Meaning: Investigator with high moral principles (jokingly-ironic).

Origin: The hero of the novels "about the police" by the Soviet writer Lev Ovalov (real name - Lev Sergeevich Shapovalov) (1905-1997), an insightful, exemplary policeman who invariably emerges victorious from all fights with criminals. It is used ironically, like other similar names that have become common nouns - Pinkerton, Lecoq, Sherlock Holmes.
