К organizing and holding public events (evenings, matinees, concerts, festivals, competitions, conferences, rallies, etc.) are allowed for persons at least 18 years old who have undergone a medical examination and instructions on labor protection. Students who have passed the appropriate instruction are allowed to participate in mass events.

When holding mass events, their participants may be affected by the following dangerous factors:

  • the occurrence of a fire due to a malfunction of the electrical wiring, the use of open flames (torches, candles, fireworks, sparklers, firecrackers, firecrackers, etc.), when the Christmas tree ignites, the use of lighting effects using chemicals and other substances that can cause a fire;
  • injury in case of panic in case of fire and other emergencies.

Premises where mass events are held must be provided with a first aid kit, equipped with the necessary medicines and dressings for first aid in case of injuries.

Participants of a mass event are required to comply with fire safety rules, know the location of primary fire extinguishing equipment. Floors and premises where mass events are held must have at least two emergency exits, which are indicated by signs with the inscription "Exit", provided with primary fire extinguishing equipment (at least two fire extinguishers), equipped with an automatic fire alarm system and supply and exhaust ventilation. Windows of premises where public events are held should not have blind bars.

At the time of the mass event, the duty of employees consisting of at least two people must be ensured. Persons who have failed to comply with or violate the instructions on labor protection are subject to disciplinary liability in accordance with the internal labor regulations and, if necessary, are subjected to an extraordinary examination of knowledge of the norms and rules of labor protection.

Before holding a mass event, by order of the head, persons responsible for holding it are appointed. The order is brought to the responsible persons against signature. Also, a targeted briefing on labor protection of appointed responsible persons is carried out with an entry in the briefing registration log at the workplace and briefing of participants in a mass event with an entry in a log of the established form. All premises, evacuation routes and exits are carefully checked for compliance with their fire safety requirements. In addition, it is necessary to verify the availability and serviceability of primary fire extinguishing equipment, communications and fire automation. The premises where mass events will be held are ventilated and wet-cleaned.

During the holding of a mass event, the appointed responsible persons must always be in the premises where it is held. When holding a mass event, its participants must strictly follow all the instructions of the leader, and not take any action on their own.

All emergency exits during a mass event are closed with easy-to-open locks. Light indicators "Exit" must be on.

The Christmas tree should be installed on a stable base in such a way that it is not difficult to leave the room. Tree branches should be at least 1 m away from walls and ceilings. It is forbidden to use home-made electric garlands, toys made of flammable materials, cotton wool to decorate the Christmas tree. When holding New Year's mass events, it is prohibited to use open fire (torches, candles, fireworks, sparklers, firecrackers, firecrackers, etc.), arrange lighting effects using chemicals and other substances that can cause a fire.

In the event of a fire, it is necessary to immediately evacuate students and pupils from the building without panic, using all available evacuation exits, report the fire to the nearest fire department and start extinguishing the fire using primary fire extinguishing equipment.

If a participant in a mass event is injured, they should immediately inform the head of the event and the administration of the institution, provide first aid to the victim and, if necessary, send him to the nearest medical institution.

At the end of the mass event, it is necessary to remove inventory and equipment to the designated place, thoroughly ventilate the room, carry out wet cleaning, check the fire-prevention condition of the premises, close windows, vents, transoms and turn off the lights.
