British automatic passport photo recognition system

The UK Royal Passport Office has contracted Unisys to develop a facial recognition system to automatically match the holder's face with the passport photo.

Unisys Corporation will provide the passport service with its LEIDA identity verification platform for the development of a Facial Recognition System (FRS).

The system will automate the verification of the photo in the internal passport with a real person for identification when applying for a passport. This stage in Britain is included in the interview procedure when preparing a document for traveling abroad.

Photo verification allows you to confirm that the applicant did not change his appearance before applying in order to travel abroad under someone else's identity and name. Thus, in order to issue a passport in someone else's name, a hypothetical attacker would first have to forge an internal document.

In certain situations (for example, if a person is applying for the first time or his appearance has changed a lot since receiving an internal passport), the applicant’s appearance is not only checked against the photo in the internal passport, but also confirmed by the signature of a person who is directly acquainted with the person (the so-called countersigning procedure). ).

The facial recognition system will allow passport officers not to waste time visually comparing the photo in the national passport with the applicant's face. This will speed up the interview procedure a bit, which currently takes about half an hour.

The system will be developed and implemented within 5 years by the British division of Unisys.

The LEIDA (Library of Electronic ID Artifact) platform, on which the system will be built, is based on open standards. It contains a number of modules from which you can quickly build a biometric personal identification system based on any technology: face recognition, iris recognition, fingerprint or signature.
