I. General Provisions

  1. The Deputy Director for Quality organizes and controls the work of the company's divisions aimed at:
  • preventing the release of products that do not meet the requirements of technical documentation, delivery terms and contracts;
  • product quality planning in accordance with the requirements of regulatory documents;
  • conducting internal checks (audits) for compliance with the QMS requirements and Ukrainian standards;
  • continuous improvement of the QMS of the enterprise.
  1. The Deputy Director for Quality reports to and works under the direct supervision of the General Director.
  2. Appointment to the position and dismissal from it is carried out by order of the General Director.
  3. The Deputy Director for Quality in his work is guided by:
  • current legislation of Ukraine;
  • documents of the enterprise management bodies;
  • current regulatory and technological documents;
  • internal labor regulations;
  • this Job Description;
  • written orders of the CEO.
  1. An employee with a higher technical education and education in the field of quality systems in accordance with the requirements of international standards ISO 9000 is appointed to the position of Deputy Director for Quality.
  2. The Deputy Director for Quality has an irregular working day.
  3. The Deputy Director for Quality should know:
  • legislative and regulatory legal acts, methodological materials on product quality management;
  • requirements of ISO 9000 series standards for the enterprise quality management system;
  • systems, methods and means of product quality control;
  • systems, methods and means of technical control;
  • production technology of the enterprise;
  • standards and technical conditions in force at the enterprise;
  • procedure for certification of products;
  • the procedure for submitting and considering complaints about the quality of raw materials, materials, semi-finished products, components and finished products;
  • rules for testing and acceptance of products;
  • organization of accounting, procedure and deadlines for reporting on product quality and QMS performance;
  • fundamentals of economics, organization of production, labor and management;
  • fundamentals of labor legislation;
  • rules and norms of labor protection in force at the enterprise.
  1. The Deputy Director for Quality must know and comply with the internal labor regulations of the enterprise, safety instructions, labor protection, fire safety and electrical safety.

II. Official duties

  1. Prevention of the release of products that do not meet the requirements of regulatory and technical documentation, approved samples (standards), delivery terms and contracts.
  2. Planning the quality of manufactured products by forming requirements for product quality at the stages of marketing research, development of specifications, production.
  3. Determination, together with technologists, of ways to improve product quality, including quality improvement programs, participation in the development of methods and methods for assessing reliability and testing products.
  4. Preparation and conduct of all types of tests of mastered and manufactured products.
  5. Organization of incoming control of materials and components, conducting claims work in cases of non-compliance.
  6. Analysis of failures and complaints, development of recommendations and participation in the development of measures to eliminate the causes of nonconformities.
  7. Metrological support of measuring instruments for production, control and testing of products.
  8. As part of the quality management system, Deputy quality director:
  • is responsible for ensuring that all processes required for the quality management system are established, implemented and maintained;
  • reports regularly to top management on the performance of the quality management system and any need for improvement;
  • responsible for spreading awareness of customer requirements throughout the organization;
  • plans and conducts an internal audit of the company's divisions;
  • controls the implementation of corrective and preventive actions in the QMS;
  • plans and conducts company quality days and participates in quality days in departments.
  1. Organization of certification of the company's products.
  2. Deputy Director for Quality:
  • organizes work on quality control of products, ensures compliance with the requirements of international standards of the ISO 9000 series, GOSTs, TUs and the requirements of the Consumer;
  • organizes the development of measures to improve the quality of products, ensure their compliance with the requirements put forward;
  • leads the work on the analysis of complaints, the study of the causes of defects and violations of production technology, the deterioration of the quality of work, the release of defects, and products of lower grades, the development of proposals for their elimination, as well as monitoring the implementation of the necessary measures to increase the responsibility of all departments of the enterprise for the production of products , corresponding to the established requirements;
  • represents the interests of the enterprise in the field of quality in relations with consumers and suppliers;
  • participates in the work on determining the range of measured parameters in the technological process, in the choice of measuring instruments, monitors compliance with regulatory requirements when any product parameter changes.

III. Rights

The Deputy Director for Quality has the right to:

  1. Act on behalf of the Administration in relations with other organizations, represent the interests of the enterprise in relation to other organizations on issues of management and product quality control.
  2. Request and receive necessary information from heads of departments and specialists.
  3. To check the activities of the structural divisions of the enterprise for compliance with the requirements of standards and technical specifications for the production of products of the requirements of the QMS.
  4. Interact with the heads of all structural divisions on management and quality control issues.
  5. Issue instructions on matters within its competence.
  6. Independently conduct correspondence with other organizations on issues within its competence.
  7. Make proposals for improving the QMS, for improving the functions and work in which he participates.
  8. Be a member of working groups for the preparation and implementation of specific projects, participate in the development of collegial decisions aimed at achieving the company's goals in the field of quality.

IV. A responsibility

The Deputy Director for Quality is responsible for:

  1. For improper performance or non-performance of their official duties provided for by this Job Description within the limits determined by the labor legislation of Ukraine.
  2. For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal, and civil legislation of Ukraine.
  3. For causing material damage - within the limits determined by the current labor and civil legislation of Ukraine.
  4. For disclosure of confidential information on activities.

V. Relationships

The Deputy Director for Quality in his activities interacts with:

  1. with the general director of the enterprise (when providing monthly certificates on the quality of products and the effectiveness of the QMS, measures taken and proposals aimed at improving the quality of products);
  2. with the Commercial Department (when resolving issues related to the purchase of high-quality raw materials, materials, components, claims and reclamations of the Consumer regarding product quality);
  3. with QCD (when resolving all emerging issues on the quality of products, the functioning of the quality management system and measures based on the results of internal audit);
  4. with Production (when resolving issues related to the quality of the presented products, fulfilling the requirements of technical documentation in the manufacture of products);
  5. with OGM (when solving issues related to the quality of planned and ongoing maintenance of equipment, analysis and proposals in case of its breakdowns);
  6. with the OGE (on issues of ensuring the production of energy products in accordance with regulatory documentation).
