Public control over observance of the rights and legitimate interests of employees in the field of labor protection is carried out trade unions and other representative bodies authorized by employees, which have the right to create their own inspections for this purpose, as well as to elect authorized (trusted) persons for labor protection for labor protection of trade unions and other representative bodies authorized by employees. The basic rights of trade unions in the field of labor protection are enshrined in Art. 20 of the Federal Law of January 12, 1996 No. 10-FZ "On trade unions, their rights and guarantees of activity."

Trade unions, as a body exercising public control over compliance with labor protection legislation, have the right to: conduct an independent examination of working conditions and ensure the safety of employees of the organization; take part in the investigation of accidents at work and occupational diseases; receive information from managers and other officials of organizations about working conditions and labor protection, as well as about all accidents at work and occupational diseases; make demands to suspend work in cases of a threat to the life and health of employees; send employers mandatory submissions on the elimination of identified violations of labor protection requirements; to check the conditions and labor protection, fulfillment of the obligations of the employer on labor protection, provided for by collective agreements and agreements; apply to the relevant authorities with a demand to bring to justice those responsible for violating labor protection requirements, concealing the facts of accidents at work.

The current Labor Code of the Russian Federation (Articles 370-378) clearly defines the role of trade unions in protecting the rights of workers. Trade unions have the right to monitor compliance by the employer with labor legislation and other acts containing labor law norms. In order to exercise control over the observance of labor law norms, all-Russian trade unions and their associations may create legal and technical labor inspectorates of trade unions, the powers of which are established by regulations approved by all-Russian trade unions and associations.

Interregional as well as territorial associations (associations) of organizations of trade unions may create legal and technical labor inspectorates of trade unions, which operate on the basis of the regulations adopted by them in accordance with the model regulations of the all-Russian association of trade unions.
