1. General provisions

1.1. The instruction on labor protection (hereinafter referred to as the instruction) was developed in accordance with the requirements of the Law of Ukraine "On labor protection" and establishes the rules for the performance of work and the behavior of an employee on the territory of the enterprise, in production premises and at the workplace in accordance with state, intersectoral and sectoral regulations about labor protection.

1.2. The instructions apply to all departments of the enterprise.

1.3. In accordance with Article 18 of the Law of Ukraine "On labor protection", an employee is obliged to "know and comply with the requirements of regulatory acts on labor protection, the rules for handling machines, mechanisms, equipment and other means of production, use collective and individual protective equipment, undergo preliminary and periodic medical examinations.

1.4. Depending on the specific conditions of the organization of the production process, as well as in connection with the accidents and accidents, the instructions may be amended and supplemented, which are set out on a separate sheet signed by the head of the relevant structural unit.

1.5. The instruction is a mandatory normative document for the driver of single-drum and multi-drum electric winches.

1.6. Persons not younger than 18 years of age who have undergone a medical examination, special training, instructing at the workplace and have received a certificate for the right to operate an electric winch, are familiar with the operating instructions, are allowed to operate the electric winch.

1.7. The electric winch driver must have an electrical safety group of at least II.

1.8. The driver must undergo the following safety briefings:

a) introductory - when applying for a job;

b) primary - at the workplace;

c) repeated - at least once every 3 months;

d) unscheduled - in case of violation of labor safety requirements, which led or could lead to an accident or an accident; when changing the technological process, the design of the electric winch or the current regulations on labor protection;

e) target - when performing one-time work not directly related to duties in the specialty, liquidating an accident, natural disaster, performing work for which a work permit, permit and other documents are issued.

1.9. Re-testing the driver's knowledge of labor protection rules and safe work practices (including knowledge of electrical safety requirements with the assignment of group II) is carried out:

a) periodically, at least once every 12 months (to the extent of knowledge of this manual);

b) when there is a break in work in the specialty for more than 6 months;

c) before admission to work after the temporary suspension of the driver for violation of safety or technology requirements.

1.10. To reduce the level of influence of hazardous and harmful production factors, the driver must be provided with the following personal protective equipment:

  • cotton semi-overalls - wear period 12 months;
  • combined mittens - wearing period 2 month.

For outdoor work in winter, additionally (subject to the inclusion of these norms in the collective agreement):

  • cotton jacket with insulated lining - wearing period 36 months;
  • cotton trousers with insulated lining - wearing period is 36 months;
  • felt boots - wearing period 48 months.

Depending on the nature and conditions of the work, the driver must also use other personal protective equipment (for example, a protective helmet, respirator, goggles, etc.).

1.11. Upon receipt of overalls, safety shoes and other personal protective equipment, the driver must be instructed by the work manager on the procedure for using these means and familiarized with the requirements for caring for them.

1.12. The driver must not start work in unsuitable, contaminated overalls, safety shoes and with faulty safety devices.

1.13. The installation location of the electric winch at the construction site is determined by the work execution project.

The electric winch must be installed on a planned horizontal surface, outside the danger zone of other working machines and mechanisms, within the visual visibility of the transported goods. The danger zone, in which loads are moved by a winch, must be marked with a signal fence with a height of at least 0,8 m, and safety signs should be installed on the fence, prohibiting people from entering it.

Safe supply of goods to the place of work should be carried out in accordance with the requirements of the technological map for this type of work.

1.14. Electric winches must have the following inscriptions:

  • inventory number;
  • carrying capacity;
  • date of the next full and partial technical examination.

1.15. To ensure stability, the winch must be loaded with ballast, the mass of which exceeds its lifting force twice. The ballast must be fixed to the winch frame. The ballast set must be inventory, accurately weighed and marked. When using small piece cargo as ballast, it must be placed in a metal box fixed on the winch frame. The box must be designed in such a way as to exclude the ingress of precipitation into it and the loss of cargo. It is forbidden to use sand, crushed stone or gravel as ballast.

1.16. The workplace of the driver must be connected with the places of receipt of goods by sound or light signaling.

1.17. The electric winch must be protected from atmospheric precipitation by a canopy.

1.18. The connection of the electric winch to the mains supply should be carried out using a distribution point containing switching and protective devices (a box with fuses or an automatic switch and a knife switch). For connection it is necessary to use cables with aluminum or copper conductors with rubber or plastic insulation.

External wiring of temporary power supply should be placed on supports at a height above the ground, platform, flooring, at least, m:

a) 2,5 - over jobs;

b) 3,5 - over the aisles;

c) 6,0 - over driveways.

1.19. Connecting and disconnecting the winch, as well as monitoring the good condition of the electrical part of the winch during operation, can only be performed by an electrician who has an electrical safety group of at least III.

The driver is not allowed to do this work.

1.20. An insulating stand must be laid at the driver's workplace.

1.21. The winch operator must:

  • know the device (design), the principle of operation and the rules for the technical operation of the winch;
  • be able to eliminate the main malfunctions in the technical part of the winch;
  • adhere to safety rules when cleaning and lubricating components and parts;
  • know the installed alarm system;
  • operate and maintain the winch in accordance with the manufacturer's instructions.

1.22. It is forbidden for the driver to be in a state of intoxication on the territory of the construction site and in the domestic premises both during working and non-working hours.

2. Safety requirements before starting work

2.1. Before starting work, the electric winch operator must:

  • put on overalls, safety shoes and other necessary personal protective equipment;
  • familiarize yourself with the records of the driver of the previous shift in the shift acceptance log;
  • receive an assignment for the performance of work and instructions on labor protection from the foreman (foreman);
  • inspect the workplace, remove foreign objects, check the serviceability of equipment, fixtures and containers for moving goods;
  • make sure that there are safe passages, signal fencing of hazardous areas and safety signs on them, sufficient illumination of the workplace.

2.2. Before starting the electric winch, the driver must check:

  • the presence of an insulating stand at the workplace;
  • external inspection - bearings, bushings, braking device, cargo rope, friction clutches, ballast fastening;
  • reliability of fastening of the cargo rope on the drum;
  • the condition of the load-handling hook, the presence and serviceability of the locking device on it;
  • reliability of tightening threaded connections;
  • presence, serviceability and reliability of fastening of protective fences on the rotating parts of the winch;
  • the presence of lubrication on rubbing surfaces and the oil level in the gearbox;
  • reliability of fastening of the console and the tap-off unit on the console;
  • correct winding of the cargo rope on the drum;
  • serviceability of the safety handle (ratchet device);
  • external inspection - the presence and integrity of the protective grounding of the motor housing and the starting apparatus, the state of the insulation of the electrical wires;
  • operation of the launcher at idle by rotating the electric motor in the direction of unwinding the rope or with the winch turned off;
  • operation of the braking device;
  • the presence and serviceability of the operation of the load height limiter.

2.3. If malfunctions are detected that cannot be eliminated on their own, the driver is obliged to inform the manager responsible for the safe performance of work (mechanic, foreman, foreman) for moving goods with winches.

2.4. After elimination of the identified faults, as well as before starting work, it is necessary to check the operation of all components of the electric winch at idle (no load), after giving a warning sound signal about this.

3. Safety requirements during work

3.1. The driver must only perform the work for which he has been instructed and approved by the work manager.

3.2. Do not allow people who are not related to this work to the workplace.

3.3. During work, be attentive and not distract others.

3.4. During operation, the driver must ensure that:

  • the braking device was adjusted and protected by a protective cover;
  • the weight of the load did not exceed the carrying capacity of the winch; for these purposes, the driver must be given a list of goods moved by the winch, indicating their mass;
  • the bearings and the gearbox housing did not heat up;
  • the lifting and lowering of the load was carried out smoothly without jerks;
  • flexible stretch marks were used to prevent the load from swinging when lifting (lowering).

3.5. The electric winch driver is prohibited from:

  • perform lubrication, inspection and adjustment of individual winch components during its operation. When performing these works, the load must be lowered to the ground (platform), and the electric motor must be turned off;
  • work with the guard of the rotating parts of the winch removed;
  • perform work with a faulty electric motor and brake devices;
  • independently connect (disconnect) the winch to (from) the mains and maintain its electrical part;
  • stand near the cargo rope;
  • work at night without adequate lighting of the work area;
  • correct the winding of the rope on the drum during winch operation;
  • work on a winch in ice, during snowfall, during a thunderstorm, at an air temperature below -20 ° C and a wind speed of more than 10 m / s;
  • disable or disable limit switches;
  • be in the danger zone of the transported cargo;
  • overload the container with cargo in excess of the established norm;
  • perform slinging without having a slinger's certificate;
  • transfer control of the winch to other workers, as well as leave it turned on unattended.

4. Safety requirements after finishing work

4.1. After finishing work, the winch operator must:

  • inspect all parts, winch assemblies, as well as containers and lifting devices;
  • turn off the electric drive and lock the winch control panel;
  • clean, if necessary, the winch from dirt;
  • check the presence of lubrication on rubbing parts and the oil level in the gearbox.

4.2. Report all detected malfunctions to the foreman (foreman), and when working in two shifts - to the shift foreman or shift driver.

5. Safety requirements in emergency situations

5.1. In cases of equipment malfunction or in emergency situations that can cause equipment breakdown and injury to people, the electric winch operator must:

  • immediately stop work and disconnect the winch from the mains;
  • Report all malfunctions and the measures taken to eliminate them to the work manager.

5.2. In the event of a fire, disconnect the electric winch from the mains, organize fire extinguishing with primary fire extinguishing equipment.

Burnt electrical wires should be extinguished with powder or carbon dioxide fire extinguishers. It is forbidden to extinguish live wires with water, foam fire extinguishers and sand.

If it is impossible to eliminate the source of fire on your own, you must immediately call the fire brigade by calling "01".

5.3. If an accident occurs during work, the driver is obliged to immediately turn off the electric winch and provide first aid to the victim, report the accident to the work manager and take measures to preserve the situation of the accident, if this does not threaten the life and health of people.

5.4. If there are victims, it is necessary to provide them with first aid. If necessary, call an ambulance.

5.5. Providing first aid.

5.5.1. First aid for electric shock.

In case of electric shock, it is necessary to immediately release the victim from the action of electric current by disconnecting the electrical installation from the power source, and if it is impossible to disconnect it, pull it away from the conductive parts by clothing or using insulating material at hand.

If the victim has no breathing and pulse, it is necessary to give him artificial respiration and indirect (external) heart massage, paying attention to the pupils. Dilated pupils indicate a sharp deterioration in the blood circulation of the brain. In this state, the revival must begin immediately, and then call an "ambulance".

5.5.2. First aid for injury.

To provide first aid in case of injury, it is necessary to open an individual package, apply a sterile dressing material, which is placed in it, to the wound and tie it with a bandage.

If somehow the individual package was not found, then a clean handkerchief, a clean linen rag, etc. must be used for dressing. On a rag that is applied directly to the wound, it is advisable to drip a few drops of tincture of iodine to get a stain larger than the wound, and then apply the rag to the wound. It is especially important to apply the tincture of iodine in this way to contaminated wounds.

5.5.3. First aid for fractures, dislocations, shocks.

In case of fractures and dislocations of the limbs, it is necessary to strengthen the damaged limb with a splint, plywood plate, stick, cardboard or other similar object. The injured arm can also be hung with a bandage or handkerchief from the neck and bandaged to the torso.

In case of a skull fracture (unconsciousness after a blow to the head, bleeding from the ears or mouth), it is necessary to apply a cold object to the head (a heating pad with ice, snow or cold water) or make a cold lotion.

If a fracture of the spine is suspected, it is necessary to put the victim on the board, without lifting him, turn the victim on his stomach face down, while observing that the body does not bend, in order to avoid damage to the spinal cord.

In case of a fracture of the ribs, a sign of which is pain during breathing, coughing, sneezing, movements, it is necessary to tightly bandage the chest or pull it off with a towel during exhalation.

5.5.4. First aid for burns with acids and alkalis.

If acid or alkali gets on the skin, the damaged areas must be thoroughly washed with water for 15-20 minutes, after which the acid-damaged surface should be washed with a 5% solution of baking soda, and the burnt with alkali - with a 3% solution of boric acid or an acetic solution. acids.

In case of contact with the mucous membrane of the eyes of acid or alkali, it is necessary to rinse the eyes thoroughly with a stream of water for 15-20 minutes, wash them with a 2% solution of baking soda, and burnt alkali with a 3% solution of boric acid or a 3% solution of acetic acid. acids.

In case of burns of the oral cavity with alkali, it is necessary to rinse with a 3% solution of acetic acid or a 3% solution of boric acid, for acid burns - with a 5% solution of baking soda.

If acid enters the respiratory tract, it is necessary to breathe with a 10% solution of baking soda sprayed with a spray bottle, if alkali enters, a sprayed 3% solution of acetic acid.

5.5.5. First aid for thermal burns.

In case of burns with fire, steam, hot objects, in no case should you open the formed blisters and bandage the burns with a bandage.

For first-degree burns (redness), the burned area is treated with cotton wool soaked in ethyl alcohol.

For second-degree burns (blisters), the burned area is treated with alcohol or a 3% manganese solution.

For third-degree burns (destruction of skin tissue), the wound is covered with a sterile dressing and a doctor is called.

5.5.6. First aid for bleeding.

In order to stop bleeding, you must:

  • raise the injured limb up;
  • close the bleeding wound with a dressing (from a bag) folded into a ball, press it from above, without touching the wound itself, hold for 4-5 minutes. If the bleeding stops without removing the applied material, put another pad from another bag or a piece of cotton on top of it and bandage the wounded area (with some pressure);
  • in case of severe bleeding that cannot be stopped with a bandage, compression of the blood vessels that feed the wounded area is applied by bending the limb at the joints, as well as with fingers, a tourniquet or a clamp. In case of heavy bleeding, you should immediately call a doctor.

When we talk about the biological clock that controls the daily activity of cells, organs and the body as a whole, we must always remember that we have quite a lot of these clocks: there are central ones that are in the brain, and there are peripheral ones that control individual organs and systems. organs. And, for example, it depends on the intestinal clock how nutrients will be absorbed depending on the time of day.

But in the gut, as we know, lives a colossal mass of symbiotic bacteria that help us digest food (and not only). It can be assumed that the intestinal microflora somehow affects the intestinal clock, and indeed, studies have shown that it does - if all bacteria were removed from the intestine, its daily rhythms were upset.

But how exactly do bacteria affect the intestinal biological clock? Most likely, microbes secrete some substances that act on genes, on which the course of the internal clock depends. Researchers at the University of Texas Southwestern Medical Center describe in their article in Science differences in gene activity in intestinal cells taken from normal mice and in intestinal cells taken from mice without microflora.

The HDAC3 gene encodes an enzyme that attaches an acetyl chemical group to histone protein molecules. These proteins serve as DNA packers, and it depends on them whether it will be possible to read information from DNA or not; in other words, the activity of genes depends on histones. But the behavior of the histones themselves depends on chemical modifications, including modifications by acetyl groups. This means that by adding or reducing the amount of the HDAC3 enzyme, changing its activity, you can thereby change the work of many genes. (Changing gene activity through histones is one way of epigenetic regulation.)

It depends on bacteria whether the HDAC3 enzyme will bind to histones on certain genes, and whether these genes will be available at certain times of the day to read the information recorded in them. That is, bacteria created a daily rhythm in the activity of intestinal genes, acting through the epigenetic mechanism of regulation, through histones. At the same time, the same HDAC3 depended on the work of the mouse clock gene, in other words, the daily rhythm of the intestine depended both on its own biological clock mechanism and on bacteria (which, probably, was to be expected).

It is likely that the HDAC3 enzyme helped the histones to unpack and repack the genes that control the digestion and breakdown of nutrients in a timely manner. However, one such gene that HDAC3 acts directly on is the Cd36 gene, which helps absorb lipids. The HDAC3 enzyme itself, without the help of histones, binds to the Cd36 gene and activates it. It can be assumed that if HDAC3 falls out of the rhythm, this can lead to obesity - due to the activity of Cd36, fats will begin to be absorbed too much and not on schedule.
