These Rules have been developed and supplemented on the basis of the requirements of the current legislative acts, new state standards and other regulatory and technical documents, taking into account the operating experience of consumer electrical installations.

The rules for the technical operation of consumer electrical installations have been developed on the basis of the requirements of the current legislative acts, new state standards and other regulatory and technical documents, taking into account the operating experience of consumer electrical installations as of 01.01.03.

The proposals of research institutes, design, repair, adjustment organizations and other consumers are also taken into account.

Chapter 3.5 is included in this edition. "Portable and mobile electrical receivers" and Appendix 2, containing an approximate procedure for technical diagnostics of consumer electrical installations.

Chapters have been significantly revised and supplemented: chapter 1.2. "Obligations, responsibility and supervision over the implementation of the rules", chapter 1.3. "Commissioning", chapter 1.4. "Requirements for personnel and their training", chapter 1.5. "Management of electrical facilities", chapter 3.4. "Electrical installations in hazardous areas". In addition, the Test Standards for electrical equipment and consumer electrical installations have been significantly revised in connection with the approval of certain chapters of the seventh edition of the EMP and a number of others.

The rules focus the attention of personnel on the operation of consumer electrical installations and do not replace state standards and regulatory and technical documents (NTD) governing the installation of electrical installations. Therefore, when installing, upgrading and reconstructing electrical installations, along with these Rules, you should use: Rules for the installation of electrical installations (PUE); building codes and regulations (SNiP); sanitary norms for the design of industrial enterprises, state standards.

This edition includes the Rules for the protection of electrical networks with voltage up to 1000 V and the Rules for the protection of electrical networks with voltage over 1000 V.
