Labor safety instructions for the driver of a tanker truck - a recipient of petroleum products on the territory of oil depots. Full document Occupational Safety and Health / Standard instructions for labor protection Safe Operation 1. General safety requirements 1.1. This instruction establishes fire safety and safety requirements for drivers of tank trucks that receive petroleum products on the territory of oil depots. 1.2. Smoking and open flames are prohibited on the territory of oil depots. Smoking is allowed only in a specially designated and equipped area. 1.3. The tanker driver is obliged to comply with internal labor regulations and to prevent the use of alcohol, narcotic and toxic substances on the territory of oil depots. 1.4. It is prohibited for tank trucks that are faulty and do not meet the requirements of Promatomnadzor to enter the territory of oil depots. 1.5. Drivers transporting dangerous goods across the territory of the Republic of Belarus using vehicles registered in the Republic of Belarus, in addition to the documents listed in the Road Traffic Regulations, must have with them:
1.6. Information tables on the vehicle are located at the front and rear perpendicular to its longitudinal axis. At the front, the table is installed on the right side of the bumper, at the rear - on the wall of the body or tank. Tables should not protrude beyond the dimensions of the vehicle and overlap license plates and external lighting devices. 1.7. Each vehicle must have at least 2 wheel chocks. The dimensions of the stop must correspond to the type of vehicle and the diameter of its wheels. 1.8. Transport units intended for the carriage of dangerous goods must have one portable fire extinguisher with a capacity of at least 2 kg of dry powder (or an equivalent quantity of an appropriate fire extinguishing agent) suitable for extinguishing a fire in the engine or cabin and one portable fire extinguisher with a capacity of at least 6 kg of dry powder (or an equivalent amount of appropriate fire extinguishing agent), a fire felt for extinguishing a fire of cargo or tires. 1.9. Each vehicle is equipped with:

Vehicles transporting dangerous goods must be equipped with orange flashing lights, the inclusion of which is an additional means of information to warn other road users, but does not give the right of way. 1.11. Vehicles transporting dangerous goods must not include more than one trailer or semi-trailer. 1.12. Each vehicle is equipped with devices for removing static electricity (a grounding chain made of non-sparking materials or a tape made of electrical wire and rubber), touching the road at least 200 mm. In addition, each vehicle must have a flexible stranded wire with a cross-section of at least 2,5 sq. mm and a length of at least 20 m with bipolar plugs at the ends for connection to the grounding circuit of the tank loading rack. 1.13. In order to ensure fire and explosion safety on the territory of the oil depot, the following is prohibited in parking areas: 1.13.1. Smoke, use open fire. 1.13.2. Carry out any repairs to the rolling stock. 1.13.3. Leave fuel tank openings open. 1.13.4. Recharge batteries. 1.13.5. Store any materials and items. 1.13.6. Wash and wipe automobile bodies, parts or assemblies with gasoline, as well as wash hands and clothes. 1.13.7. Store fuel (gasoline, diesel fuel), except for fuel in the tanks of the tanker. 1.14. Be able to provide first (pre-medical) aid to a victim in an accident. Know where the first aid kit with a set of medications is located, and, if necessary, ensure the delivery (escort) of the victim to a medical facility or call an ambulance. 1.15. Follow the rules of sanitary and personal hygiene. 1.16. Do not eat at work. 1.17. The driver bears personal responsibility for violating the requirements of the instructions in accordance with the legislation of the Republic of Belarus. 2. Safety requirements before starting work 2.1. Before entering the territory of the oil depot, the driver of the tank truck receiving petroleum products must undergo introductory training on the following issues:

Before loading petroleum products, the driver of the tanker truck receiving petroleum products is obliged to provide the tanker truck to a security officer for external inspection, checking its serviceability and availability of fire extinguishing means. 2.3. The tank truck must be delivered to the place where petroleum products are loaded with all precautions to prevent the occurrence of sparks, having first placed a spark arrestor on the exhaust pipe. 2.4. Before loading petroleum products into a tanker, it is necessary to: drive up under the loading device, ground the tanker, open the tank lids and present the rolling stock to oil depot workers for loading petroleum products. 3. Safety requirements when performing work 3.1. Loading of petroleum products must be done with the engine not running; the driver is required to control the loading process. 3.2. When passing under the loading device, the tank truck must be slowed down with a hand brake and the grounding device must be turned on. Grounding is carried out when performing tank loading (unloading) operations using a cord with a plug and socket designed to remove static electricity charges to the stationary grounding devices of the tank farm. 3.3. When loading, the hoses must be tucked to the bottom of the tanker so that petroleum products are poured below the liquid level without splashing. 3.4. If, when loading petroleum product into a tanker, it is allowed to spill, then starting the engine is prohibited. In this case, the tanker must be towed to a safe distance, and the spilled oil products must be covered with sand, collected with a scoop made of non-sparking material (aluminum, copper, etc.) and placed in a specially designated place. 3.5. At the end of loading, remove the filling hoses from the neck of the tanker only after the oil product has been completely drained from them. 3.6. When opening the tank hatch, be positioned on the side of the wind direction. 3.7 The driver of a tank truck receiving oil products is prohibited from:
3.8. Opening and closing the filler hatch cover should be done smoothly, without hitting the lid against the neck. 3.9. After filling the tanks, check that they are completely filled, hermetically close the filling hatches and present them to the shipper for sealing. In the event of a spill of oil products, the driver is obliged to fill the area with sand and then remove it. 3.10. After draining the oil products, place the hoses in the panels, after draining the remaining fuel from them. The movement of a tanker with unretracted hoses is prohibited. 3.11. When moving a tanker with an incompletely filled container (a shift in the center of gravity of the load can lead to the tank overturning), starting should be carried out smoothly in low gear, exceeding the set speed, making sharp turns and braking is prohibited 4. Safety requirements in emergency situations 4.1. When loading petroleum products into a receiving tank truck, emergency situations may arise:
4.2. If a fire occurs, stop all oil product loading operations, call the fire department by phone 01, remove the tank truck from the loading rack site and begin, together with the tank farm workers, to extinguish the fire using available fire extinguishing equipment. 4.3. In case of injury, poisoning, electric shock, or sudden illness, it is necessary to provide first aid to the victim and, if necessary, call an ambulance. 5. Safety requirements at the end of work 5.1. Tidy up the workplace. 5.2. Disconnect the grounding of the tanker. 5.3. Present the car for inspection to a security officer. 5.4.
