I. General Provisions

  1. The Chief Economist belongs to the category "Managers".
  2. Appointment to the position of chief economist and dismissal from it is carried out by order of the head of the enterprise in compliance with the requirements of the Labor Code of Ukraine and the current labor legislation.
  3. The Chief Economist reports directly to the head of the enterprise.
  4. Qualification requirements: complete higher education in the relevant field of study (master, specialist). Postgraduate education in management. Experience in economic work in the professions of lower-level managers: for a master's degree - at least 2 years, for a specialist - at least 3 years.

II. The chief economist must know

  1. Laws, resolutions, decrees, orders, decisions, other regulatory legal acts of state authorities and local self-government governing the operation of the enterprise.
  2. Guiding, methodical and normative materials on the organization of economic work at enterprises.
  3. Profile, specialization and features of the structure of the enterprise.
  4. Prospects for the technical and economic development of the region.
  5. The production capacity of the enterprise.
  6. Fundamentals of production technology.
  7. The procedure for the development and approval of programs and plans for production and economic activities.
  8. Economic methods of management and enterprise management.
  9. Organization, forms and methods of planned work at the enterprise.
  10. The procedure for calculating the economic efficiency from the introduction of new types of products, equipment, technology, rationalization proposals and inventions.
  11. The procedure for developing standards for material, labor and financial costs.
  12. The procedure for concluding and executing business contracts.
  13. Domestic and world achievements of science and technology in the relevant industry and the experience of advanced enterprises in organizing and improving economic work.
  14. Economics, organization of production, labor and management.
  15. The current economic legislation.
  16. Fundamentals of labor legislation.
  17. Rules and norms of labor protection.

II. Official duties

Head economist:

  1. Manages the scientific, economic and organizational and economic support of the enterprise.
  2. Develops and organizes the implementation of measures to increase productivity, efficiency and profitability of production, product quality, reduce costs, ensure growth in labor productivity, achieve effective results in terms of rationalizing the costs of material, labor and financial resources.
  3. Coordinates the activities of the economic divisions of the enterprise in drawing up long-term plans for work in a competitive environment in accordance with the concluded economic contracts, developing current plans with the necessary justifications and calculations, organizational and technical measures to improve the economic mechanism, economic activity, identifying and using production reserves.
  4. It helps to increase the validity of economic calculations, the establishment of targets based on progressive technical and economic standards for material and labor costs, taking into account the achievements of science and technology, the organization of production and labor.
  5. Carries out work to improve the planning of economic indicators of the activities of the enterprise's divisions, achieve a high level of their validity, create and improve the regulatory framework for planning, consumption rates for inventory items, working capital and the use of production capacities.
  6. Organizes the development of methodological materials on the technical and economic planning of the work of the production units of the enterprise, calculations of the economic efficiency of capital investments, the need to introduce rationalization proposals and inventions, new equipment and technology.
  7. Carries out methodological guidance and organization of work on the introduction, improvement and enhancement of the role of economic management methods, expanding the scope of on-farm accounting.
  8. Ensures strict observance of the mode of saving material, labor and financial resources in all areas of the enterprise's economic activity.
  9. Participates in work to improve the organization of production, prepares proposals aimed at increasing labor productivity and production efficiency, strengthening the economic independence of the enterprise and the economic responsibility of employees.
  10. Organizes the development of rational forms of primary planning, accounting and reporting documentation used at the enterprise, and also participates in the introduction of automated control systems and computer technology for economic calculations in the field of planning, accounting and analysis of economic activity.
  11. Organizes a comprehensive economic analysis and assessment of the consequences of the production and economic activities of the enterprise and its divisions, the development of measures for the use of on-farm reserves, certification and rationalization of jobs.
  12. Manages economic research conducted at the enterprise, concludes agreements on creative cooperation with scientific research institutions and higher educational institutions, organizes the development of methods for the economic evaluation of measures aimed at developing technology, improving the organization of production, as well as proposals for the practical use of the results of scientific research in branches of the economy.
  13. Carries out measures to introduce the achievements of economic science into practice.
  14. Promotes the development of social economic work at the enterprise, provides methodological assistance to creative public associations of workers who carry out economic analysis and search for production reserves, involves them in solving issues related to the development of the enterprise's economy.
  15. Organizes economic calculations and analysis of the effectiveness of the introduction of new equipment and technology, as well as new types of products during their creation and development.
  16. Leads the comparative analysis of performance indicators of the enterprise and other enterprises, the introduction of advanced experience in economic work.
  17. Participates in the development and implementation of measures to improve the economic performance of the enterprise (in terms of production, increase labor productivity, reduce production costs, increase profits, etc.), in the implementation of progressive forms and methods of economic work.
  18. Supervises work to improve the level of economic knowledge of employees.
  19. Controls the timeliness of submission of reports on the results of economic activity to the relevant authorities.
  20. Manages the structural divisions of the enterprise that perform economic work, promotes the implementation of cost-effective solutions for production management.

III. Rights

The Chief Economist has the right to:

  1. Represent the interests of the enterprise in relations with structural divisions of the enterprise and other organizations.
  2. Check the activities of the structural divisions of the enterprise.
  3. Within the scope of its competence, sign and endorse documents.
  4. Submit proposals for improvement of the work related to the provisions of this instruction for consideration by the management.
  5. Make proposals to the head of the enterprise on bringing officials to material and disciplinary liability based on the results of inspections.
  6. Within its competence, report to the head of all identified shortcomings in the activities of the enterprise and make proposals for their elimination.
  7. Demand and receive from the heads of departments and specialists information and documents necessary for the performance of his duties.
  8. Involve specialists from all structural divisions in the performance of tasks assigned to him.

IV. A responsibility

The Chief Economist is responsible

  1. For improper performance or non-performance of their official duties provided for by this Job Description - to the extent determined by the current legislation of Ukraine.
  2. For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of Ukraine.
  3. For causing material damage - within the limits determined by the current labor legislation on labor of Ukraine.
