Phraseologism: The cook's children.

Meaning: About children from poor, socially unprotected families.

Origin: The primary source is the infamous at one time circular (1887) of the Russian Minister of Education Ivan Davidovich Delyanov (1818-1897). This circular, approved by Emperor Alexander III and given the ironic name "about the cook's children" in society (although they were not mentioned there), instructed the educational authorities to admit only well-to-do children in the gymnasium and progymnasium, that is, "only such children who are under the care of persons who give sufficient assurance that they will be properly supervised at home and that they will be provided with the comforts necessary for their studies." And further in the circular it was explained that "with the strict observance of this rule, gymnasiums and pro-gymnasiums will be freed from the admission of children of coachmen, lackeys, cooks, laundresses, small shopkeepers and similar people, who, with the exception of perhaps gifted with extraordinary abilities, should not be taken out of environment to which they belong" (Rozhdestvensky S. V. Historical sketch of the activities of the Ministry of Education. St. Petersburg, 1909).

Voluntary admission of guilt.

Origin:

From Latin: Regina probationum. In Roman law, this was the name given to the confession of guilt by the defendant himself, which makes all other evidence, evidence and further investigative actions redundant. It is usually used ironically, as a symbol of investigative and judicial practice typical of the era of Stalinist repressions in the USSR, and is usually associated with the name of the Prosecutor General of the USSR Andrei Yanuaryevich Vyshinsky (1883-1954). It is believed that since he provided a theoretical, pseudo-legal basis for the practice of "extorting" confessions from the accused, he also called these confessions the "queen of evidence." Therefore, Vyshinsky is often mentioned precisely in connection with this expression, as, for example, in the book of the former Minister of Foreign Affairs of the USSR Andrei Gromyko (Memorable. M., 1990. Book 2) or the book of the publicist Arkady Vaksberg about Vyshinsky (1992), which is called "The Queen of Evidence". But it was not Vyshinsky who argued this way, but the Prosecutor of the RSFSR (since 1928) Nikolai Vasilievich Krylenko (1885-1938). Thus, being a public prosecutor at the trial of the Industrial Party, he said (December 4, 1930): "The best evidence under all circumstances is still the consciousness of the defendants."
