I. General Provisions

A person who has a higher medical education, a document confirming the title of a specialist doctor and has (does not have) (I, II, highest) qualification category (s) is appointed to the position of a specialist doctor.
Appointment to the position of a medical specialist and dismissal from it is carried out by order of the head of the healthcare institution.
The medical practitioner must know:

Legislation of Ukraine and other normative legal acts on health issues;
methods of providing medicinal and emergency medical care to the population;
theoretical knowledge in the chosen specialty, in organizational, diagnostic, advisory, medical, preventive work;
modern methods of treatment, diagnosis and drug provision of patients;
basics of medical and labor expertise;
ways of interaction with other medical specialists, various services, institutions, organizations, including insurance companies, associations of doctors, etc.;
the fundamentals of the functioning of budget-insurance medicine and the provision of sanitary, preventive and medicinal assistance to the population;
Legislation on labor and labor protection of Ukraine;
rules of internal labor regulations;
rules and norms of labor protection, safety measures, industrial sanitation and fire protection.

The specialist doctor reports directly to the head of the department, the chief doctor, the deputy chief doctor for medical work.
During the absence of a specialist doctor (business trip, vacation, illness, etc.), his duties are performed by a person appointed by order of the head of the institution.

II. Official duties

Medical specialist:

Provides the population with constant, emergency and urgent medical care in their specialty, using modern methods of prevention, diagnosis, treatment and rehabilitation.
Plans and analyzes his work.
Organizes and independently conducts special diagnostic studies and interprets their results.
Prepares medical documentation of the established form in accordance with the requirements of the Ministry of Health of Ukraine.
Conducts examination of the disability of patients.
Provides consultative assistance in the departments of the medical institution.
Complies with the principles of medical ethics and deontology.
Improves your skills.
Supervises the work of paramedical staff.

III. Rights

The medical specialist has the right:

Supervise the work of junior and secondary medical personnel subordinate to him.
Conclude contracts for the provision of medical services within the framework of compulsory and voluntary medical insurance programs with any bodies, enterprises, institutions, insurance companies in the manner prescribed by law.
Make proposals for improving medical and social assistance.
Take part in meetings, scientific and practical conferences on issues of medical and preventive care.
Use medical institutions to improve their skills on the terms of the contract with payment both at the expense of the employer and at their own expense.
To carry out, in accordance with the established procedure, an examination of the quality of medical care provided to the patient by other specialists.

IV. A responsibility

The medical specialist is responsible for:

For improper performance or non-performance of their official duties provided for by this Job Description - within the limits of the current labor legislation of Ukraine.
For illegal actions or omissions that caused damage to the health or death of the patient, other offenses committed in the course of carrying out their activities - within the limits of the current administrative, criminal and civil legislation.
For errors in the conduct of therapeutic measures, which entailed serious consequences for the patient - within the limits of the current administrative, criminal and civil legislation.
