General requirements for labor protection 1.1. The instruction provides for general safety requirements for various types of hot work at oil product supply enterprises. 1.2. Hot work includes production operations associated with the use of open fire, sparking and heating to temperatures that can cause ignition of materials and structures:
1.3. Hot work sites can be permanent or temporary. At each enterprise, the order must determine the places of permanent hot work. 1.4. Carrying out temporary hot work in industrial premises and on the territory of the enterprise is allowed only after issuing a work permit for the performance of work of increased danger (hereinafter referred to as the "work permit"). 1.5. Hot work is allowed for employees who have undergone training and testing of knowledge on fire safety and safety precautions in accordance with the established procedure, who have a qualification certificate and a fire safety coupon. 1.6. When hot work is performed by third-party organizations, the work permit must also be issued in accordance with this Instruction. 1.7. Responsibility for ensuring safety and fire safety measures during hot work is assigned to the heads of enterprises, workshops, sites, laboratories, workshops, in the territories or premises of which these works will be carried out. 1.8. Hot work must be carried out during the daytime. In emergency cases and with the special permission of the management of the enterprise, hot work is allowed to be carried out at night. In this case, the place of work should be well lit. 2. Labor protection requirements before starting work 2.1. Temporary hot work is allowed only after issuing a work permit issued by the chief engineer (head) of the enterprise. The work permit is agreed with the representative of the fire department of the enterprise. The work permit is issued in two copies. One copy remains with the person responsible for carrying out hot work, the second copy is transferred to the security of the enterprise. 2.2. The work permit is issued separately for each type of hot work and is valid for the entire period necessary to complete the scope of work specified in the work permit. A break in work during or after the end of the work shift is documented in a work permit indicating the date and time signed by the person issuing the work permit and responsible for carrying out hot work. 2.3. If it is necessary to change the type, increase the amount of work and expand the workplace, a new work permit is issued. It is forbidden to make corrections, cross-outs and draw up entries in pencil in the work permit. 2.4. Before starting hot work on the territory of tank farms, it is necessary to check the tightness of the covers of the sewage wells, the presence of a layer of sand on these covers, the tightness of flange connections, etc. 2.5. The hot work area must be cleared of combustible substances and materials within the radius specified in Table 1. Table 1. Minimum radius of the area to be cleared of combustible materials If there are combustible structures in the specified zone, the latter must be reliably protected from fires by metal or asbestos screens. 2.6. When carrying out hot work, the necessary primary fire extinguishing equipment must be available at the workplace. 2.7. Hot work in tanks, on technological pipelines can be carried out only after they are freed from the product, plugs are installed and purged with steam or inert gas. 2.8. To bring the tank (process equipment) to a safe state during hot work, it is necessary to ensure its degassing to the content of oil vapors:

Carrying out hot work both inside and outside the tanks is allowed only after their appropriate preparation, if there is a completed act on the readiness to carry out repair of the tank with hot work. 2.10. When carrying out hot work, it is prohibited to use overalls with traces of oil, gasoline, kerosene and other combustible liquids. It is forbidden to perform welding and flame cutting without overalls, goggles, special shields. 3. Labor protection requirements during work 3.1. Employees have the right to start work after a personal check of the implementation of all safety measures specified in the work permit for hot work, and only in the presence of the manager responsible for carrying out these works. 3.2. The possibility of penetration of vapors of oil products to the place of hot work should be excluded. 3.3. During hot work, constant monitoring of the state of the air environment at the workplace and in the danger zone should be carried out. 3.4. Hot work must be immediately stopped if, in the course of their performance, the appearance of vapors of oil products in the workplace or under other conditions that cause fire and explosion hazards are detected. 3.5. It is forbidden to perform welding, cutting, soldering or heating with an open fire of equipment and communications that are under electrical voltage, filled with combustible or toxic substances, and also under pressure. 3.6. When carrying out hot work, contact of electrical wires with cylinders with compressed, liquefied and dissolved gases is not allowed. 3.7. Hot work inside the tanks is carried out with fully open hatches (manholes). 3.8. Combination of hot work inside tanks with other types of repair work is prohibited. 3.9. When working inside the tanks, specially instructed observers (at least 2) should be outside to provide, if necessary, emergency assistance to the workers. At the place of such work, it is necessary to have a hose gas mask in a complete set. 3.10. It is forbidden to carry out welding work from ladders and use faulty tools and ungrounded welding equipment during work. 3.11. Hot work must be stopped upon detection of deviations from the requirements of this Instruction, non-compliance with the safety measures provided for in the work permit, as well as the occurrence of a dangerous situation. 4. Labor protection requirements in emergency situations 4.1. In the event of a fire or other emergency, the gas welding equipment is first of all turned off, measures are taken to extinguish the fire and the fire brigade is called. 4.2. Further actions of employees are determined in accordance with the accident elimination plan. 5. Labor protection requirements at the end of work 5.1. After the hot work is completed, the electric and gas welding equipment should be turned off, and the pressure in the blowtorches should be reduced to atmospheric pressure. 5.2. Clean the workplace and take measures to prevent the possibility of a fire. 5.3. The work manager is obliged to carefully check the places of hot work after their completion and close the work permit, as well as ensure control over the places of temporary hot work within three hours after their completion.
