I. General Provisions

  1. A person who has a higher professional (technical or engineering and economic) education and at least 5 years of experience in operational production management in engineering and management positions is appointed to the position of head of the production and technical department.
  2. The head of the production and technical department should know:
  • legislative and regulatory legal acts, methodological materials on issues of production planning and operational management of production;
  • prospects for the development of the enterprise;
  • production capacities of the enterprise and its production base;
  • specialization of business units and production links between them;
  • product range, types of work (services) performed;
  • basics of production technology;
  • organization of production planning at the enterprise;
  • the procedure for developing production programs and calendar schedules for output;
  • organization of operational accounting of the progress of production;
  • organization of warehousing, transport and loading and unloading operations at the enterprise;
  • means of computer technology, communications and communications;
  • economics, organization of production, labor and management;
  • fundamentals of labor legislation;
  • rules and regulations of labor protection.
  1. The head of the production and technical department is appointed to the position and dismissed by the order of the head of the institution (enterprise, organization) in accordance with the current legislation of Ukraine.
  2. The head of the production and technical department is directly subordinate to the head of the institution (enterprise, organization) or his deputy.

II. Official duties

Head of production and technical department:

  1. Supervises the work on operational regulation, using computer technology, communications and communications, the course of production, ensuring the rhythmic release of products in accordance with the production plan and supply contracts.
  2. Manages the development of production programs and production schedules for the enterprise and its divisions, their adjustment during the planning period, the development and implementation of standards for operational production planning.
  3. Organizes operational control over the course of production, over the provision of production with technical documentation, equipment, tools, materials, components, transport, handling equipment, etc., as well as over the preparation for the production of new types of products.
  4. Provides daily operational accounting of the progress of production, the fulfillment of daily tasks for the release of finished products in terms of quantity and range of products, control over the condition and completeness of work in progress, compliance with the established norms of backlogs in warehouses and workplaces, over the rational use of vehicles and the timeliness of loading and unloading operations.
  5. Coordinates the work of the departments of the enterprise, takes measures to ensure the rhythm of the implementation of production schedules, the prevention and elimination of violations of the production process.
  6. Ensures timely registration, accounting and regulation of the fulfillment of orders for cooperation and inter-shop services.
  7. Controls the fulfillment of mutual requirements and claims of the enterprise's divisions, analyzes the results of their activities for the previous planning period in order to identify opportunities for a more complete and uniform loading of capacities, equipment and production areas, and a reduction in the production cycle.
  8. Carries out work on the identification and development of technical innovations, scientific discoveries and inventions, best practices that contribute to the improvement of technology, the organization of production and the growth of labor productivity.
  9. Supervises the work of production warehouses, ensures the participation of the department in the inventory of work in progress.
  10. Organizes the development of measures to improve operational planning, current accounting of production and mechanization of the dispatch service, the introduction of modern means of computer technology, communications and communications.
  11. Provides methodological guidance for the work of production dispatching units of the enterprise, supervises the employees of the department.
  12. In construction and geology - the head of the production and technical department with the functions of technical management.
  13. In addition to the duties listed in the description, the head of the production and technical department manages the conduct of research and experimental work in the field of construction, the preparation of title lists, the preparation and execution of contracts with customers and subcontractors.
  14. Provides a high technical level of construction, linking the technological sequence and deadlines for the performance of work by contractors and subcontractors.
  15. Controls the timely provision of construction projects with design and estimate documentation, compliance with building codes and rules for putting objects into operation on time.

III. Rights

The head of the production and technical department has the right to:

  1. give orders that are obligatory for execution by employees subordinate to him;
  2. participate in the selection and placement of personnel for their activities;
  3. make proposals to the management on encouraging and imposing penalties on the employees of the enterprise in their activities;
  4. make proposals for the development and improvement of the enterprise;
  5. request from the management, receive and use information materials and legal documents necessary for the performance of their duties;
  6. take part in conferences and meetings at which issues related to its work are considered;
  7. pass certification in accordance with the established procedure with the right to receive the appropriate qualification category;
  8. improve your qualifications.
  9. The head of the production and technical department enjoys all labor rights in accordance with the Labor Code of Ukraine.

IV. A responsibility

The head of the production and technical department is responsible for:

  1. implementation of the duties assigned to him;
  2. organization of their work, timely and qualified execution of orders, instructions and instructions of the higher management, regulatory legal acts on their activities;
  3. rational and efficient use of material, financial and human resources;
  4. compliance with internal regulations, sanitary and anti-epidemic regime, fire safety and safety;
  5. maintenance of documentation provided for by official duties;
  6. providing, in accordance with the established procedure, statistical and other information on its activities;
  7. ensuring compliance with labor and executive discipline and the fulfillment of functional duties of employees subordinate to him;
  8. readiness to work in emergency situations.
  9. For violation of legislative and regulatory acts, the head of the production and technical department may be brought to disciplinary, material, administrative and criminal liability in accordance with the current legislation, depending on the severity of the offense.

Vacuum particle-antiparticle pair 18.02.2022

For the first time in history, scientists from the University of Manchester have made direct experimental observations of the so-called Schwinger effect, a subtle effect that can only occur in the region of high-energy cosmic events such as supernova explosions, neutron star collisions and black holes. By applying very high potential electric currents to specially designed graphene devices, scientists have been able to create particle-antiparticle pairs from literally nothing, from a deep vacuum.

According to existing theories, vacuum is a completely empty space, in which there is no matter and even elementary particles. However, 70 years ago, Nobel laureate Julian Schwinger predicted that the strongest electric and magnetic fields could break the basis of the vacuum (space-time continuum), leading to the spontaneous appearance of particle-antiparticle pairs, the so-called Schwinger pairs.

Such an effect requires the participation of forces on truly cosmological scales - magnetic fields comparable in strength to the fields of magnetars, or electric potentials arising from collisions of high-energy compact space objects. The study of such processes and phenomena is one of the main directions in modern physics, and for the implementation of such studies, the construction of new high-energy collider installations is already planned.

However, a research team from Manchester, led by fellow Nobel laureate Professor Sir Andrew Game, has used graphene to produce positron-electron pairs using the Schwinger effect.

Scientists have made a number of devices from graphene, such as narrow junctions and superlattices, with which the strongest electric fields have been generated within a fairly simple setup that fits on a typical desktop. And scientists were able to clearly observe the appearance of pairs of electrons and electron holes, which are a kind of solid analog of the positron. At the same time, all the characteristics of the process of production of particles and antiparticles were fully consistent with the existing theoretical predictions.
