Occupational Safety and Health / Legislative basis for labor protection

К work of increased danger includes work in the performance of which there is or may arise an occupational hazard, regardless of the nature of the work performed. Therefore, when performing such work, in addition to the usual safety measures, it is necessary to carry out additional measures developed separately for each specific production operation.

In each organization, taking into account the specific conditions and features of the technology, a list of high-risk work should be drawn up and approved by the head of the organization. It is compiled on the basis of an approximate list of works with increased danger in accordance with regulatory legal acts on labor protection - such as, for example: SNiP 12-03-01 "Labor safety in construction", "Rules for the technical operation of consumer electrical installations", "Intersectoral rules on labor protection (safety rules) during the operation of electrical installations", "Regulation. Works with increased danger, organization of carrying out" (POT RO-14000-005-98), "Intersectoral rules for labor protection when working at height" (POT RM-012 -2000), "Rules for labor protection in the operation of public water supply and sewerage facilities", etc.

In addition to the above, separate safety rules classify some work as high-risk work; their implementation should be carried out with additional security measures.

In addition to the work prescribed by regulatory enactments to be performed with the issuance of a work permit, the enterprise may include in this list any work that it deems necessary. As a rule, this also includes work in the performance of which accidents often occur or incidents and emergencies were observed.

In accordance with the requirements of the Labor Code, employees engaged in certain types of activities, including those associated with sources of increased danger (with the influence of harmful substances and adverse production factors), as well as working in conditions of increased danger, undergo a mandatory psychiatric examination at least once every five years in the manner established by the Government of the Russian Federation.

The procedure for carrying out such inspections is regulated by the following key documents:

1. Decree of the Government of the Russian Federation of September 23, 2002 No. 695 "On the passage of a mandatory psychiatric examination by employees engaged in certain types of activities, including activities associated with sources of increased danger (with the influence of harmful substances and adverse production factors), as well as workers under conditions of heightened danger.

2. Decree of the Government of the Russian Federation of April 28, 1993 No. 377 "On the implementation of the Law of the Russian Federation "On psychiatric care and guarantees of the rights of citizens in its provision"" (together with the "List of medical psychiatric contraindications for the implementation of certain types of professional activities related to the source high risk").

Examinations are carried out by medical and preventive organizations that have an appropriate license for the right to conduct such activities. An examination by a psychiatrist is carried out in a psycho-neurological dispensary (office, department) at the place of permanent registration of the subject.

Examinations are carried out in order to prevent diseases, accidents and ensure labor safety, as well as for professional selection for compliance with medical contraindications to a particular profession. The frequency of inspections is once every 1, 2 or 3 years, depending on the work or profession performed.

Identification of psychiatric contraindications is carried out with the same goals for employees of certain types of professional activities in conditions of increased danger. Such contraindications are, for example, drug addiction, alcoholism, epilepsy, substance abuse, borderline mental retardation, speech defects and severe stuttering, etc.

Machine for thinning flowers in gardens 02.05.2024

In modern agriculture, technological progress is developing aimed at increasing the efficiency of plant care processes. The innovative Florix flower thinning machine was presented in Italy, designed to optimize the harvesting stage. This tool is equipped with mobile arms, allowing it to be easily adapted to the needs of the garden. The operator can adjust the speed of the thin wires by controlling them from the tractor cab using a joystick. This approach significantly increases the efficiency of the flower thinning process, providing the possibility of individual adjustment to the specific conditions of the garden, as well as the variety and type of fruit grown in it. After testing the Florix machine for two years on various types of fruit, the results were very encouraging. Farmers such as Filiberto Montanari, who has used a Florix machine for several years, have reported a significant reduction in the time and labor required to thin flowers. ... >>

Advanced Infrared Microscope 02.05.2024

Microscopes play an important role in scientific research, allowing scientists to delve into structures and processes invisible to the eye. However, various microscopy methods have their limitations, and among them was the limitation of resolution when using the infrared range. But the latest achievements of Japanese researchers from the University of Tokyo open up new prospects for studying the microworld. Scientists from the University of Tokyo have unveiled a new microscope that will revolutionize the capabilities of infrared microscopy. This advanced instrument allows you to see the internal structures of living bacteria with amazing clarity on the nanometer scale. Typically, mid-infrared microscopes are limited by low resolution, but the latest development from Japanese researchers overcomes these limitations. According to scientists, the developed microscope allows creating images with a resolution of up to 120 nanometers, which is 30 times higher than the resolution of traditional microscopes. ... >>

Air trap for insects 01.05.2024

Agriculture is one of the key sectors of the economy, and pest control is an integral part of this process. A team of scientists from the Indian Council of Agricultural Research-Central Potato Research Institute (ICAR-CPRI), Shimla, has come up with an innovative solution to this problem - a wind-powered insect air trap. This device addresses the shortcomings of traditional pest control methods by providing real-time insect population data. The trap is powered entirely by wind energy, making it an environmentally friendly solution that requires no power. Its unique design allows monitoring of both harmful and beneficial insects, providing a complete overview of the population in any agricultural area. “By assessing target pests at the right time, we can take necessary measures to control both pests and diseases,” says Kapil ... >>
