According to the UN, the annual damage caused to the world economy by man-made disasters and accidents reaches about 200 billion dollars. In Russia, the total annual material damage from accidents, including the cost of eliminating accidents, exceeds 40 billion rubles. Huge not only economic losses from injuries in accidents, but also its social significance.

Substantial sums are required to eliminate accidents. In order for an enterprise to always have a reserve of financial resources in case of an accident, Russian legislation provides for liability insurance for causing harm to life, health or property of other persons and the environment in the event of an accident at a hazardous production facility (Article 15 of the Federal Law "On Industrial Safety of Hazardous Production objects").

Liability insurance for causing harm to third parties in the event of an accident at a hazardous production facility, naturally fitting into the market structure of the modern economic system of the country, provides compensation for damage from accidents, regardless of the financial position of the organization causing harm.

For the population (or third parties injured as a result of an accident), such insurance is a guarantee of the rights to receive compensation for damage to life, health and property, including indirect compensation for environmental damage from an accident. At the same time, third (other) persons should be understood not only as the population, but also as supervisors, freight forwarders, and repairmen who were at the enterprise and suffered from the accident.

The procedure for the implementation of this type of insurance is regulated by the "Rules of Insurance (Standard) Civil Liability of Organizations Operating Hazardous Production Facilities for Causing Harm to Life, Health or Property of Other Persons and the Environment as a Result of Accidents at a Hazardous Production Facility".

All accidents must be investigated without fail. Only then can one prepare for them, only then can they be foreseen, only then can one properly organize their liquidation and thereby minimize losses.

The fundamental document for the investigation of accidents is RD 03-293-99 ("Regulations on the procedure for the technical investigation of the causes of accidents at hazardous production facilities", approved by the Resolution of the Gosgortekhnadzor of Russia dated June 8, 1999 No. 40).
