Introduction

This industry standard instruction has been developed taking into account the requirements of legislative and other regulatory legal acts containing state labor protection requirements specified in the "General safety requirements" section of this document, and other regulatory legal acts of the Russian Federation containing state regulatory labor protection requirements and is intended for machinists rotary excavators when carrying out work in accordance with their profession and qualifications (hereinafter referred to as machinists).

General safety requirements

1. Men at least 18 years of age who have undergone appropriate training and have professional skills before being allowed to work independently must undergo:

  • mandatory preliminary (when applying for a job) and periodic (during employment) medical examinations (examinations) for recognition as fit for work in the manner established by the Ministry of Health of Russia;
  • training in safe methods and techniques for performing work, briefing on labor protection, internships at the workplace and testing knowledge of labor protection requirements.

2. Drivers are obliged to comply with labor safety requirements to ensure protection from the impact of hazardous and harmful production factors related to the nature of work:

  • noise;
  • vibration;
  • increased content of dust and harmful substances in the air of the working area;
  • moving machines, mechanisms and their parts;
  • collapsing rocks.

3. To protect against general industrial pollution and mechanical impacts, drivers are required to use cotton semi-overalls provided by employers free of charge, combined mittens, suits with insulating padding and felt boots for the winter period.

Drivers must wear safety helmets when on site.

4. Being on the territory of the construction (production) site, in production and amenity premises, work sites and workplaces, drivers are required to comply with the internal labor regulations adopted in this organization.

Admission of unauthorized persons, as well as employees in a state of intoxication to these places is prohibited.

5. In the course of daily activities, drivers must:

  • apply during the operation of the machine for its intended purpose, in accordance with the instructions of the manufacturers;
  • maintain the machine in a technically sound condition, preventing operation with malfunctions in which operation is prohibited;
  • be careful during work and avoid violations of labor safety requirements.

6. Drivers are obliged to immediately notify their immediate or superior supervisor of any situation that threatens the life and health of people, about each accident that occurred at work, or about the deterioration of their health, including the appearance of an acute occupational disease (poisoning).

Safety requirements before starting work

7. Before starting work, drivers must:

  • put on overalls, special footwear of the established sample;
  • present to the work manager a certificate of knowledge of safe work methods and receive a task, taking into account labor safety, based on the specifics of the work performed.

8. After receiving the task to perform the work, the drivers must:

a) inspect with the work manager the location of underground structures and communications, which must be marked with flags or poles, and check the compliance of the route with safety requirements (slope, soil subsidence, boulders, trees, etc.).

b) perform daily maintenance in accordance with the operating instructions for the excavator;

c) warn about the start of the engine to workers servicing the machine or located in the area of ​​​​its work, and make sure that the gear lever is in the neutral position;

d) start the engine (if there are devices that turn off the transmission and exclude the reverse motion of the rotating elements, - outside the cab);

e) after starting the engine, check the operation of the clutch at idle.

9. The driver must not start work in case of the following violations of safety requirements:

a) malfunctions of the mechanisms, hydraulic system of the excavator, as well as the presence of defects in metal structures, in which, according to the instructions of the manufacturer, its operation is prohibited;

b) non-compliance of the conditions and place of work of the excavator with safety requirements;

c) presence of unauthorized people in the danger zone of the excavator;

d) the absence of a work permit when working near communications or power lines.

Detected violations of safety requirements must be eliminated on their own, and if it is impossible to do this, the driver is obliged to report them to the person responsible for maintaining the excavator in good condition and to the work manager.

Safety requirements during work

10. Before turning on the working body and the movement of the excavator, the driver must make sure that there are no foreign objects on the rotor and other open rotating parts of the excavator, a free path for the movement of the excavator.

11. Installation and movement of the excavator near excavations (pits, trenches, etc.) should be carried out outside the prism of soil collapse. If there is a danger of soil collapse, the driver should immediately take the excavator to a safe place.

12. During breaks in work or during maintenance of the machine, the working body must be removed from the trench, and then the excavator should be taken away from its edge at a distance of at least 2 m, after which the working body should be lowered to the ground.

13. If it is necessary to clean the rotor, the driver must lower it to the ground and turn off the engine.

14. It is allowed to perform work near underground utilities, as well as in the security zone of an overhead power line, if there is a written permission from the owner of the power line, a work permit that determines safe working conditions, and under the supervision of the work manager.

15. When moving the machine within the construction site or over short distances on its own, the driver must:

a) when starting the car from a place and at each maneuver, make sure that the movement is safe, that there are no people and obstacles on the way;

b) move along longitudinal slopes not exceeding the maximum value specified in the vehicle passport (transverse slope should not be more than 7 °);

c) to cross a bridge, pipeline, embankment or railway tracks, pre-arrange a flooring of sleepers or beams.

16. When driving an excavator under its own power, the driver must comply with the rules of the road.

17. When transporting an excavator from one object to another on a trailer or platform, the presence of the driver in the excavator cab is not allowed.

18. The excavator driver is prohibited from:

a) transfer control to persons who do not have the right to do so;

b) leave the excavator with the engine running;

c) transport unauthorized persons in the cab of the excavator;

d) be under the excavator when the engine is running or under a raised working body that is not installed on safety stands.

If it is necessary to leave the excavator cab, the driver must put the gear lever in neutral and brake the machine.

19. When servicing the excavator, the driver must stop the engine and relieve pressure in the hydraulic system.

20. While refueling the excavator, the flammable driver and other persons who are near the excavator are prohibited from smoking and using fire.

21. When performing work in winter, work on warming up the soil should be carried out no closer than 15 m from the excavator.

Safety requirements in emergency situations

22. If electrical cables, pipelines, explosive or other unknown objects not specified by the manager are found at the work site, the work of the excavator should be immediately stopped and the work manager should be informed.

23. When working on slopes, the driver should not:

a) make sharp turns of the car;

b) rotate the machine with a buried working body;

c) move the car across the slopes, the angle of which exceeds that specified in the car's passport.

24. In case of subsidence or collapse of the soil, the driver should stop work, drive away from this place to a safe distance and report the incident to the work manager.

Safety requirements at the end of work

25. At the end of the work, the driver must:

a) park the excavator;

b) lower the rotor to the ground;

c) turn off the engine;

d) lock the cab;

e) inform the work manager and the person responsible for maintaining the excavator in good condition about all the problems that have arisen during work.
