I. General Provisions

  • Rules for the technical operation of irrigation and drainage systems;
  • resolutions, orders, orders of governing bodies and other methodological and regulatory materials for the design, construction and technical operation of water management facilities;
  • methodology for scientific research of water facilities;
  • requirements of environmental, sanitary authorities to prevent damage to the environment.
  1. Qualification requirements - complete higher education in the specialty "Hydroreclamation" (master, specialist):
  • for the master - without requirements for work experience;
  • for a specialist - work experience in the profession of a hydraulic engineer - at least 1 year.

II. Official duties

The hydraulic engineer-researcher performs the following job responsibilities:

  1. Ensures the development and implementation of innovative projects in the water sector.
  2. Conducts patent research, organizes and carries out field, laboratory research and development work aimed at improving existing and creating and implementing innovative objects of labor, means of production, technologies and technological processes, services, as well as organizational and technical solutions for production, administrative and of a different nature, which improve the structure and quality of production.
  3. Supervises the conduct of survey work, the mathematical processing of the results of surveys and measurements, the implementation of the removal of design developments in nature.
  4. Performs and analyzes engineering calculations of water management facilities, designs and designs them, develops process technology and documentation for their creation, conducts patent research, experimental and development work aimed at creating and implementing competitive technologies, products and services, as well as organizational and technical solutions of an industrial, administrative and other nature that significantly improve the structure and quality of production, communicate with research organizations and ensure the implementation of experimental work aimed at introducing innovative products and improving existing means of production and technological processes.
  5. Organizes the implementation of technological processes during the creation and operation of water management facilities, develops and draws up information and reporting documentation, draws up defective statements and changes in technical passports, makes proposals for financing the implementation of innovative projects, participates in the development of patent and license passports, orders for equipment, equipment, applications for inventions and industrial designs, considers rationalization proposals for improving the design of systems, technology and organization of production and gives conclusions on the feasibility of their use, develops business plans for innovative projects.
  6. Ensures the functioning of water management facilities, organizes current and emergency repairs of irrigation and drainage systems and structures, organizes the development and operational adjustments of water treatment, water supply and sanitation plans, ensures the rational distribution of water in the network between users and the operation of technological equipment, organizes development together with land users, owners of reclaimed lands and implementation of a system of engineering measures to ensure the technological integrity of the functioning of water facilities.
  7. Carries out monitoring work of water facilities, analyzes the results of their surveys and develops measures to improve them, participates in the implementation of innovative programs and projects, intellectual products, production equipment, processes, modes and monitors their compliance with existing standards and specifications.
  8. Participates in control over rational use and protection and reproduction of water resources.
  9. Monitors compliance with sanitary and hygienic and labor protection requirements, identifies potentially hazardous areas of production, types of production processes and elements of the natural environment that may pose a threat of emergency situations, ensures the protection of personnel in case of their occurrence.

III. Rights

The hydraulic engineer-researcher has the right to:

  1. Get acquainted with the draft decisions of the management of the enterprise regarding its activities.
  2. Participate in the discussion of issues related to the performance of his duties.
  3. Make suggestions for improving the work related to the provisions of this instruction.
  4. Within the limits of his competence, inform his immediate supervisor about all those identified in the course of his activities, and make proposals for their elimination.
  5. Require the management of the enterprise to assist in the performance of their duties.

IV. A responsibility

The hydraulic engineer-researcher is responsible

  1. For improper performance or non-performance of their official duties provided for by this Job Description - to the extent determined by the current legislation of Ukraine.
  2. For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of Ukraine.
  3. For causing material damage - within the limits determined by the current civil legislation and labor legislation of Ukraine.
