing the gas pipeline route, the mechanic must draw up a report on the presence of gas contamination, noting the identified problems on the gas pipeline route, and indicate the results of the gas contamination checks in the route bypass log.

5.3. Wash face and hands with warm water and soap, take a shower.

Efficient Magnesium Batteries 24.11.2021
