Safe Operation

1. General requirements for labor protection

1.1. Persons at least 18 years of age who have passed a medical examination, are fit for health reasons, have been trained in safe working methods, have passed an examination of knowledge of labor safety requirements, have an electrical safety group of at least III and have appropriate professional training in accordance with tariff-qualification guide,

1.2. Work on the adjustment of automation and telemechanics of the RRL, as a rule, is carried out without removing the voltage away from or near the current-carrying parts that are energized. A list of works carried out without removing the voltage away from or near the outflow-carrying parts under voltage must be drawn up at each enterprise by its chief engineer and agreed with the elected trade union bodies.

1.3. Work on the adjustment of automation and telemechanics of the RRL may be related to work performed by order.

1.4. Employees who carry out adjustment work on RRL equipment are required to comply with and comply with the internal regulations established at the enterprise, i.e., observe the start and end times of work, breaks during the working day for rest and meals.

1.5. Work on the adjustment of automation and telemechanics of the RRL can be carried out by personnel performing operational and technical maintenance of the RRS, personnel of the emergency and preventive service or seconded.

1.6. In the premises where the RPC equipment is located, the following dangerous and harmful production factors are typical and present:

  • dangerous voltage levels in electrical circuits, the closure of which can occur through the human body;
  • increased level of electromagnetic radiation of very high (VHF) or ultra-high (UHF) frequencies;
  • increased noise level in the workplace;
  • increased air temperature in the workplace;
  • other factors determined by the geographical location of the RRS (desert, tundra, regions of the Far North, high mountains, etc.), its design (ordinary room, container version, recessed or located in a cabin on a tower, etc.).

1.7. Employees who carry out work on the adjustment of automation and telemechanics of the RRL must be provided with special clothing, special footwear and other personal protective equipment in accordance with applicable regulations and are responsible for their correct application, use and safety.

1.8. Each employee must study the fire and explosion safety requirements, comply with them and be able to use the primary fire extinguishing equipment available in the hardware.

1.9. Each employee should be aware of the need to notify the RRS shift supervisor, his/her immediate supervisor about cases of injury to employees, about accidents and malfunctions of equipment, devices, etc., emergencies and situations.

1.10. For violation of the requirements of labor protection instructions, employees of enterprises are subject to disciplinary, administrative, and, in appropriate cases, material and criminal liability in the manner prescribed by current legislation.

2. Labor protection requirements before starting work

2.1. Prior to the start of work on the adjustment of RRL automation and telemechanics, it is necessary to obtain permission or an order from the RRL junction or terminal station. At the same time, the scope, start and end times of work must be precisely determined, and all persons responsible for the production of work must be appointed. Reception of equipment for setting up automation and telemechanics of the RRL is recorded in the journal of the shift supervisor.

2.2. The admission of the brigade is made after checking the implementation of technical measures in the amount corresponding to work without stress relief, and is carried out by the shift supervisor and is recorded in the operational log signed by the shift supervisor and the foreman.

2.3. When preparing a workplace for a team that adjusts RRL automation and telemechanics, the shift supervisor must hang warning and prescriptive posters, protect workplaces and live parts remaining energized if necessary.

2.4. Before admission, the shift supervisor must:

  • check the composition of the brigade, the adequacy of the qualifications of its members;
  • instruct the team, indicate a specific place of work;
  • hand over the workplace to the manufacturer of works.

2.5. The workplace must be equipped with the necessary set of instruments, connecting wires, cables and devices for checking and setting racks (panels, blocks) of automation and telemechanics (control, redundancy), a convenient and safe working tool with insulating handles.

3. Labor protection requirements during work

3.1. From the moment the brigade is admitted to work, constant supervision of it is assigned to the work foreman.

3.2. Each employee is allowed to perform only the work assigned by the immediate supervisor.

3.3. Work on the adjustment of automation and telemechanics of the RRL must be carried out in overalls (dressing gown, overalls) with sleeves lowered and buttoned at the hands.

3.4. When setting up new equipment, work can only be started after receiving appropriate instructions from the manager on safe methods of its implementation.

3.5. When setting up the equipment, measuring instruments should be located so as not to obstruct access to the measured equipment.

3.6. Measuring circuits should be assembled with the voltage removed.

3.7. When building block equipment, it is allowed to remove units, attach them with extension hoses and connect portable measuring instruments to units only when the supply voltage is off, with the exception of units powered by voltage not higher than 42 V. Extension hoses must have pin and socket connectors, made in such a way that so that after their connection there is no possibility of touching open current-carrying parts.

3.8. When measuring the operating mode of the equipment or when taking readings from instruments, the possibility of personnel touching parts under voltage should be excluded.

3.9. Cases of all control and measuring instruments, assemblies, blocks of equipment being adjusted, metal cable armor must be connected to the ground electrode system or to the ground line. Grounding of all devices, grounding conductors must be placed so as to prevent accidental contact with them during operation.

3.10. Separate grounding is not required if the control and measuring equipment is connected to the mains using a flexible wire with a separate grounding (zeroing) conductor in a common sheath and a plug with a grounding contact.

3.11. To connect instruments and equipment to the electrical network at the workplace, an electrical panel that meets safety requirements must be installed in a convenient and safe place for work.

3.12. The power supply of measuring instruments and the measured equipment must be carried out separately.

3.13. To connect measuring instrument units to the mains, connecting wires and cables with serviceable transition elements (plugs, connectors, terminals, etc.) must be used. The connecting wires must be designed for the measured voltage and current, reliably insulated and protected from insulation damage, especially at the points of entry into the instrument case, connection to the terminals and connection with probes.

3.14. All current-carrying parts of the devices must be reliably protected and inaccessible for touching them.

3.15. In case of insufficient lighting in the workplace, local lighting fixtures are used. Table lamps must have movable opaque reflectors. To illuminate workplaces, luminaires with a metal case and a sliding arm can be used. If such luminaires are located near grounded structures, the luminaire housings and brackets must be grounded or the voltage of the luminaires must not exceed 42 V.

3.16. When working with the voltage turned on, it is allowed to work on the switched on equipment with only one hand, avoiding touching with the other hand (and open parts of the body) parts of the equipment, chassis, metal cases, as well as measuring instruments in metal cases.

3.17. It is allowed to measure voltage up to 1000 V on the equipment turned on by touching the high-voltage probe or voltage divider included in the kit of the measuring device with the point whose potential needs to be set. During such measurements, the safety measures provided for in the operating instructions for the measuring device must be taken.

3.18. If necessary, leave the workplace equipment and measuring instruments should be turned off.

3.19. When making measurements on removable blocks, they must be placed on a specially equipped desktop (trolley). The working table (trolley) must be mechanically strong, the metal frame must be covered with a non-conductive material, the legs of the working table must be pressed with rubber, the cart wheels must have rubber tires. Floors of work tables must be made of non-conductive material.

4. Labor protection requirements in emergency situations

4.1. In the event of malfunctions of equipment, tools, injury, the employee is obliged, depending on the specific case, to stop the work performed, inform the manager about the malfunctions that have arisen, and take measures to eliminate them.

4.2. In the event of an accident with a workmate, the employee must be able to provide him with first (pre-medical) aid, call a doctor if necessary.

4.3. In case of injury, inform the management, consult a doctor.

5. Labor protection requirements at the end of work

5.1. Disconnect all power supply devices, measuring equipment from the PPC equipment being measured, disassemble the measuring circuit. Turn off, if used during measurements, an electric soldering iron, a portable electric lamp and other auxiliary devices. Remember that the protective earth wires are disconnected last.

5.2. Put the workplace in order, check the availability and compliance of tools, fixtures, materials, keys to the premises, protective equipment, make sure that nothing is left in the equipment where the measurements were taken, check whether the fences and equipment sheathing have been put in place.

5.3. Place devices, tools, protective devices in the places designated for their storage.

5.4. Notify management of any deficiencies found during work.

5.5. Remove and store in the designated storage area overalls and personal protective equipment.

5.6. After completion of work, the foreman must hand over the equipment to the head (senior duty officer) of the shift. The delivery of the RRS equipment, on which the measurements were taken, is recorded in the operational journal of the shift supervisor.

Drone - helium balloon 20.11.2021

Despite the ease of use, multicopter drones make quite a lot of noise during operation, consume a lot of energy, and besides, they are potentially dangerous due to rotating blades. An alternative was presented by the Japanese company NTT Docomo, releasing a balloon-like drone that moves extremely quietly.

Classic drones with spinning blades pose some threat to humans, animals, and even other drones. Many of them use sensors and sophisticated algorithms for avoiding obstacles, some manufacturers create special casings to protect against the consequences of collisions and other solutions to maintain functionality even after an incident.

Docomo's idea is much simpler - get rid of the blades completely. The new drone is essentially a balloon filled with helium. The bottom-mounted camera allows you to take photos and videos, and the drone also has a multi-colored LED backlight that can be turned on as needed.

The main advantage of the novelty is that it practically does not make sounds in flight. In addition, there is no need to constantly maintain the device in the air due to the use of an inflatable ball in the design, which ensures a long time of autonomous flight.

An exclusive component of the Docomo drone is its propulsion system. Miniature ultrasonic modules are mounted on a lightweight frame, generating microvibrations in the air - they allow the drone to move in any direction.

Balloon drones have been around for quite some time, but some still use propellers and others are balloon-kite hybrids designed to operate at high altitudes.
