Approved by the Decree of the Council of Ministers of the USSR of 26.03.84 No. 667

1. These Rules are introduced in order to ensure the safety of electrical networks with voltages over 1000 V, create normal operating conditions for these networks and prevent accidents and are applied in the design, construction and operation of electrical networks with voltages over 1000 V, as well as during the performance of work and other activities near electrical networks.

Electrical networks with voltages over 1000 V* in these Rules mean substations, switchgears, conductors, overhead power lines**, underground and underwater cable power lines and related structures.

*Hereinafter, “electrical networks with voltages over 1000 V” are referred to as “electrical networks”.

** In the following, “conductors” and “overhead power lines” are referred to as “overhead power lines”.

The protection of electrical networks is carried out by enterprises (organizations) that are in charge of these electrical networks.

2. To ensure safety, create normal operating conditions for electrical networks and prevent accidents, land plots are allocated, security zones are established, minimum permissible distances from electrical networks to buildings, structures, land and water surfaces, clearings are laid in forests and green spaces.

3. Land plots for the period of construction and operation of electrical networks are allocated in accordance with the established procedure.

4. Security zones of electrical networks are established:

a) along overhead power lines in the form of a land plot and air space limited by vertical planes spaced on both sides of the line from the outermost wires when their position is not deviated at a distance, m:

b) along underground cable power lines in the form of a land plot limited by vertical planes spaced on both sides of the lines from the outer cables at a distance of 1 m;

c) along underwater cable power lines in the form of a water space from the water surface to the bottom, limited by vertical planes spaced on both sides of the line from the outer cables at a distance of 100 m;

d) along the transitions of overhead power lines through bodies of water (rivers, canals, lakes, etc.) in the form of air space above the water surface of reservoirs, limited by vertical planes spaced on both sides of the line from the outermost wires when their position is not deviated: for navigable bodies of water - on a distance of 100 m, for non-navigable reservoirs - at the distance provided for the establishment of security zones along overhead power lines.

5. Land plots included in the security zones of electrical networks are not confiscated from land users and are used by them for agricultural and other work with mandatory compliance with the requirements of these Rules.

6. Field agricultural work in the security zones of overhead power lines is carried out by land users with prior notification of the enterprises (organizations) in charge of these lines.

7. On lands located in the protective zones of overhead power lines, work related to temporary flooding of land is carried out by agreement between land users and enterprises (organizations) in charge of these lines.

8. The minimum permissible distances from electrical networks to buildings, structures and tree and shrub plantations, as well as from overhead power lines to ground and water surfaces are determined by the rules approved by the Ministry of Energy and Electrification of the USSR in agreement with the State Construction Committee of the USSR, and are subject to mandatory compliance with design and construction of buildings and structures, when planting, pruning and cutting down trees and shrubs.

9. Clearings are laid along overhead power lines and along the perimeter of substations and switchgears located in forests and green spaces in accordance with the rules approved by the USSR Ministry of Energy and Electrification in agreement with the USSR State Committee for Forestry*.

10. When overhead power lines pass through forests, pruning of trees growing in close proximity to the wires is carried out by the enterprises (organizations) in charge of these lines. When they pass through parks, gardens and other perennial plantings, pruning of trees is carried out by enterprises (organizations) in charge of overhead power lines, and with mutual consent - by enterprises, organizations and institutions on whose balance sheets these plantings are located, or by citizens - owners of gardens and other perennial plantings in the manner determined by the enterprise (organization) in charge of power lines.

11. In the security zones of electrical networks, without the written consent of the enterprises (organizations) in charge of these networks, it is prohibited:

a) carry out construction, major repairs, reconstruction or demolition of any buildings and structures;

b) carry out all kinds of mining, loading and unloading, dredging, dredging, blasting, reclamation work, planting and cutting down trees and shrubs, locating field camps, arranging corrals for livestock, constructing wire fences, trellises for vineyards and orchards, as well as producing watering crops;

c) catch fish, other aquatic animals and plants using bottom fishing gear, arrange watering places, chop and harvest ice (in the security zones of underwater cable power lines);

d) arrange passages for vehicles and mechanisms having a total height with or without load from the road surface of more than 4,5 m (in security zones of overhead power lines);

e) carry out excavation work at a depth of more than 0,3 m, on plowed lands - at a depth of more than 0,45 m, as well as soil leveling (in security zones of underground cable power lines).

Enterprises, organizations and institutions that have received written consent to carry out the specified work in the security zones of electrical networks are obliged to carry them out in compliance with the conditions that ensure the safety of these networks.

Written consent to carry out blasting work in the security zones of electrical networks is issued only after the enterprises, organizations and institutions carrying out this work submit the relevant materials provided for by the uniform safety rules for blasting works, approved by the State Mining and Technical Supervision of the USSR *.

The refusal of enterprises (organizations) in charge of electrical networks to issue written consent to carry out the work provided for in this paragraph in the security zones of electrical networks may be appealed in the prescribed manner.

12. The rules for carrying out work by enterprises, organizations and institutions within the security zones of power lines are established by the Ministry of Energy and Electrification of the USSR in agreement with the interested ministries and departments of the USSR (for construction work - in agreement with the USSR State Construction Committee).

The conditions for ensuring labor protection and health of workers of enterprises, organizations, institutions and the population when they are near overhead power lines with a voltage of 330 kV and higher are established by the Ministry of Energy and Electrification of the USSR in agreement with the Ministry of Health of the USSR*.

13. It is prohibited to perform any actions that could disrupt the normal operation of electrical networks, lead to their damage or accidents, in particular:

a) locate gas stations and other storage facilities for fuels and lubricants in security zones of electrical networks;

b) for unauthorized persons to be on the territory and premises of electrical grid structures, to open doors and hatches of electrical grid structures, to make switches and connections in electrical networks;

c) clutter up entrances and approaches to electrical network facilities;

d) throw foreign objects onto wires, supports and bring them closer to them, as well as climb onto supports;

e) arrange all kinds of landfills (in security zones of electrical networks and near them);

f) store feed, fertilizers, straw, peat, firewood and other materials, light a fire (in the security zones of overhead power lines);

g) arrange sports grounds for games, stadiums, markets, public transport stops, parking for all types of machines and mechanisms, carry out any events associated with large crowds of people not engaged in performing work permitted in accordance with the established procedure (in the security zones of overhead power lines) ;

h) fly kites, sports model aircraft, including uncontrollable ones (in the security zones of overhead power lines and near them);

i) make stops of all types of transport, except railway (in the security zones of overhead power lines with a voltage of 330 kV and above);

j) carry out work with impact mechanisms, dump weights weighing over 5 tons, discharge and drain caustic and corrosive substances and fuels and lubricants (in the security zones of underground cable power lines and near them);

k) drop anchors, pass with released anchors, chains, lots, drags and trawls (in the security zones of underwater cable power lines).

14. Flights of aircraft, other use of airspace above and near electrical networks, as well as the design, construction and operation of electrical networks must be carried out in accordance with the legislation governing the use of airspace.

15. Enterprises, organizations and institutions carrying out blasting, construction and other work near the security zones of electrical networks that may cause damage to them must, no later than 12 days before the start of work, agree with the enterprises (organizations) in charge of electrical networks. networks, conditions and procedure for carrying out these works, ensuring the safety of electrical networks, and take appropriate measures.

16. Enterprises, organizations and institutions performing work that necessitate the reconstruction of electrical networks or protecting them from damage are obliged to carry out work on the reconstruction or protection of networks at their own expense in agreement with the enterprises (organizations) in charge of the electrical networks.

When constructing irrigation and collector-drainage canals, installing trellises for vineyards and orchards and performing other work, entrances and approaches to electrical networks must be preserved.

17. Design and estimate documentation for construction, major repairs, reconstruction of buildings and structures near which electrical networks are located must provide for measures to ensure the safety of electrical networks. These measures are subject to coordination with enterprises (organizations) that are in charge of electrical networks.

18. Design and estimate documentation for construction, major repairs, and reconstruction of facilities that may be a source of pollution or corrosion of electrical networks must include measures to limit pollution and corrosion, or the removal of electrical networks from the pollution (corrosion) zone.

Enterprises, organizations and institutions whose production activities cause pollution or corrosion of electrical networks are required to take measures to limit pollution and corrosion of electrical networks, regardless of the departmental affiliation of these networks.

19. Materials of the actual position of power lines, drawn up in the prescribed manner, must be transferred to the executive committees of local Councils of People's Deputies for applying them to the corresponding land use maps.

The executive committees of local Councils of People's Deputies provide information about the location of power lines to interested enterprises, organizations and institutions.

20. Enterprises (organizations) that manage power cable lines under construction or in operation must take measures to protect these lines from stray currents.

21. If the security zone of a power transmission line coincides with the right of way of railways or roads, security zones of pipelines, communication lines, other power lines and other objects, work related to the operation of these objects in the coinciding areas of the territories is carried out by interested enterprises, organizations and institutions according to agreement between them.

22. Employees of enterprises (organizations) in charge of electrical networks are given the right of unhindered access in the prescribed manner to network facilities located on the territory of other enterprises, organizations and institutions for their repair and maintenance.

23. On highways at intersections with overhead power lines with voltages of 330 kV and above, road signs must be installed prohibiting vehicles from stopping in the security zones of these lines.

24. Places where cable and overhead power lines intersect with navigable and raftable rivers, lakes, reservoirs and canals are indicated by signal signs in accordance with the Charter of Inland Water Transport of the USSR. Signal signs are installed by the enterprises (organizations) in charge of these lines, in agreement with the waterway basin departments (canal departments) and are included by the latter in the list of navigation conditions and in pilot charts.

The routes of marine cable power lines are indicated in Notices to Mariners and are marked on sea charts.

25. Enterprises (organizations) in charge of electrical networks located in clearings passing through forests are obliged to:

a) keep clearings in a fireproof condition;

b) maintain the width of the clearings in the sizes provided for by the construction projects of electrical networks by cutting down trees (shrubs) in the clearings and other means;

c) cut down in accordance with the established procedure trees growing outside the clearings and threatening to fall on wires or supports;

d) in clearings used for growing trees and shrubs, cut down or trim trees whose height exceeds 4 m.

26. To prevent accidents and eliminate their consequences on power lines, enterprises (organizations) in charge of these lines are allowed to cut down individual trees in forests and in forest protection belts adjacent to the routes of these lines, with the subsequent issuance of logging tickets (warrants) according to established order.

27. Enterprises (organizations) in charge of power transmission lines are allowed to carry out excavation and other work necessary to repair power lines in the security zones of these lines.

Planned repair and reconstruction of power lines passing through agricultural land is carried out in agreement with land users and, as a rule, during the period when these lands are not occupied by agricultural crops or when it is possible to ensure the safety of these crops.

Work to prevent accidents or eliminate their consequences on power lines can be carried out at any time of the year without the consent of the land user, but with notification of the work being carried out.

After completing the specified work, enterprises (organizations) in charge of power transmission lines must bring the land into a condition suitable for its intended use, as well as compensate land users for losses caused during the work. Losses of land users are determined and compensated in accordance with the established procedure.

28. Planned work on the repair and reconstruction of cable power lines that cause disruption of the road surface can be carried out only after preliminary approval of the conditions for their implementation with the divisions of the State Automobile Inspectorate and enterprises, organizations and institutions in charge of highways, and within cities and other settlements - also with the executive committees of local Councils of People's Deputies. The conditions for the work must be agreed upon no later than 3 days before the start of work.

In urgent cases, it is permitted to carry out repair work on cable power lines that cause disruption of the road surface, without prior approval, but after notifying the divisions of the State Automobile Inspectorate and enterprises, organizations and institutions in charge of these roads, and within cities and other settlements - executive committees of local Councils of People's Deputies.

Enterprises (organizations) that carry out the specified work must arrange detours and fences around the work site and install appropriate road signs, and after completion of the work, carry out soil leveling and restoration of the road surface.

With the consent of enterprises, organizations and institutions in charge of highways, work to eliminate damage caused to roads can be carried out by these enterprises, organizations and institutions at the expense of the enterprises (organizations) in charge of cable power lines.

29. Enterprises, organizations and institutions carrying out excavation work, if they discover a cable that is not specified in the technical documentation for the work, are obliged to immediately stop this work, take measures to ensure the safety of the cable and report this to the nearest enterprise (organization) in whose jurisdiction are electrical networks, another energy company or the executive committee of the local Council of People's Deputies.

In the event of lifting a cable from the water with an anchor, fishing tackle or other means, ship captains (work managers) are obliged to immediately notify the nearest enterprise (organization) in charge of electrical networks, another energy enterprise or the executive committee of the local Council of People's Deputies. Ship captains transmit this message directly or through the nearest sea or river port.

30. In the event of damage to electrical networks caused by natural disasters, as well as in order to prevent their damage, the executive committees of local Councils of People's Deputies are given the right to involve, if necessary, enterprises, organizations, institutions, as well as citizens in work to prevent and eliminate damage to electrical networks. Payment for work performed and reimbursement of the cost of expended material resources are made by enterprises (organizations) that are in charge of electrical networks.

31. Enterprises, organizations, institutions and citizens in security zones of electrical networks and near them are obliged to comply with the requirements of employees of enterprises (organizations) in charge of electrical networks, aimed at ensuring the safety of electrical networks and preventing accidents. Enterprises (organizations) in charge of electrical networks have the right to suspend work carried out by other enterprises, organizations, institutions or citizens in the security zones of these networks in violation of the requirements of these Rules.

32. Executive committees of local Councils of People's Deputies, as well as internal affairs bodies, are obliged to assist enterprises (organizations) in charge of electrical networks in preventing accidents and eliminating their consequences in electrical networks, as well as in ensuring that all enterprises, organizations, institutions and citizens of the requirements of these Rules.

33. Officials and citizens guilty of violating the requirements of these Rules will be held accountable in the prescribed manner.

Protocols on violations of the Rules are drawn up by authorized officials of enterprises (organizations) in charge of electrical networks. Lists of officials authorized to draw up protocols on violations of these Rules are approved by the relevant ministries and departments.
