Origin: The words of the famous Russian businessman Pavel Pavlovich Ryabushinsky (1871-1924), who, as was commonly believed in the Soviet period of the country's history, allegedly called for an economic blockade of revolutionary Russia, in order to strangle the emerging Soviets "with the bony hand of hunger." Later it entered the Soviet journalism of the 20-30s. as a standalone expression. In fact, speaking from the rostrum of the 2nd Commercial and Industrial Congress, Pavel Ryabushinsky said (August, 1917): The bony hand of hunger and people's poverty is needed so that it grabs the false friends of the people, members of various committees and councils by the throat ... As follows from context of his speech, the speaker did not at all call on his colleagues to "starve the people". The meaning of his speech was to emphasize that it was the Bolsheviks who were leading the country to catastrophe, famine, but they would see the perniciousness of their course only when they came face to face with the results of their policy. Ultimately, the speaker turned out to be right: the famine and devastation that followed the revolution forced the leadership of the Bolshevik Party to abandon the extremes of their doctrine (ban on free trade) and allow private trade and entrepreneurship, that is, move on to the "new economic policy" - NEP.
