Safe Operation

1. General provisions

1.1. The instructions apply to all departments of the enterprise.

1.2. The instruction was developed on the basis of DNAOP 0.00-8.03-93 "Procedure for the development and approval by the employer of labor protection regulations in force at the enterprise", DNAOP 0.00-4.15-98 "Regulations on the development of labor protection instructions", DNAOP 1.7.00-1.01- 96 "Labor protection rules for retail facilities".

1.3. According to this instruction, the goods receiver is instructed before starting work (initial briefing), and then every 6 months (re-instruction).

The results of the briefing are recorded in the "Journal of registration of briefings on labor protection issues". After passing the briefing, the log must contain the signatures of the instructing person and the receiver of the goods.

1.4. The employer must insure the recipient of the goods against accidents and occupational diseases.

In case of damage to the health of the receiver of goods through the fault of the employer, he (the receiver of the goods) has the right to compensation for the harm caused to him.

1.5. For non-compliance with this instruction, the receiver of the goods bears disciplinary, material, administrative and criminal liability.

1.6. Persons at least 18 years of age who have undergone a medical examination, an introductory briefing on labor protection and briefing at the workplace are allowed to work independently as a receiver of goods.

1.7. On the territory of the enterprise (shop), the goods receiver must comply with the internal labor regulations, in particular:

1.7.1. Do not touch electrical equipment, electrical wires, general lighting fittings, do not open electrical cabinet doors.

1.7.2. Do not turn on or stop (except in emergency cases) machines and mechanisms on which he is not entrusted.

1.7.3. The receiver of goods may be affected by hazardous and harmful production factors:

  • moving machines and mechanisms;
  • moving parts of handling equipment;
  • transported goods, containers;
  • collapsing stacks of stored goods;
  • low temperature of the surfaces of refrigeration equipment, goods;
  • reduced air temperature of the working area;
  • increased air movement;
  • increased voltage in the electrical circuit;
  • sharp edges, burrs and uneven surfaces of equipment, tools, inventory, goods and containers;
  • chemical factors;
  • physical overload.

1.3. The receiver of goods notifies his immediate supervisor of any situation that threatens the life and health of people, of each accident that occurred at work, of the deterioration of his health, including the manifestation of signs of an acute illness.

1.4. The receiver of food products should:

  • leave outerwear, shoes, headgear, personal items in the dressing room;
  • before starting work, wash hands with soap and water, put on clean sanitary clothing, change it as it gets dirty, pick up hair under a headdress;
  • wash hands with soap after using the toilet, as well as after contact with contaminated objects;
  • do not eat at the workplace.

2. Safety requirements before starting work

2.1. Fasten the clothes with all buttons (tie ties), avoiding hanging ends of the clothes. Do not stab clothes with pins, needles, do not keep sharp, breakable objects in the pockets of clothes.

2.2. Check the equipment of the workplace with the necessary equipment, inventory, fixtures and tools for work.

2.3. Prepare the workplace for safe work:

  • ensure the availability of free passages;
  • check the stability of commodity scales, conveyor;

check by external inspection:

  • sufficiency of lighting in the aisles, at the places of unloading, receiving goods;
  • the absence of hanging and bare ends of the electrical wiring;
  • serviceability of the socket, plug, cable (cord) of power supply of electronic commodity scales;
  • availability and reliability of grounding connections (absence of breaks, strength of contact between the balance case and the ground wire). Do not start work in the absence or unreliability of grounding;
  • reliability of closing all current-carrying and starting devices of the equipment used;
  • availability, serviceability, correct installation and reliable fastening of the guards for moving parts of handling equipment:
  • the absence of foreign objects around the equipment used, on the scales, the conveyor belt;
  • the condition of the floors (absence of potholes, unevenness, slipperiness, open, unprotected hatches, wells) on the way of transporting goods;
  • the presence of safety brackets for carts for moving barrels, cans, bear carts, etc.;
  • serviceability of the used inventory, devices and tools.

2.4. Check the serviceability of the ballasts (starters, limit switches, etc.) and the operation of the handling equipment at idle.

2.5. When preparing for the operation of commodity scales, check the horizontalness of their installation using a plumb line, securely install the scales, an inclined bridge, and conveniently place the weights. Before connecting commercial electronic scales to the mains, it is necessary to securely ground the scale housing with an insulated wire.

2.6. Report all detected malfunctions of the conveyor, scales, inventory, electrical wiring and other malfunctions to your immediate supervisor and start work only after they have been eliminated.

3. Safety requirements during work

3.1. Perform only the work for which he has been trained, instructed in labor protection and for which he is admitted by the person responsible for the safe performance of work.

3.2. Do not entrust your work to untrained and unauthorized persons.

3.3. Use serviceable equipment, tools, devices necessary for safe work; use them only for the work for which they are intended.

3.4. Follow the rules of movement in the premises and on the territory of the organization, use only the established passages.

3.5. Keep the workplace clean, take measures to timely clean up spilled (spilled) goods from the floor.

3.6. Do not block the passages between equipment, racks, stacks of goods, passages to control panels, knife switches, escape routes and other passages with empty containers, inventory.

3.7. Use hand protection when receiving goods in rigid containers, frozen foods, etc.

3.8. Receiving goods arriving along the conveyor on a special table.

3.9. Turn on the supply and exhaust ventilation when receiving dusty or dusty goods (synthetic detergents, building materials, etc.).

3.10. Monitor the presence of tags and stickers on the container with the exact name of dangerous and harmful goods (acids, varnishes, paints, etc.).

3.11. Follow the established order of stacking goods in stacks for storage.

3.12. Monitor the condition of the racks, do not allow them to be overloaded.

3.13. Cover dusty cargo with tarpaulin, matting or other materials.

3.14. When working in cold rooms, take precautions to prevent accidental isolation of workers in them.

3.15. Use a specially designed tool to open the container.

Do not carry out these works with random objects or tools with burrs.

3.16. The opening of the top of the boxes should be carried out from the end side with an appropriate tool (nail puller, tongs). Remove protruding nails, bend the metal upholstery inside the box.

3.17. Barrels can only be opened by breakers. It is not allowed to knock down hoops and knock out the bottom of barrels with an ax, crowbar and other random items.

3.18. Place the goods to be weighed on the scales carefully, without shocks, if possible in the center of the platform, without protrusions beyond the dimensions of the scales. The stacking of goods on the scales must be stable.

3.19. Loose (bulk) cargo should be placed evenly over the entire area of ​​the weighing platform. If necessary, clean the platform from contamination.

3.20. When weighing heavy loads (barrels, bales, etc.), use inclined bridges (springboards) installed by the upper edge on the same level with the platform of commodity scales.

When constantly weighing loads weighing 50 kg or more, the scales must be installed in a special recess in the floor so that the level of the platform and the floor coincide.

3.21. When weighing goods, do not place loads on the scales that exceed the maximum weight limit by weight. It is not allowed to load and unload commodity scales with open cage and isolation.

3.22. Conditional weights in order to avoid falling and injuring the worker should be stored on the bracket of commodity scales.

3.23. When performing work at height, observe the safety requirements set forth in the relevant standard labor protection instructions.

3.24. Move trolleys, mobile racks, containers away from you.

3.25. Carry products and goods only in serviceable containers. Do not load containers more than the nominal gross weight.

3.26. Do not stay and do not work under a lifted load, on the paths of traffic.

3.27. Do not use random objects (boxes, barrels, etc.), equipment for sitting.

3.28. While working with lifting and transport equipment:

  • comply with the safety requirements set forth in the operational documentation of equipment manufacturers;
  • use lifting and transport equipment only for those works that are provided for in the instructions for its operation;
  • warn about the upcoming start-up of the equipment to employees nearby;
  • turn on and off the equipment with dry hands and only with the help of the "start" and "stop" buttons;
  • do not touch open and unshielded current-carrying parts of the equipment, bare wires and wires with damaged insulation;
  • comply with equipment loading standards;
  • inspect, adjust, eliminate slippage of the conveyor belt, remove stuck goods and objects, clean the equipment only after it has been stopped with the stop button, turned off by the starter, on which the poster "Do not turn on! People are working!", And after a complete stop of rotating and moving parts with a dangerous inertial motion.

3.29. When using lifting and transport equipment, it is not allowed:

  • work with removed protective and safety devices, with open casings of moving and current-carrying parts;
  • adjust belts, drive chains, remove and install guards during equipment operation;
  • leave the operating equipment unattended, allow untrained and unauthorized persons to operate it;
  • the presence of voltage (shocks) on its body, frame or casing of ballasts, the occurrence of extraneous noise, the smell of burning insulation, spontaneous stop or incorrect operation of mechanisms and equipment elements. In the event of these circumstances, stop its operation (switch off) with the "stop" button (switch) and disconnect from the electrical network using the starting device, inform the immediate supervisor and do not turn it on until the troubleshooting.

4. Safety requirements at the end of work

4.1. Close loading hatches, openings, lock them from the inside of the room.

4.2. Switch off and reliably de-energize the equipment used using a switch or a device that replaces it, preventing accidental start-up.

4.3. Remove used tools and equipment to designated storage areas.

4.4. Place the load trolley on a level surface, the hydraulic trolley frame must be lowered to the lower position.

4.5. Release the conveyor from the load and clean from contamination. Clean the conveyor with a brush, dry rags, etc. only after a complete stop of moving parts and mechanisms; close the locking device of the starting device; lower the inclined conveyor to the lowest position.

4.6. Remove weights, weighing devices to designated storage locations. At commodity scales, close the cage and insulator. To remove the inclined bridge to the place of storage. Clean the weighing platform from dirt.

4.7. Do not clean up garbage, waste directly with your hands, use brushes, scoops and other devices for this purpose.

4.8. Move metal boxes with used rags out of the room.

5. Safety requirements in emergency situations

5.1. In the event of a breakdown of the equipment used, threatening an accident, stop its operation, as well as the supply of electricity, cargo, goods, etc. to it. Report on the measures taken to the person responsible for the safe operation of the equipment (immediate supervisor) and act in accordance with the instructions received.

5.2. In an emergency, you should notify the surrounding people about the danger, report to the immediate supervisor about the incident and act in accordance with the emergency response plan.

5.3. If in the course of work the workplace is contaminated with spilled varnishes, paints, fuels and lubricants, oils or spilled powdery substances, work should be stopped until the pollutants are removed.

5.4. Remove spilled paints and varnishes with a dry, well-absorbing rag; a large amount of paints and varnishes must first be covered with sand or sawdust and removed with a brush and dustpan. Wipe the soiled area dry with a rag.

5.5. Remove spilled fats, lubricating oils with rags, sawdust or other grease-absorbing materials. Rinse the contaminated area (heated to no more than 50 ° C) with a solution of soda ash and wipe dry. Remove the used rags into a metal container with a tight lid.

5.6. When cleaning spilled dusty powdery substances, wear goggles and a respirator. Carefully remove a small amount of them with a damp cloth or vacuum cleaner.

5.7. In case of injury, poisoning and sudden illness, the victim should be provided with first (pre-medical) assistance and, if necessary, his delivery to a healthcare facility should be organized.

5.8. Providing first aid.

5.8.1. First aid for electric shock.

In case of electric shock, it is necessary to immediately release the victim from the action of electric current by disconnecting the electrical installation from the power source, and if it is impossible to disconnect it, pull it away from the conductive parts by clothing or using insulating material at hand.

If the victim has no breathing and pulse, artificial respiration and indirect (external) heart massage should be given to him, paying attention to the pupil. Dilated pupils indicate a sharp deterioration in the blood circulation of the brain. In such a state, it is necessary to immediately begin to revive the victim and call an ambulance.

5.8.2. First aid for injury.

To provide first aid in case of injury, it is necessary to open an individual package, apply a sterile dressing material, which is placed in it, to the wound and tie it with a bandage.

5.8.3. First aid for fractures, dislocations, shocks.

In case of fractures and dislocations of the limbs, it is necessary to strengthen the damaged limb with a splint, plywood plate, stick, cardboard or other similar object. The injured arm can also be hung with a bandage or handkerchief from the neck and bandaged to the torso.

In case of a skull fracture (unconsciousness after a blow to the head, bleeding from the ears or mouth), it is necessary to apply a cold object to the head (a heating pad with ice, snow or cold water) or make a cold lotion.

If a fracture of the spine is suspected, it is necessary to put the victim on the board, without lifting him, turn the victim on his stomach face down, while observing that the body does not bend, in order to avoid damage to the spinal cord.

In case of a fracture of the ribs, a sign of which is pain during breathing, coughing, sneezing, movements, it is necessary to tightly bandage the chest or pull it off with a towel during exhalation.

5.8.4. First aid for thermal burns.

In case of burns with fire, steam, hot objects, in no case should you open the formed blisters and bandage the burns with a bandage.

For first-degree burns (redness), the burned area is treated with cotton wool soaked in ethyl alcohol.

For second-degree burns (blisters), the burned area is treated with alcohol or a 3% manganese solution.

For third-degree burns (destruction of the skin tissue), the wound is covered with a sterile dressing and a doctor is called.

5.8.5. First aid for bleeding.

In order to stop bleeding, you must:

  • raise the injured limb up;
  • close the bleeding wound with a dressing (from a bag) folded into a ball, press it from above, without touching the wound itself, hold for 4-5 minutes. If the bleeding stops without removing the applied material, put another pad from another bag or a piece of cotton on top of it and bandage the wounded area (with some pressure);
  • in case of severe bleeding that cannot be stopped with a bandage, compression of the blood vessels that feed the wounded area is applied by bending the limb at the joints, as well as with fingers, a tourniquet or a clamp. In case of heavy bleeding, you should immediately call a doctor.

5.9. If a fire occurs, start extinguishing with the available fire extinguishing equipment. If necessary, call the fire department.

5.10. Follow all instructions of the head of work to eliminate the emergency.

Scientists at the Johannes Kepler University (Linz, Austria) have developed a new method based on machine learning technologies that should radically increase the efficiency of finding people lost in areas with dense vegetation.

Today, if it is necessary to urgently find people lost in the forest, search and rescue teams usually use helicopters or drones. Rescuers fly over the area where the missing are most likely to be found. The problem is that in conditions of dense vegetation it is almost impossible to see human figures in the thickets. Thermal imagers help a little in this situation, allowing you to "see" through the crowns of trees. But here, too, there are significant limitations. Unfortunately, in some cases, thermal imaging is also not particularly effective, for example, when the sun heats trees to a temperature close to human body temperature.

However, as researchers have proven, using artificial intelligence technologies can partially solve this problem. A special machine learning algorithm developed by the team collects a group of images of a certain area obtained from a helicopter or drone, and then combines them in such a way that they form a thermal image with a much higher resolution than a single thermal imager. After processing, the resulting images had a significantly greater depth of field, as a result, the trees in the images looked blurry, and the silhouettes of people lying on the ground became more recognizable.

To create a training AI base, volunteers were photographed using drones in different positions on the ground, which made it possible to ensure the accuracy of detecting people at the level of 87-95%.

To train the AI ​​system, the researchers had to create their own database of images. They used drones to take pictures of volunteers on the ground in a variety of positions.

During testing of the AI ​​system, the accuracy of detecting people in dense forest was at the level of 87-95%, compared to 25% for traditional thermal imaging. The researchers suggest that their system is ready for use by search and rescue teams, and can also be used by law enforcement, military or wildlife groups.
