General requirements for labor protection 1.1. Persons at least 18 years old who have passed a medical examination, special training, practical training, who have an electrical safety group, who have the appropriate qualifications in accordance with the tariff and qualification directory, are allowed to test the insulation of the cores of communication cables. Periodic medical examinations of an electrical equipment repairman must take place once every 1 months. 1.2. Electricians who have been instructed in safety precautions and have learned safe working methods are allowed to work independently when testing the insulation of the cores of communication cables. Personnel when performing work independently on electrical installations with voltage up to 1000 V must have at least safety group III, and more than 1000 V - group IV. 1.3. In the course of work, within the time limits set at the enterprise, the electrician must undergo safety briefing, coursework for an 18-hour program and pass exams on knowledge of the rules for the technical operation of consumer electrical installations and safety regulations for the operation of consumer electrical installations. 1.4. When testing the insulation of the conductors of communication cables, electricians must know the terms for testing protective equipment and devices, the rules for operating and caring for them, and be able to use them. It is not allowed to use protective equipment and devices with an expired test period. 1.5. The electrician during the period of work must use personal protective equipment (overalls, safety shoes, gloves, glasses, etc.) issued by the administration of the enterprise. 1.6. Each employee, in accordance with Article 4 d of the Fundamentals of the Legislation of the Russian Federation on Labor Protection, has the right to refuse to perform work without any unreasonable consequences for him in the event of an immediate danger to his life and health until this danger is eliminated. 2. Labor protection requirements before starting work 2.1. When testing the insulation of the conductors of communication cables, the personnel must check:

2.4. To carry the tool, the worker should use a special bag or a lightweight portable box. Carrying tools in pockets is prohibited. 2.5. If a malfunction of equipment, tools, accessories for the workplace is detected, both before starting work and during work, inform the foreman and do not start work until the troubleshooting. Defective tools must not be used. 3. Labor protection requirements during work 3.1. Testing the insulation of the cores of communication cables with voltage should be carried out by a team consisting of at least four people (two people in each measured section), one of which is appointed by the test leader. Persons allowed to measure the electrical strength of cable insulation must have an electrical safety group of at least IV. Tests must be carried out side by side. 3.2. For testing, use devices, the housings of which are made of insulating material. Devices with metal cases must be grounded. If it is impossible to carry out grounding, metal devices should be placed in wooden boxes. 3.3. For the connection scheme (between devices and cable cores), flexible multi-core cables with insulation for an operating voltage of at least 5 kV should be used. 3.4. Upon completion of the assembly of the electrical circuit, the equipment must be tested with connecting and measuring cords with voltage. The test site, as well as the connecting wires that are under test voltage during the measurement, must be fenced. 3.5. To prevent the penetration of high voltage to other sections of the cable, all connections between the cable under test and other cables must be removed. 3.6. Persons participating in measurements when testing the electrical strength of the insulation of communication cables and located at different ends of the cable laid in the ground must have a telephone connection that ensures safe testing. 3.7. When testing the cable, the personnel conducting the measurements and the equipment must be outside the pit (well). The ends of the electrical cable must be brought out. 3.8. Before each connection of the high voltage installation to the cable, the test supervisor, located at the end of the cable closest to the measuring equipment, must inform the test participants at the far end by telephone that high voltage is being applied to the cable, and also prohibit any touching of the cable during the measurements. and terminal devices (boxes, terminations) to avoid electric shock. 3.9. On the cable site, the test site, the drum with the cable and the ends of the cable must be fenced. On the fences and at the ends of the cable prepared for testing, a poster "Test, life-threatening" should be posted. 3.10. Before testing, posters warning of the danger of high voltage shock should be hung out on the cable brought into the amplifying points, at the test sites on the input racks and in the boxes. 3.11. After the termination of each test, it is necessary to remove the supply voltage, discharge the capacitors and cable cores on which the tests were carried out. The removal of voltage and charges is controlled by the device. After that, a control check for the absence of charges should be carried out by shorting the wires using a special discharge device (rod). 3.12. On the completion of the tests, the removal of high voltage and charges, the supervisor for their conduct must inform the test participants by phone at the far end of the measuring section. 4. Labor protection requirements in emergency situations 4.1. In case of any accident or emergencies that can lead to an accident and an accident, the electrician is obliged to immediately take all measures within his power to prevent the possibility of damage (destruction) of the object and eliminate the danger to people's lives. At the same time, report the incident to the foreman or immediate supervisor of the work. 5. Labor protection requirements at the end of work 5.1. At the end of all tests, fences and warning posters must be removed. Posters should be removed from the boxes of the tested balanced cable after the cable cores that were not used directly during the tests are discharged. Charges are removed by short-term connection of cable cores or midpoints of linear transformers to ground. 5.2. Store tools and accessories in the designated storage area. 5.3.
