I. General Provisions

  1. The declarant belongs to the category of specialists.
  2. A person with (secondary, higher) professional (technical, economic) education, special training according to an established program (without requirements for work experience; work experience as a specialist of the corresponding level for at least 2 years; declarant for at least 1 year) is appointed to the position of declarant ).
  3. Appointment to the position of a declarant and dismissal from it are made by order of the director of the organization by order of the director of the organization.
  4. The declarant must know:
  • Legislation of Ukraine;
  • instructions, orders, teletype messages, information letters and other guidance materials of higher organizations on the terms of reference;
  • agreement on international transport freight traffic;
  • reporting procedures;
  • tariff guides;
  • commodity nomenclature of foreign economic activity;
  • international rules for concluding sales and purchase agreements, international rules for the interpretation of trade terms;
  • methodology for determining the customs value;
  • diagram of the relevant transport network and main cargo routes;
  • forms of primary documentation for cargo and commercial work;
  • fundamentals of economics, organization of production and labor;
  • fundamentals of labor legislation;
  • rules of internal labor regulations;
  • rules and regulations on labor protection, safety, industrial sanitation and fire safety.
  1. The declarant reports directly to _______.
  2. During the absence of the declarant (illness, vacation, business trip, etc.), his duties are performed by a person appointed by order of the director of the organization. This person acquires the corresponding rights and is responsible for the proper performance of the duties assigned to him.

II. Official duties

Declarant:

  1. Carries out registration of cargo customs declarations of various types for the transportation of goods in international communications.
  2. Checks the correctness, completeness and completeness of transportation and accompanying documents.
  3. Performs calculations of due customs duties and fees, guided by regulations of the Government of Ukraine, orders of the State Customs Committee of Ukraine and other regulatory documents.
  4. Enters information into the established volume into the automated control system or transfers it to the customs department.
  5. Makes copies of documents.
  6. Maintains operational records of production indicators, transportation and accompanying documentation.
  7. Issues certificates and operational information to shippers and consignees on the application of tariffs and customs clearance of transportation and accompanying documents.
  8. Receives fees for services rendered.
  9. Ensures compliance with the rules for receiving and storing money.
  10. Keeps operational records of revenue and draws up reports in the established form on cash and non-cash receipts for the reporting period.
  11. Gives cash in the prescribed manner.
  12. Ensures fire safety in the workplace.
  13. Performs individual official assignments of his immediate supervisor.

III. Rights

The declarant has the right:

  1. Get acquainted with the draft decisions of the management of the organization relating to its activities.
  2. Submit proposals for improvement of the work related to the responsibilities provided for in this instruction for consideration by the management.
  3. Within the limits of his competence, report to his immediate supervisor about all the shortcomings identified in the course of his activities and make proposals for their elimination.
  4. Request personally or on behalf of the management of the organization from the departments of the organization and other specialists information and documents necessary for the performance of their duties.
  5. Involve specialists from all (individual) structural divisions in solving the tasks assigned to him (if this is provided for by the regulations on structural divisions, if not, then with the permission of the head of the organization).
  6. Require the management of the organization to assist in the performance of their duties and rights.

IV. A responsibility

The declarant is responsible for:

  1. improper performance or non-performance of their official duties provided for by this Job Description - within the limits determined by the current labor legislation of Ukraine.
  2. offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of Ukraine.
  3. causing material damage - within the limits determined by the current labor and civil legislation of Ukraine.

A crystal has been created that refracts light better than all substances 02.07.2018

A team of scientists and engineers led by the University of Wisconsin-Madison and the University of Southern California (USA) has created a crystal that has a higher degree of optical anisotropy than all other solids on Earth, especially for infrared light.

To better understand what optical anisotropy is, place a piece of transparent Icelandic spar (a mineral, a type of calcite) over an image, and you will see that the image is doubled. This is due to a phenomenon called double refraction. In this property, optical anisotropy is manifested - the difference in the optical properties of the medium depending on the direction of propagation of light in it, as well as on the polarization of this light. Light waves in the same beam passing through a material with optical anisotropy will be slowed down more or less depending on the polarization - a measure of the direction in which the light waves vibrate. The human eye cannot detect polarization, but the ability to change the vibrational orientation of light is essential for LCD screens, 3D movies, lasers, and filters for camera and video camera lenses. Most devices that change the polarization of light are based on materials with optical anisotropy.

A mineral such as Icelandic spar has a well-pronounced birefringence, however, in a new crystal created by American scientists, this property manifests itself much better. And much better than any other substance on Earth - about 50-100 times, for the infrared range. This impressive ability comes from the unique molecular structure of the crystal, which consists of long chains of atoms arranged in parallel rows. Using advanced computational techniques, the researchers selected a number of necessary atoms, grew them in the lab, and studied them carefully.

The new material has a high potential due to its properties. It can be useful in energy saving photovoltaic cells or light emitting diodes. In the future, the scientists plan to explore other properties of the new crystal, and they are also working on developing strategies for synthesizing the material in large quantities.
