I. General Provisions

  1. This Job Description defines the job duties, rights and responsibilities of a general hygiene doctor.
  2. A person who has a higher medical education and has completed postgraduate training or specialization in the specialty “General Hygiene” is appointed to the position of general hygiene doctor.
  3. The General Hygienist should know:
  • fundamentals of Ukrainian legislation on healthcare;
  • regulatory documents regulating the activities of healthcare institutions, incl. State Sanitary and Epidemiological Supervision; basics of social hygiene and organization of the Sanitary and Epidemiological Service in Ukraine;
  • sanitary legislation, legal framework for the activities of sanitary authorities;
  • principles of planning, forms and methods of work of the sanitary and epidemiological service;
  • organizational and administrative documentation, office work rules;
  • organization of work of laboratories;
  • goals and objectives, forms and methods of hygienic education and the formation of a healthy lifestyle;
  • anatomical, physiological, age and gender characteristics of a developing organism, the causes of pathological processes in the body and the mechanisms of their development;
  • principles of hygienic regulation of chemical, physical and biological factors of the environment, various types of activities and optimally permissible loads;
  • hygienic, physiological, clinical, physical, chemical, statistical, laboratory and instrumental research methods;
  • general laws and criteria of epidemiology, bioecological characteristics of infectious diseases, epidemiology and factors influencing the development of the epidemic process;
  • issues of epidemiological geography;
  • system of anti-epidemic measures;
  • principles of prevention and ways to eliminate infectious diseases;
  • principles of organizing and conducting hygienic and recreational activities;
  • theoretical bases and hygienic principles of the organization of labor activity;
  • hygienic characteristics of the factors of the working environment (noise, dust, lighting, vibration, microclimate);
  • medical aspects of vocational guidance, the methodology for compiling the sanitary characteristics of professions;
  • theoretical foundations of rational nutrition of the population, the nutritional value of the most important foodstuffs, hygiene of the catering department;
  • theoretical foundations, organizational forms and methods of physical education;
  • the main provisions of the design, construction and improvement of settlements (points);
  • the content of the state sanitary supervision over the construction of facilities, its forms and methods;
  • content, organization and methods of current sanitary supervision;
  • issues of organization and activities of the civil defense medical service;
  • fundamentals of health education;
  • rules of internal labor regulations;
  • rules and norms of labor protection, fire protection safety.
  1. In his specialty, a general hygienist should know:
  • content and sections of general hygiene as an independent scientific and practical discipline;
  • tasks, organization, structure, staffing and equipment of the general hygiene service;
  • current legal and instructive and methodological documents in the specialty;
  • documentation rules;
  • the procedure for conducting sanitary and epidemiological examinations;
  • principles of planning activities and reporting of the general hygiene service;
  • methods and procedures for monitoring its activities.
  1. A general hygiene doctor is appointed and dismissed by order of the head of the State Sanitary and Epidemiological Supervision institution in accordance with the current legislation of Ukraine.
  2. The general hygiene doctor is directly subordinate to the head of the department, and in his absence, to the head of the State Sanitary and Epidemiological Supervision institution or his deputy.

II. Official duties

  1. Carries out control over compliance with sanitary rules, hygiene standards, organization and implementation of sanitary and anti-epidemic (preventive) measures.
  2. Identifies the causes and conditions for the occurrence and spread of diseases in the population.
  3. Participates in the development and implementation of targeted programs to ensure sanitary and epidemiological well-being.
  4. Participates in the preparation of proposals for draft programs for the socio-economic development of territories in the field of ensuring sanitary and epidemiological well-being.
  5. Organizes sanitary and epidemiological examinations, investigations, examinations, studies, tests, as well as toxicological, hygienic and other types of assessments.
  6. Organizes work on hygienic education of the population.
  7. Participates in social and hygienic monitoring.
  8. Issues sanitary and epidemiological conclusions in the specialty.
  9. Provides consultative assistance to specialists of other departments in their specialty.
  10. Supervises the work of secondary and junior medical personnel subordinate to him (if any), facilitates the performance of his duties.
  11. Controls the correct operation of instruments, apparatus and equipment, the implementation of safety and labor protection rules by middle and junior medical personnel.
  12. Participates in training sessions to improve the skills of medical personnel.
  13. Plans its work and analyzes the performance of its activities.
  14. Ensures timely and high-quality execution of medical and other documentation in accordance with established rules.
  15. Carries out sanitary-educational work.
  16. Complies with the rules and principles of medical ethics and deontology.
  17. Qualified and timely executes orders, orders and instructions of the management of the institution, as well as legal acts on his professional activities.
  18. Complies with the rules of internal regulations, fire safety and safety, sanitary and epidemiological regime.
  19. Promptly takes measures, including timely informing the management, to eliminate violations of safety, fire and sanitary rules that pose a threat to the activities of the healthcare institution, its employees and visitors.
  20. Systematically improves his skills.

III. Rights

The general hygienist has the right to:

  1. use all the powers established by the law "On the sanitary and epidemiological welfare of the population";
  2. make proposals to the management of the institution on improving state sanitary and epidemiological supervision, issues of organization and conditions of their work;
  3. control the work of subordinate employees (if any), give them orders within the framework of their official duties and demand their precise execution, make proposals to the management of the institution on their encouragement or imposition of penalties;
  4. request, receive and use information materials and legal documents necessary for the performance of their duties;
  5. take part in scientific and practical conferences and meetings, which discuss issues related to its work;
  6. pass certification in accordance with the established procedure with the right to obtain the appropriate qualification category;
  7. improve their qualifications at refresher courses at least once every 5 years.

IV. A responsibility

  1. The General Hygienist is responsible for:
  • timely and high-quality implementation of the duties assigned to him;
  • organization of their work, timely and qualified execution of orders, instructions and instructions of the management, regulatory legal acts on their activities;
  • compliance with internal regulations, fire safety and safety;
  • timely and high-quality execution of medical and other official documentation provided for by the current regulatory documents;
  • providing, in accordance with the established procedure, statistical and other information on its activities;
  • ensuring compliance with executive discipline and performance of their duties by subordinate employees (if any);
  • promptly taking measures, including timely informing management, to eliminate violations of safety regulations, fire safety and other rules that pose a threat to the activities of the state sanitary and epidemiological inspection institution, its employees and visitors.
  1. For violation of labor discipline, legislative and regulatory acts, a general hygiene doctor may be subject to disciplinary, material, administrative and criminal liability in accordance with current legislation, depending on the severity of the offense.

Insect robots with ion-powered engines 01.02.2019

Nature has many interesting inventions that a person is not ashamed to copy and use in everyday life. Millions of years of evolution have created a miracle of everything that surrounds us. A person is trying to bring some of this experience into the world of robotic technology, for example, considering it valuable for creating flying insect robots. As a consequence, dragonfly robots or bee robots appear. However, the difficulty of scaling the flywheels and, as a result, the decrease in controllability makes it necessary to look for other non-natural sources of lift for miniature aircraft.

Scientists from the University of California at Berkeley have proposed using ion propulsion for insect-scale robots. The principle of operation of such ion engines is that positively charged ions (mainly nitrogen) rush from electrodes under a very high voltage to a lattice with an opposite charge. Along the way, the ions involve in the process neutral molecules from the air, which fly through the lattice and create thrust. Such engines are silent and capable of lifting a certain useful weight, but, unfortunately, require significant energy reserves.

A flying prototype of an ion-powered platform was created in the laboratory of the university. The dimensions of the sides of the robot are 2 cm and the weight of the structure is 30 mg. Another 36 mg weighs the power controller of the emitting electrodes. The voltage on the electrodes reaches 2000 V, although the current strength is only 3,5 mA. 7 wires are connected to the experimental platform, through which power and control are carried out. The principle of control is simple - one of the four arrays of electrodes is turned off in the required sequence, after which the tilt and movement in the desired direction occurs.

In the future, scientists plan to improve the platform to complete autonomy of control, with the exception of power. In the foreseeable future, none of them are waiting for the appearance of sufficiently powerful, capacious and miniature autonomous power supplies to be placed directly on the platform. But control can be given to the robot, for which it is planned to create a special controller and equip the robot with optical and other sensors.
