I. General Provisions

  1. An experienced surgeon who has a specialist certificate, the highest or first qualification category, work experience as the head of the department and has organizational skills is appointed to the position of deputy chief physician of the hospital for surgery.
  2. Appointed and dismissed by the chief physician of the hospital in accordance with applicable law.
  3. Directly reports to the head physician of the hospital.
  4. Manages the organization of medical care in the hospital, usually through the heads of the relevant departments and the chief nurse.
  5. Its activities are guided by:
  • current legislation;
  • the charter of the hospital;
  • resolutions, decisions, orders and instructions of higher health authorities on the section of work being performed;
  • orders and orders of the head physician of the hospital;
  • this instruction.
  1. The orders of the Deputy Chief Physician for Surgery are binding on the heads of surgical departments, including the department of anesthesiology and resuscitation, the endoscopic department, the blood transfusion service, the sterilization and disinfection service.

II. Official duties

  1. Directly supervises the activities of the heads of departments of the hospital services assigned to him.
  2. Carries out systematic control over the quality of examination, treatment and care of surgical patients by:
  • scheduled rounds of departments with subsequent discussion of the results of the check;
  • systematic analysis of qualitative indicators of the activities of departments;
  • evaluation of the effectiveness of ongoing therapeutic and preventive measures, as well as a systematic study of discrepancies between hospital diagnoses and polyclinic and pathological anatomical ones;
  • continuous verification of case histories and other medical records regarding the quality of their maintenance, the correctness and timeliness of the implementation of medical prescriptions and the methods of treatment used.
  1. Organizes and controls the work of the operating block.
  2. Supervises the preparation and implementation of work plans for the departments of the surgical cycle.
  3. Organizes and ensures the holding of scientific-practical and clinical-anatomical conferences, clinical-expert commission (surgical section).
  4. Organizes consultations and heads the councils of medical specialists of the hospital and invites consultants from other medical institutions, organizes the transfer of surgical patients, if necessary, to other health facilities.
  5. Coordinates work schedules (including duty schedules) of department heads and attending physicians in the hospital, including on weekends and holidays.
  6. Develops and implements activities aimed at:
  • on the timely and widespread introduction into practice of new methods of examination and treatment of patients, the principles of a medical and protective regimen;
  • increase in immediate and long-term results of treatment;
  • reduction of postoperative mortality and postoperative complications;
  • rational application and use in the treatment of patients with modern medications and modern methods of surgical treatment;
  • ensuring a strict and sustainable sanitary and epidemiological regime in the hospital units assigned to it and preventing nosocomial infections.
  1. Controls the expedient and full use of the bed fund in surgical departments.
  2. Coordinates applications of surgical departments for the purchase of new and replacement of obsolete equipment.
  3. Develops a long-term plan for advanced training of surgical doctors and monitors its implementation.
  4. Organizes and leads the preparation of methodological materials for the examination and treatment of surgical patients.
  5. Systematically improves professional qualifications, both in the field of clinical disciplines and in healthcare organization.
  6. Conducts reception of visitors and employees of the hospital on the days and hours established for this.
  7. In the absence of the chief physician, he certifies with his signature the will of the patient at his request.
  8. Brings to the attention of employees in the part that concerns them, orders, instructions, instructions, etc. of higher bodies and officials.

III. Rights

The Deputy Chief Physician of the hospital for surgery has the right to:

  1. Give orders on the organization of the work of subordinate departments of the hospital.
  2. Give orders and instructions to subordinate employees in accordance with their level of competence and qualifications and monitor their implementation.
  3. Manage admissions and discharges of patients.
  4. Participate in meetings held in the hospital, which discuss issues related to his competence.
  5. Receive the information necessary to carry out their duties.
  6. Make decisions within their competence.
  7. Make changes and additions to the duties of employees of directly subordinate units in agreement with the trade union committee in accordance with applicable law.
  8. In cases related to the need for operational management, give direct orders to the hospital staff, bypassing their immediate supervisors, but informing the latter to check their execution of the orders given.
  9. To carry out the selection of candidates for the position of heads of departments and services of the hospital directly subordinate to him.
  10. Make proposals to the chief physician on the improvement of the organization of surgical care in the hospital.
  11. Make proposals to the chief physician of the hospital on the promotion and imposition of penalties on employees subordinate to him.
  12. Cancel the orders of the heads of subdivisions subordinate to him if they cannot be fulfilled or contradict the instructions of higher bodies and officials.
  13. To improve professional knowledge in the system of institutions (organizations) providing postgraduate training of doctors.
  14. Work in the specialty within the working hours for the main position up to 0,25 of the doctor's rate in agreement with the head physician of the hospital.

IV. A responsibility

The Deputy Chief Physician of the hospital for surgery is responsible for:

  1. the quality of surgical care provided in the hospital;
  2. failure to fulfill the obligations stipulated by this instruction and the internal labor regulations;
  3. inaction and failure to make decisions within the scope of its competence.

A paper battery is activated by a couple of drops of water. 06.08.2022

A team of Swiss scientists has developed an environmentally friendly and fully biodegradable low-power battery for wearable electronics and sensors. The battery starts working after applying a couple of drops of water to its surface.

A prototype of a pair of such elements powered an electronic clock for more than an hour. It is expected that such elements will minimize the environmental damage caused by the growing flow of smart electronics.

The prototype of the battery is a strip of plain paper coated with common table salt on its surface. A layer of graphite flakes has been added to one side of the paper - this is done using a specially made paint. Thus, the battery receives a cathode. An anode in the form of a layer of a mixture of graphite and zinc is applied to the reverse side of the paper. To start the redox reactions in the battery, which will lead to the generation of electric current, it is enough to put a couple of drops of ordinary water on it.

Water dissolves salt and creates ionic conductivity in the paper layer of the battery. In fact, this is equivalent to pouring electrolyte into a battery. The zinc oxidation reaction begins in the anode, which releases electrons. If a load is connected to the contacts of the battery, the electrons will run along the wires to the cathode, where a reduction reaction will begin with the capture of oxygen from the air. This starts a cycle of redox reactions, generating current as long as there is zinc left in the anode to support the reactions, or until the water dries up.

Researchers at the Swiss Federal Laboratory for Materials Science and Technology (EMPA) conducted a proof-of-concept by fabricating two elements in the proposed way and connecting them in series to increase the voltage. From two drops of water, the element fed the electronic alarm clock for about an hour. A single cell activated 20 seconds after applying water to it and showed a stable voltage of 1,2 V for an hour without load.

When the battery dried out, the scientists added a couple more drops and extended the battery life for another hour or more, although after reactivation, the open circuit voltage was only 0,5 V.
