Safe Operation

Introduction

This Instruction establishes the general duties, rights and responsibilities of the head of diving operations, as well as the procedure for the safe production of diving descents and works.

1. General requirements for labor protection

1.1. The head of diving operations carries out general management of diving operations, represents in organizations (enterprises) on issues related to the performance of work at the object (objects) entrusted to him.

1.2. Annually, on the basis of the protocol of the diving qualification commission (VKK), a list of persons who have passed the knowledge test of the VKK and are allowed to lead diving operations must be determined.

1.3. Before the start of diving operations carried out at individual sites (in terms of expedition or business trip), by order (instruction) of the administration of the enterprise (territorial division), on the proposal of the head of the diving service, heads of diving operations are appointed.

In other cases, the appointment of diving managers is carried out by a task order before the start of work.

Appointment of diving supervisors from among specialists not specified in the annual order for the enterprise (territorial division) is prohibited.

1.4. The appointment of the head of diving operations should be made taking into account the nature and type of the forthcoming work and in compliance with the requirements for his qualifications specified in clause 1.7 of these Instructions.

1.5. With the simultaneous operation of two or more diving stations performing the same task, they report to one head of diving operations.

1.6. The head of diving operations reports all the heads of diving descents at the facility and the personnel servicing diving operations, including those who are not subordinate to the head of diving descents.

1.7. The head of diving operations should be appointed:

  • for the management of rescue, ship-lifting and ship operations, an employee with a higher technical education and work experience of at least 1 year or a secondary specialized education and practical work experience in a specialty corresponding to the diving work performed for at least 3 years;
  • for the management of underwater technical work, an employee with a higher technical education (hydraulic engineering), without presenting requirements for work experience, or a secondary specialized education and practical work experience in a specialty corresponding to the diving work performed, for at least 3 years;
  • for the management of underwater blasting, an employee with a higher technical education, who has undergone special training and has at least 1 year of work experience in underwater blasting;
  • for the management of special work related to the development of new diving equipment and technology, an employee who has a secondary specialized education, special training in diving and the qualification of a diving specialist;
  • for the management of diving operations related to the training of the diving team in safe techniques and methods for performing work under water, an employee with a secondary specialized education and a diver qualification of the 1st class of I - II diving specialization groups, without presenting requirements for work experience.

1.8. In his activities, the head of diving operations must be guided by RD 31.84.01-90 "Uniform rules for labor safety in diving operations", this Instruction, the Regulations on the conditions of remuneration for divers, approved by the State Committee for Labor of the USSR and the Secretariat of the All-Union Central Council of Trade Unions, guiding regulatory documents on technology, organization and safety carrying out diving operations, instructions for the operation of diving equipment, orders and orders of the administration of the enterprise.

The head of diving operations must know the main provisions of the legislation governing relations with the customer, the basics of planning and accounting for work, the main technical characteristics of diving equipment and technical equipment used in the performance of diving operations at the facility, the basics of labor legislation, the rules and norms of labor protection, industrial sanitation, fire protection and environmental protection.

2. Duties

2.1. The head of diving operations is obliged:

  • organize the conduct of diving operations in accordance with the technical documentation (projects, technological maps, etc.) and the requirements of RD 31.84.01-90;
  • to ensure the fulfillment of planned targets, the efficient use of production capacities, the economical use of raw materials and materials, and the increase in labor productivity;
  • ensure timely preparation for the production of work at the facility, involve support staff if necessary;
  • provide conditions for the storage of equipment used in the work, machines, mechanisms, lifting devices, rigging, tools and other material assets at the place of work;
  • ensure that the slings of the handling equipment used in all diving operations are in good condition;
  • to carry out the widespread use of means of mechanization of labor-intensive and manual work;
  • ensure the full loading and use of equipment, the correct selection of rigging, lifting devices and tools, uniform and productive work at the work site;
  • maintain constant communication with responsible persons of enterprises located in the area of ​​work, the production activities of which may affect the safety of divers;
  • organize the material and technical supply of the object of work, normal living conditions, working conditions, rest and food;
  • organize therapeutic and preventive nutrition for the diving staff in accordance with applicable standards;
  • organize the transportation (delivery) of technical equipment to the designated places for their permanent storage, if the work at the facility is fully completed.

3. Rights

3.1. The head of diving operations has the right to:

  • to arrange the employees at the objects and places of work, to dispose of material and technical resources at the assigned work objects;
  • represent on behalf of the administration of the enterprise (territorial division) in all organizations (enterprises) on issues related to the work performed;
  • give orders to the leaders of the diving descent and the personnel serving the diving operations, but not to the subordinate head of the diving descents;
  • prohibit and restrict the performance of all types of work at the facility, the performance of which creates a danger to the life and health of workers or which, as a result of the action or inaction of officials, may lead to an emergency;
  • suspend from work in accordance with the established procedure persons whose knowledge and skills do not correspond to the work performed, violate the rules and instructions, as well as persons whose actions contribute to the occurrence of an accident or endanger people's lives in the preparation and conduct of diving operations;
  • to remove the head of diving descents from the performance of duties in case of his incorrect actions, which can lead to an accident or an accident; at the same time, appoint another leader of the descents from persons with permission, or take the leadership of the descent yourself if you have the appropriate permission;
  • submit proposals to the administration of the enterprise (territorial subdivision) on material and moral incentives for employees or the imposition of a disciplinary sanction on employees engaged in diving operations.

4. A responsibility

4.1. For violation of this Instruction, the head of diving operations is held liable in accordance with applicable law.

5. Safety requirements

5.1. General safety requirements

5.1.1. The head of diving operations must ensure timely and high-quality briefing on labor safety at the workplace of all diving operations working at the facility, regardless of their work experience and qualifications, taking into account the specific conditions of diving operations.

5.1.2. The head of diving operations should not allow an employee to work independently who has not been instructed at the workplace and who does not have practical skills in safe techniques and methods for performing the work assigned to him.

5.1.3. During the performance of diving operations, the work manager must monitor compliance with labor safety requirements by those working at the facility.

5.1.4. The head of diving operations may give permission for diving descents and works after the elimination of deficiencies prescribed by the official in charge of the activities of the diving station on safety issues or the safe operation of diving equipment, if it is not possible to obtain permission from the official who prohibited diving descents and work at the station.

5.1.5. When performing diving descents and work from ice, the head of diving operations must:

  • organize the initial and timely current measurement of ice thickness at the diving site with the registration of these measurements;
  • organize the safe placement of diving equipment and other technical equipment on ice in accordance with the requirements of RD 31.84.01-90;
  • ensure the availability of hot water at the place of descent of divers;
  • monitor the ice situation, if necessary, stop diving operations in a timely manner and remove diving equipment.

5.2. Safety requirements before starting work

5.2.1. During the period of preparation for diving operations, the head of diving operations must:

  • receive a work order or issue it and study the design and estimate documentation for the work entrusted to him;
  • determine the required composition of diving and maintenance personnel, as well as the number of diving equipment, auxiliary technical means and logistics;
  • if necessary, develop measures for the safety of divers and coordinate them with the customer (with the administration of the enterprise at the site of which work is being carried out, or with the captain of the vessel being serviced);
  • require, if necessary, from the customer (administration of the enterprise or the captain of the vessel) the allocation of a competent representative to resolve issues that arise during the work and support personnel for direct maintenance of the work;
  • in complex diving operations, if necessary, organize the study of identical structures of emergency or sunken ships or objects using the same type of ships or objects as an example and ensure the production of mock-ups or models.

5.2.2. Prior to commencement of work, the diving supervisor must:

  • notify the port authorities and the administration of enterprises located in the area of ​​work, the production activities of which may affect the safety of divers, about the start of diving operations and establish contact with them, as well as receive written confirmation from them that the agreed activities have been completed, indicating the start and end times diving operations and hand it over to the foreman (foreman) of the diving station;
  • organize medical support for diving descents in accordance with the requirements of the medical part of RD 31.84.01-90;
  • in the absence of a pressure chamber at the place of descent, obtain the consent of the owner of the nearest pressure chamber on duty on the possibility of using it at the specified time, determine the method and route to this chamber, type of communication, provide duty vehicles to deliver the sick diver to the chamber; transfer all information to the head of the diving descent;
  • organize constant monitoring of hydrometeorological conditions and the situation in the work area;
  • draw up a work order for the performance of diving work, transfer it to the foreman (foreman) of the diving station;
  • familiarize the personnel of the diving station with the work order and the project for the production of works or other technical documentation (if any);
  • to distribute workers among the objects and places of work in accordance with their qualifications and the nature of the work;
  • organize briefing of persons participating in the work on the issues of work technology and safety of their performance, and also, if necessary, provide the diving station personnel with information on additional safety requirements when performing diving operations arising from local conditions;
  • personally check that the appropriate warning signals for diving operations are displayed;
  • receive a report from the head (heads) of diving descents on readiness for diving;
  • give permission for the production of diving descents and works.

5.3. Safety requirements during work

5.3.1. During the performance of diving operations, the head of diving operations must:

  • carry out general management of work at the facility;
  • organize interaction between diving stations and the customer;
  • exercise control over the observance of technological discipline in the production of diving operations, the correct operation of equipment, machines, mechanisms, lifting devices, rigging, etc.;
  • control the implementation of deadlines and planned volumes of work, as well as their quality;
  • monitor the fulfillment by the diving crew and the diving personnel of the requirements for the safe conduct of work and, if necessary, instruct them, paying attention to compliance with the relevant rules and norms for labor safety.

5.4. Safety requirements in emergency situations

5.4.1. In case of accidents and accidents, the head of diving operations must:

  • immediately organize and ensure the provision of first aid to the victim before the arrival of medical personnel;
  • if necessary, organize the call of a medical worker or transportation of the victim to a medical institution (point) for the provision of medical care in a hospital;
  • if necessary, immediately take measures to transport the injured diver to the pressure chamber on duty;
  • inform the administration of the enterprise (territorial subdivision) about the accident or accident;
  • ensure the safety of the situation until the arrival of officials, if this does not endanger the life and health of people and does not lead to an accident, and does not disrupt the production process.

5.5. Safety requirements upon completion of work

5.5.1. After the completion of diving operations, the diving operations manager must:

  • enter information about the completion of the task in the task order and issue this entry with the appropriate signatures;
  • notify the administration of the enterprise (serviced vessel), at the facility of which the diving work was carried out, of its completion;
  • organize and personally participate in the preparation of documentation for the performed diving work, as well as in the preparation of diagrams, sketches and other materials based on the results of the work performed;
  • organize the maintenance of the used technical means and give instructions on bringing these means to the appropriate readiness;
  • organize the placement and storage of technical equipment at the work site, if it is planned to continue diving operations at this site.
